Abstract:
During the past decade, the most visible military activities in the U.S. Central Command (USCENTCOM) area of responsibility (AOR) have been decidedly kinetic, showcased primarily through operations in Afghanistan and Iraq. This year marks important transitions in both of these campaigns as Afghan National Security Forces begin to take the lead on security operations and the United States shifts to a more traditional security relationship with Baghdad. Building partner capacity in Afghan and Iraqi forces—one of USCENTCOM's key nonkinetic activities—is a central component to success in both of these missions.

Abstract:
The circumstances of the 1994 Rwandan genocide and its aftermath presented hitherto unconventional challenges to the African nation. The strategies that Rwanda adopted to cope necessitated, among others, nontraditional roles by the military that continue to inform national development. The aftermath of the genocide entailed more than 1 million people dead and an entire population either displaced internally or having fled as refugees. It also entailed a divided society with a collapsed socioeconomic infrastructure. Meanwhile, even as the perpetrators of genocide were defeated, they relocated in the neighboring countries with entire state institutions, including the military, from where they reorganized and attempted an armed return to Rwanda to resume where they stopped with the genocide.

Abstract:
As challenging as conventional war is, how much more so is the ongoing operation in Afghanistan? The need for concurrent stability operations, including counterinsurgency and capacity-building, adds layer upon layer of complexity to war fighting. As if the terrain and insurgents are not difficult enough, the policies that generate missions are often questionable and poorly grounded in the realities on the ground. What might seem a grand idea in the Presidential Palace and to Kabul-based planners can rapidly bog down in the realities of coalition warfare and the day-to-day friction associated with surviving and building capacity in a small province at the end of the policy and supply chain. And so, if the reader seeks a glimpse of what the majority of military operations might look like in the next 20 years, this view from Badghis Province proves a worthy example. This small operation, recounted here as a three-act play, may prove to have been one of the potential turning points in the war. The story of Badghis reacquaints the military professional of all the tribulations and friction of coalition warfare at the tactical and operational levels, gap between policy and operations, contradictions of winning hearts and minds, and challenges of day-to-day survival at an outpost of foreign policy. However, if Badghis is a story of friction and chance, it is also a story of military ingenuity and perseverance, as well as the Afghan people's struggle for human security. No doubt there are dozens of places like it in Afghanistan, and, as that experienced by Lieutenant Back sight Forethought in The Defence of Duffer's Drift, one from which we can learn.

Abstract:
Low per capita income is linked to economic instability and state insecurity in postconflict societies. While domestic state capacity is the long-term goal, low-income societies emerging from conflict do not have the luxury to wait. Thus, given the current limitations of state performance, the immediate security solutions for low per capita income countries need to focus on host-government reform policies and alternatives for delivering basic services, rather than long-term state capacity-building. Even with low government capacity, certain economic policies can be put in place to improve per capita income and stimulate employment creation and other public goods. Establishing incentives for practical local economic reform policies, creating an environment that supports private economic investment, and enhancing the delivery of basic social services by the host government contribute to security and stability as they also ultimately contribute to building state capacity.

19705. Security Sector Reform and the Dilemmas of Liberal Peacebuilding

Abstract:
In recent years, Security Sector Reform (SSR) has emerged as a key component of international post-conflict reconstruction efforts. At the same time, however, it is becoming increasingly clear that the holistic approach to SSR that is outlined in policy papers is very difficult to translate into effective interventions in fragile states. This paper identifies two competing approaches for a 'contextualized' SSR-agenda: A monopoly model that focuses on restoring the state's monopoly on the means of violence and a hybrid model that seeks to strengthen local community-based security and justice solutions. The paper argues that as a strategy for intervention, the choice is not simply between a top-down 'imposition' of a universal state model and a bottom-up approach of 'working with what is there'. It is also a choice between direct and indirect forms of rule. This makes the dilemma real for liberal-minded practitioners and observers who for good reasons remain reluctant towards the colonial practice of ruling through middle-men. The paper does not offer a solution to the dilemma. When two imperatives pull in opposite directions, 'answers' are bound to be ad hoc: Specific and contextual, rather than principled and generic. The paper does, however, suggest that part of the way forward may be to move towards a more 'entry-oriented' mode of operation that recognizes that the role of external actors is to help establish a space for security and development solutions, rather than to fill that space.

Abstract:
Concerns regarding arms transfers to sub-Saharan Africa are widespread and have motivated worldwide efforts to control arms flows. Sub-Saharan Africa (excluding South Africa) accounted for 1.5 per cent of the volume of world imports of major arms in 2006–10. Although this is low by global standards, with little indigenous arms-production capacity in the region, most countries are fully dependent on arms imports.

19707. Evaluating Governance. Effectiveness and Legitimacy in Areas of Limited Statehood

Abstract:
While it is widely acknowledged that effectiveness and legitimacy both play an important role in the evaluation of governance, the causal relationship between these two concepts is far from clear. While some theorists hold that there is an inevitable trade-off between the demands of effectiveness and legitimacy, others argue that both qualities are mutually reinforcing. The aim of this paper is to shed light on the relationship between these two standards under conditions of limited statehood. The paper is organized into three sections: In the first section I will define the central concepts of effectiveness and legitimacy. While the main features of the concept of effectiveness are straightforward, the concept of legitimacy is notoriously opaque. In the second section, I will argue that the causal relationship between effectiveness and legitimacy is far more complex than usually assumed. Most scholars describe the connection as a virtuous circle: The more effective a political order or institution is, the more legitimate it is, and the more legitimate it is, the more effective it becomes. While the causal pathway from legitimacy to effectiveness is well understood, this does not hold true for the reverse connection from effectiveness to legitimacy. I will therefore identify four necessary conditions which have to be met in order to make the virtuous circle argument compelling. These are the conditions of (1.) “instrumental legitimacy belief,” (2.) “shared social goals,” (3.) “transparency,” and (4.) “generalization”. Finally, I will argue that these conditions are serious challenges to effective and legitimate governance in areas of limited statehood.

Abstract:
Transnational institutions increasingly commit multinational companies to human rights and social standards on a voluntary basis. Our paper investigates the security practices of multinational companies and whether these comply with the Voluntary Principles on Security and Human Rights. Analysing the case of mining companies in the Democratic Republic of Congo we evaluate the impact of the Principles on local security practices and critically analyse the effects of these practices. We argue that one needs to go beyond compliance studies, which focus on the implementation of formal programs (output) and rule-consistent behaviour (outcome), in order to evaluate corporate governance contributions. We therefore develop a conceptual framework that looks at companies' local security practices, including non-compliant practices, and their effects on local security. Our approach leads to a more differentiated evaluation of the effects of voluntary standards and the potential for corporate governance contributions than much of the literature on business and governance does.

19709. Towards an Enhanced Polish-Spanish Partnership

Abstract:
In Autumn 2011, parliamentary elections took place in Poland and Spain. In both countries centre-right parties came out triumphant, but the new governments will hold power in extremely challenging times. The much-desired economic recovery in the EU has yet to come to pass and economic issues will dominate national political agendas. Poland Prime Minister Donald Tusk's coalition government of Civic Platform (PO) and its junior partner, Polish People's Party (PSL), will have to make significant reforms to reduce public debt and minimize the risk of recession. In Spain, however, Mariano Rajoy's People's Party (PP), the majority government, will have much harder work to do. It will need to restore international confidence in the Spanish economy, implement further measures aimed at stimulating economic growth and reducing the country's record-high unemployment. The success will depend on close cooperation among EU member states. Indeed, it is not only European economic recovery at stake but also the future of European integration. The present difficulties have been feeding euroscepticism and doubts about the integrity of the EU. With their strong record as the most vocal supporters and beneficiaries of the membership to the bloc, Poland and Spain could champion efforts advocating solidarity and further integration in the EU. The urgency and scale of the issues concerning the Union give a perfect opportunity for these new governments to renew a common agenda and enhance their bilateral relationship.
