17441. Business and Human Rights: An Issue Whose Time Has Come

Abstract:
Business activities in fragile and conflict-affected regions could adversely impact the human rights of host populations in diverse ways, and could trigger or sustain violent conflict. The international “Protect, Respect and Remedy Framework on Business and Human Rights” could help businesses avoid infringing on the human rights of others and should address adverse human rights impacts when they occur. This framework would complement (and not replace) exiting initiatives like the U.N. Global Compact, IFC Performance Standards and OECD Guidelines. It provides a human rights lens that does not treat communities as 'vulnerable' or 'needy,' but as viable partners with rights. Implementation of the framework (and other voluntary standards) will always be fraught with difficulty. However, companies could become more amenable if they discover that compli­ance could enhance risk management and improve productivity. Coordination, communication and accountability are vital for credible and effective imple­mentation of the framework. Key steps have been identified to help corporations comply.

17442. Avoiding Meeting Fatigue: How to make the numerous international meetings on Afghanistan more effective

The numerous high-profile international meetings on Afghanistan since 2001 have helped keep attention focused on Afghanistan, elicit financial support, give a “seat at the table” to all partners, generate good strategic documents, and provide a forum for the Afghan government. However, the meetings often have raised excessive expectations; lacked meaningful follow-up; undermined their own objectives; prioritized diplomacy over substance; focused more on donors' issues than Afghan problems; oriented the Afghan government toward donors; diverted resources toward meetings; resulted in meeting fatigue; and sometimes seemingly substituted for action. These meetings can be made more effective by: (1) keeping to realistic expectations; (2) not expecting meetings to substitute for difficult decisions and actions; (3) having substantive, disciplined agendas and avoiding co-optation by diplomatic priorities; (4) matching objectives with the issue(s) the meeting is supposed to address; (5) ensuring quality background work; (6) focusing follow-up on key areas and a few simple, monitorable benchmarks; and (7) keep­ing the number and frequency of meetings manageable.

17443. Religion and Peacebuilding: Reflections on Current Challenges and Future Prospects

Abstract:
The field of religious peacebuilding has begun to move closer to the mainstream of conflict resolution practice and theory. The 2011 unrest in the Middle East and North Africa—the Arab Spring—reflects ongoing challenges and opportunities for the field. American and European nongovernmental organizations, agencies in the U.S. government, academia, and international organizations—sectors that once held religious issues at a distance or understood religion mainly as a driver of violence—increasingly engage religious communities and institutions as partners in creating peace. Meanwhile, religious organizations that have been involved in creating peace for decades, if not longer, increasingly have institutionalized and professionalized their work, suggesting ways that religious and secular organizations could coordinate their efforts more closely. The U.S. Institute of Peace's own programs on religion reflect the development of the wider field, having moved from research and analysis to on-the-ground programming to foster interfaith dialogue in the Balkans, Nigeria, Israel-Palestine, and Sudan. In addition, it has trained religious actors in conflict management in Sri Lanka, Iraq, and Colombia and developed peace curricula based on Islamic principles for religious and secular schools in Pakistan, Indonesia, the Philippines, and elsewhere. As the U.S. field of religious peacebuilding continues to develop, challenges include integrating further with secular peacebuilding efforts, engaging women and youth and addressing their priorities, working more effectively with non-Abrahamic religious traditions, and improving evaluation, both to show how religious peacebuilding can reduce and resolve conflict and to strengthen the field's ability to do so.

17444. Preparing Advisers for Capacity-Building Missions

As part of their efforts to support the rebuilding and reform of postconflict and transitional states, the North Atlantic Treaty Organization, the United Nations, and other members of the international community are sending international advisers to work alongside high-level officials in national institutions. Advisers are recruited for their strong professional expertise in fields such as logistics and human resources. However, they have had little preparation in transferring that knowledge to others, especially in a transitional or postconflict environment. If they are to contribute to sustainable reforms, advisers need to be taught how to transfer knowledge in a complex and alien environment, how to operate without formal authority, and how to cultivate local ownership. Launched in 2010, a U.S. Department of Defense program to train advisers for institution-building activities in Afghanistan—Ministry of Defense Advisors, or MoDA—has incorporated lessons learned by former advisers and emphasized four principles originally developed for a USIP training course: supporting local ownership; designing for sustainability; doing no harm; and demonstrating respect, humility, and empathy. As of March 2012, five MoDA cohorts have been deployed and have performed effectively. The MoDA experience, together with insights gained from teaching courses at USIP and other venues, suggests that a good curriculum for training high-level advisers in any sector of government should include four parts: lessons on about how to be an effective adviser, including techniques for building relationships and communicating across cultures; briefings on the situation in the country; substantive information about the sector in which the adviser will work; and preparation through practice.

17445. Rethinking Nigeria's Indigene-Settler Conflicts

Abstract:
Many of Nigeria's worst conflicts pit the recognized original inhabitants, or indigenes, of a particular place against supposedly later settlers. These conflicts may be growing deadlier and more numerous with time. State and local governments have free rein to pick who is an indigene. Abuse of the label can foster deep socioeconomic inequalities, given that indigenes enjoy preferential access to land, schools, development spending, and public jobs. These inequalities feed into violence, although righting inequality may not be sufficient to end violence in every case. The indigene-settler distinction is also explosive because it reinforces and is reinforced by other identity-based divides in Nigeria. These differences in ethnicity, language, religion, and culture can be longstanding and deeply felt, but how they factor into violence is again not well understood. Poor law enforcement responses also help entrench violence between indigenes and settlers. Official complicity and indifference make prosecutions rare. Destructive conduct by the Nigerian security forces itself often becomes a structural cause of violence. Serious thought about how to prevent or resolve indigene-settler violence has barely started in Nigeria. Addressing inequality between indigenes and settlers calls for serious, microlevel analysis of local economic dysfunctions and opportunities, along with real official commitment to make and enforce better policies. More holistic understandings of justice are also needed. The worst hot spots will need a wide menu of well-planned interventions. Options include securitization, criminal prosecution, mediation and dialogue, truth commissions, victim compensation programs, public health and trauma assistance, public institutional reforms, education, and communications work. In some cases, building sustainable peace could take a generation or more.

Abstract:
Guyana is an anomaly in South America. As the only English-speaking country on the continent, Guyana identifies primarily with its fellow former British colonies in the Caribbean, such as Jamaica and Trinidad and Tobago, rather than its immediate Hispanic, Portuguese, and Dutch neighbours (Venezuela, Brazil, and Suriname). Relative to other South American states, Guyana's population is small—only 750, 000 people, 90 per cent of whom live along the Atlantic coast—leaving the country's vast interior sparsely populated (Mars, 2010,. Georgetown, the country's capital, is Guyana's largest city with just over 200, 000 people, followed by the cities of Linden and New Amsterdam, with about 410, 000 and 18, 500 inhabitants, respectively.

How to stop a criminal from removing the identifying marks on a polymerframe handgun? This was the kind of question asked, and sometimes answered, at the Open-ended Meeting of Governmental Experts (MGE),  convened at UN headquarters in New York from 9 to 13 May 2011. For the first time at a UN small arms meeting, the discussions were expert-led and relatively interactive as delegations focused on the practical details of weapons marking, record-keeping, and tracing, specifically as dealt with in the International Tracing Instrument (ITI) (UNGA, 2005).

17448. Weapons Tracing and Peace Support Operations: Theory or Practice?

Abstract:
Weapons tracing is a set of methods used to identify weapons and ammunition and track their origins. It has an established role in criminal investigations, where it is typically used not only to prove a firearm-related offence, but also to uncover the source of illicit supplies to criminals. By contrast, weapons tracing in conflict and post-conflict situations—for example, by peace support operations (PSOs)— remains a matter of theory, not practice. To date, the only bodies that have traced conflict and post-conflict weapons (and ammunition) in any quantity are UN Groups of Experts, specifically for purposes of detecting and confirming arms embargo violations.

17449. The Cost to Mexico of U.S. Corn Ethanol Expansion

More than 40% of U.S. corn is now consumed in the production of ethanol. With the United States by far the world's largest producer and exporter of corn, this represents an estimated 15% of global corn production. A recent survey by the National Academy of Sciences estimated that globally biofuels expansion accounted for 20 - 40% of the price increases seen in 2007 - 8, when prices of many food crops doubled. This had a dramatic impact on poor consumers and on net - food - importing developing countries. Expanding U.S. production and consumption of corn - based ethanol, which has been encouraged by a range of U.S. government subsidies and incentives, is considered one of the most important biofuel programs in putting upward pressure on food prices. Mexico now imports about one - third of its corn from the United States. Using conservative estimates from a study on U.S. ethanol expansion and corn prices, we estimate the direct impacts of U.S. ethanol expansion on Mexican corn import costs. We find that from 2006 - 2011, U.S. ethanol expansion cost Mexico about $1.5 billion due to ethanol - related corn price increases. Other methodologies suggest the costs could be more than twice as high, surpassing $3 billion over the period.
