- Incidents of “homegrown terrorism”—extremist violence perpetrated by U.S. citizens or legal U.S. residents, and linked to or inspired by al Qaeda's brand of radical Sunni Islamism—have increased in the aggregate since 9/11. Homegrown extremists, as defined in the CSIS report A Threat Transformed: Al Qaeda and Associated Movements in 2011, are “radicalized groups and individuals that are not regularly affiliated with, but draw clear inspiration and occasional guidance from, al Qaeda core or affiliated movements.” A growing number of Muslims—both naturalized citizens and American-born—have communicated with extremists who are linked to al Qaeda and Associated Movements (AQAM), have sought terrorist training, or have attempted to carry out attacks either inside the United States or abroad. While not official members of al Qaeda or its affiliates, these individuals and small groups have been influenced by and have sought to involve themselves in AQAM's global war against the West.

- When we consider Saudi Arabian large population, territories and natural resources, it is obvious that it will continue to preserve its geopolitical, geo-economic and geo-cultural importance in future. The assumption of King Abdullah as the ruler of the country provided an opportunity to restructure the country's foreign policy. The new king began to follow a more pragmatic, rational, interdependent, multilateral and multidimensional foreign policy. He pursues an active foreign policy required to be less dependent on a single state (the United States) and on a single product (oil).

17434. Towards a Post-MINUSTAH Haiti: Making an Effective Transition

- Haiti is now marking the eighth year of the UN Stabilisation Mission in Haiti (MINUSTAH). Debate about its eventual withdrawal is intensifying under the one year-old administration of President Michel Martelly. Opposition to its presence stems from the country's nationalistic pride, anger at the cholera epidemic linked to UN peacekeepers and publicity surrounding unacceptable abuses by a small number of peacekeepers. Yet even its critics admit the country's still limited police force cannot guarantee the security needed to protect citizens, enforce the law and underpin political stability. The real debate is not whether MINUSTAH should leave but when, and what to change in Haiti and in the mission's mandate, structure and behaviour to ensure that a phased withdrawal is linked to stronger institutions and progress toward lasting stability and development.

17435. Malaysia's China Policy in the Post-Mahathir Era: A Neoclassical Realist Explanation

- Malaysia's China policy in the post-Cold War era – as an instance of a smaller state's strategy toward a proximate and rising great power – has been characterized by three patterns. First, there was a shift from hostility and guarded rapprochement during the Cold War to cordiality and maturing partnership in the post-Cold War era. Second, despite the overall positive development, Malaysia's China policy has remained, in essence, a hedging approach that is driven by both a pragmatic desire to maximize benefits from a closer relationship with the neighboring giant and a contingent calculation to guard against any long-term strategic risks in the uncertain regional environment. Third, such a two-pronged approach, which took shape since the 1990s under Mahathir Mohamad, has endured beyond the Mahathir era. Indeed, under his successors Abdullah Ahmad Badawi and Najib Tun Razak, Malaysia has continued to pursue a policy of dualism vis-à-vis China. What explains the enduring continuity of the hedging approach in Malaysia's China policy? This paper adopts a neoclassical realist perspective, arguing that the continuity is attributed to both structural and domestic factors. Domestically, the changing bases of political legitimation in the multi-ethnic country, which highlight the increasing salience of economic performance and political inclusiveness as key sources of moral authority to the UMNO-led coalition government, have necessitated the succeeding leaders to continue pursuing a pragmatic policy aimed at ensuring a stable and productive relationship with China, not least to gain from the steadily growing bilateral trade and the giant's growing outward investment. Structurally, Malaysia's position as a smaller state has compelled it to be constantly vigilant about the uncertainty of state intentions and inter-great power relations, which in turn demands it adopts contingent measures to hedge against longer-term risks. It is such structural and domestic determinants that have fundamentally shaped the country's policy towards China in general and the South China Sea issue in particular, which characteristically bears the mark of a delicate dualism, i.e. an explicit preference for engaging China through bilateral and multilateral diplomacy, but one that is backed by a low-key practice of maintaining and strengthening its traditional military links with its Western security partners.

- This paper provides the first detailed look inside the operations of the Financial Stability Forum (FSF), a little- known and secretive institution created shortly after the emerging-market crises of the late 1990s. Although other institutions have come under intense scrutiny and criticism since the eruption of the global financial crisis in 2007, the FSF has gotten much less attention than it deserves. Its primary aim was to coordinate efforts in preventing and mitigating future crises, and its members included top- ranking officials from the finance ministries, central banks and regulatory agencies of the world's richest countries. Moreover, the FSF's successor body, the Financial Stability Board (FSB) — whose name reflects the two bodies' many similarities — was established at a summit of world leaders in April 2009, amid solemn promises that the leaders were putting in place the mechanisms necessary to ensure the safety and soundness of the global financial system.

- The international community has become adept at responding to disasters. When a disaster hits — whether natural or as the consequence of human activity — humanitarian relief can be on the ground almost anywhere in the world in less than 24 hours. The international community has developed an elaborate network to respond to catastrophes involving the collaboration of international agencies, humanitarian relief organizations, national governments and concerned individuals. The collective ability to help save lives quickly is unprecedented in human history; the problem remains, however, that one never knows in advance where disaster will strike, what the immediate needs of those affected will be or what conditions the first responders will confront. Given these uncertainties, how can disaster-response planners best position themselves to take action?

17438. Promoting Reconciliation through Exhuming and Identifying Victims in the 1994 Rwandan Genocide

- In the aftermath of the 1994 Rwandan genocide, in which an estimated 800,000 Tutsi civilians were killed, the ICTR commissioned a series of mass grave exhumations in Kigali and Kibuye. These exhumations were conducted by PHR, a Boston-based nongovernmental organization (NGO). Its mandate was to provide scientifically rigorous evidence that revealed the criminal nature of specific massacres in Kigali and Kibuye, as well as the statistical elements of the crimes, including the sex, ethnicity, age, and cause and manner of death for the individual victims (Haglund, 1997: 1; Haglund and Kirschner, 1997: ii).

17439. Mutual Accountability: Lessons and Prospects for Afghanistan Post-Tokyo

- At the Tokyo conference on July 8, donors committed to provide massive civilian aid to Afghanistan and improve aid effectiveness, while the Afghan government committed to a number of governance and political benchmarks. The outcome at Tokyo exceeded expectations, but a review of Afghan and international experience suggests that implementing the Tokyo mutual accountability framework will be a major challenge. The multiplicity of donors could weaken coherence around targets and enforcing benchmarks, and undermine the accountability of the international community for overall funding levels. Uncertain political and security prospects raise doubts about the government's ability to meet its commitments, and political will for needed reforms understandably may decline as security transition proceeds and the next election cycle approaches. It is doubtful whether major political issues can be handled through an articulated mutual accountability framework with benchmarks and associated financial incentives. The civilian aid figure agreed upon at Tokyo ($16 billion over four years) is ambitious and exceeded expectations; if the international community falls short, this could be used to justify the Afghan government failing to achieve its benchmarks. Finally, given past experience there are doubts about how well the Joint Coordination and Monitoring Board (JCMB) process (mandated to oversee implementation), and the series of further high-level meetings agreed at Tokyo, will work.

- Progress toward a better Haiti during President Michel Martelly's first year was undermined by a multitude of political crises.Confirmation of a new prime minister by Haiti's parliament provides an opportunity to rectify previous missteps and begin moving Haiti toward a peaceful and prosperous future. An important indicator of the new prime minister's agenda for improving conditions among Haiti's impoverished majority will be the success of new social programs.Increased foreign direct investment and augmented domestic revenue—the latter linked to an anti-corruption campaign—are important components of the new prime minister's strategy to revitalize Haiti's economy and society.
