20641. The Pogroms in Kyrgyzstan

Abstract:
An explosion of violence, destruction and looting in southern Kyrgyzstan on 11-14 June 2010 killed many hundreds of people, mostly Uzbeks, destroyed over 2000 buildings, mostly homes, and deepened the gulf between the country\'s ethnic Kyrgyz and Uzbeks. It was further proof of the near total ineffectiveness of the provisional government that overthrew President Kurmanbek Bakiyev in April 2010, and is now trying to guide the country to general elections in October. Given the government\'s slowness to address the causes and consequences of the violence, the danger of another explosion is high. Even without one, the aftershocks of the looting, murder and arson could seriously damage Kyrgyzstan\'s ailing economy, cause a significant outflow of ethnic Uzbeks and other minorities, and further destabilise the already fragile situation in Central Asia in general. The route back to stability will be long and difficult, not least because no reliable security or even monitoring force has been deployed in the affected area. It should start with an internationally supported investigation into the pogroms, as visible an international police and diplomatic presence as possible to discourage their recurrence, and close coordination on effective rebuilding of towns and communities.

En cette veille d'élections, le Tchad a enfin une opportu- nité de sortir de la crise politico-militaire dans laquelle il s'est retrouvé depuis plus de cinq ans. L'apaisement per- ceptible des tensions avec le Soudan depuis le début de l'année 2010 ainsi qu'une relative accalmie dans les af- frontements entre l'armée gouvernementale et les groupes rebelles augurent d'un possible retour progressif à la normale. Cependant, le contrôle rigide de l'espace poli- tique national par le président Déby et les problèmes ré- currents du processus électoral pourraient replonger le pays dans de nouveaux troubl es. Le gouvernement tcha- dien doit profiter de l'accalmie actuelle pour poursuivre la normalisation avec le Soudan, garantir la sécurité des populations ainsi que des opé rateurs humanitaires dans l'Est comme stipulé par la résolution du Conseil de Sécu- rité 1923 (2010), réaliser les réformes intérieures qu'il s'est engagé à mener et pr oposer aux opposants armés et leurs combattants une paix honorable et durable.

20643. Indonesia: The Deepening Impasse in Papua

Abstract:
The two sentiments that define the political impasse in Papua are frustration on the part of many Papuans that “special autonomy” has meant so little, and exasperation on the part of many Indonesian government officials that Papuans are not satisfied with what they have been given. The gulf between the two might be reduced by dialogue, but any prospect of serious talks is hampered by an un-willingness of Jakarta to treat the problem as essentially a political, rather than an economic one. To move forward, President Susilo Bambang Yudhoyono needs personally to take the lead in recognising that autonomy means more than increased budgetary allocations or accelerated economic development. He needs to explore directly with credible Papuan leaders how political autonomy can be expanded; affirmative action policies strengthened in all sectors; and Papuan fears about in-migration addressed. Unless these three issues are tackled head on in face-to-face meetings, the impasse is unlikely to be broken and increased radicalisation is likely.

20644. Drums of War: Israel and the "Axis of Resistance"

Of all the explanations why calm has prevailed in the Israeli-Lebanese arena since the end of the 2006 war, the principal one also should be cause for greatest concern: fear among the parties that the next confrontation would be far more devastating and broader in scope. None of the most directly relevant actors – Israel, Hizbollah, Syria and Iran – relishes this prospect, so all, for now, are intent on keeping their powder dry. But the political roots of the crisis remain unaddressed, the underlying dynamics are still explosive, and miscalculations cannot be ruled out. The only truly effective approach is one that would seek to resume – and conclude – meaningful Israeli-Syrian and Israeli-Lebanese peace talks. There is no other answer to the Hizbollah dilemma and, for now, few better ways to affect Tehran's calculations. Short of such an initiative, deeper political involvement by the international community is needed to enhance communications between the parties, defuse tensions and avoid costly missteps.

20645. Informal Dispute Resolution in Afghanistan

Abstract:
Faced with difficulties establishing legitimate, effective rule of law and the predominance of informal or traditional justice mechanisms in Afghanistan, the Afghan government and the international community have increasingly focused on engaging informal justice systems to resolve both civil and criminal disputes. While informal systems vary across the country, they are generally based upon restorative justice and the preservation of communal harmony. They currently resolve the vast majority of legal disputes and other conflicts in the country, particularly in rural areas. Engagement with informal systems and linking such systems to state institutions present some of the more effective opportunities for resolving conflicts and increasing access to justice for all Afghans because they are familiar, locally available, and involve relatively low costs. Such engagement, however, also faces significant logistical, cultural, political, and legal challenges. When engaging informal systems and/or implementing programs to link them to the state, it is important to have sound understanding of local power dynamics and how local dispute resolution systems function. The United States Institute of Peace (USIP) has been working on informal justice in Afghanistan since 2002 and has run pilot projects in six districts that test ways of designing or strengthening links between the state and informal systems to increase access to justice. Some of the best practices identified from the pilot projects include the importance of regular and substantive communication between informal and state justice actors, the promotion of the use of written records of decisions by informal systems, and the monitoring of decisions to ensure applicable Afghan laws and international human rights standards are upheld.

Abstract:
Graduate-level academic institutions are not adequately preparing students for careers in international peace and conflict management. Curricula need to incorporate more applied skills, cross-sectoral coursework, and field-experience opportunities. Unlike most faculty, students, and alumni, employers see substantial room for improvement in preparing students for the field. Overseas experience is, for employers, the most valuable asset. General project management skills—program planning and design, monitoring and evaluation, computer literacy, report writing skills, budgeting, staff management, research skills, grant writing, and knowledge of the funding and policy world—and cross-cultural competencies and language skills are critical. International peace and conflict management practices increasingly overlap with more traditional work, such as human rights, humanitarian issues, and development programming. Employers want candidates who have a holistic understanding of international conflict work, specialized knowledge and skills, practical know-how, and political savvy, yet often fail to grasp what academic programs are in fact teaching students to prepare them for the field. Academic programs need to strengthen their outreach and interaction with employers and to market the value of their programs. To better prepare themselves for the field, recent graduates and alumni are seeking to increase their applied education, field experience, project management skills, mentoring, and career guidance.

20647. Education and Conflict in Haiti

Abstract:
The massive earthquake of January 2010 devastated almost every aspect of Haitian society, but it also presented an excellent opportunity to address the problems of the largely dysfunctional education sector. Education has not only served to prevent, mitigate, and resolve conflict in Haiti, it has also functioned as an underlying cause of, contributor to, and trigger for violent conflict. These issues must be addressed if Haiti's rebuilding efforts are to succeed. The Haitian authorities need to implement substantial structural reforms to address past policies of exclusion and overcentralization, as well as financial and language barriers. Primary education for all children under the age of fourteen should be free and compulsory. Substantial investment is needed in vocational training, as well as in adult education and civic and peace education. Teacher and technical education should be promoted through campaigns to improve the status of these professions, incentives to participate in pre-service and in-service programs, and financial and other awards. Curriculum and training options need to reflect the number and types of jobs that may be available after students graduate, providing the skills necessary to support a modern economy. The state should work with the private sector in expanding public-private partnerships, for example in the areas of school construction, scholarships, trainee programs, long-distance radio programs, and internships. Haiti needs to do much more to develop students' and teachers' capacities to manage conflict peacefully by making teaching methods more student-centered, promoting critical thinking and creative problem solving, and reforming curriculum to encourage tolerance and inclusion. The international community must recognize that long-term security and development depend on a well-functioning education system. The international community can help by assisting with the establishment of a clear strategic plan for education, including ways to monitor and assess reform.

20648. The Economy of Burma/Myanmar on the Eve of the 2010 Elections

Abstract:
The government of Burma is undergoing a critical transition: Before the end of 2010, the military regime that has ruled the country since a palace coup in 1998 will hold an election based on a constitution drafted in a nondemocratic process and approved by a referendum in 2008. The referendum fell far short of global standards of credibility and the election is likely to yield a government that neither the antimilitary movement nor the international community view as legitimate. However, the constitution and election also may offer opportunities for further international involvement that began in the wake of Cyclone Nargis in 2008. Burma's lagging economic performance—socioeconomic indicators placed it among the world's most impoverished in 2000—is due to a simmering internal conflict based on ethnic and religious differences. Successive military regimes after the failure of Burma's parliamentary government in 1962 have managed to further alienate the population and monopolize the benefits of Burma's abundant natural resources. Growth-disabling economic policies and brutal suppression of dissent since 1988 have caused an exodus of political and economic refugees estimated to be in excess of 3 million. However, Burma occupies a strategic space in the Southeast Asian region. It is a major supplier of natural gas to Thailand and could be a major agricultural exporter, as it was before World War II. Also, Burma is arguably the greatest obstacle to the 2015 integration objectives of the Association of Southeast Asian Nations (ASEAN), and its internal conflict contributes to tension between China and India. There is a glimmer of hope that the next government will consider economic policies conducive to sustainable economic growth, thereby improving the environment for political reconciliation. If so, the challenge for the international community will be to find ways to support economic policy changes in this direction that do not trigger a backlash from the country's military rulers. Though difficult, it may be possible to accomplish this through a patient economic strategy that involves more nuanced use of sanctions and effective collaboration with other actors in the region, particularly ASEAN.

20649. Pandemic Preemption: A U.S. Strategy for Infectious Disease Control

The spread of old and new infectious diseases constitutes both a threat to U.S. and global security and peace and an opportunity for the United States to burnish its international image through strengthening foreign capacity in infectious disease surveillance and response. Despite an increase in overall U.S. expenditures on global public health, U.S. policy is not to fully meeting this challenge or capturing this opportunity. Little-known policies implemented by the Centers for Disease Control and Prevention, the United States Agency for International Development, and the Department of Defense offer cost-effective strategies that should be expanded under President Obama's new Global Health Initiative to improve infectious disease control abroad as both a frontline defense against a potential pandemic and a peaceful and positive dimension of U.S. global health diplomacy.

20650. Correcting America's Image Problem in Pakistan

Abstract:
Despite receiving over $15 billion in U.S. aid since 9/11, perceptions of America in Pakistan remain acutely negative. If Pakistanis continue to be opposed to U.S. policies, the Pakistani government will not be able to deliver on its promises, and U.S. initiatives in Pakistan will not produce desired outcomes. American and Pakistani governments have forged a rather opaque relationship which has not helped to cultivate popular support for policies across Pakistan. Instead, it has fostered an anti- U.S. sentiment in Pakistan that increasingly puts pressure on the government in Islamabad. U.S. policy must be fundamentally changed to turn around the anti-American outlook among Pakistanis. In order to do so, the official relationship needs to be more transparent; frequency of visits by U.S. officials ought to be reconsidered; 'image correcting aid' should be provided in addition to the long-term assistance; Pakistani citizens should be engaged through constant dialogue and debate on U.S.-Pakistan relations; and American and Pakistani officials should remain sensitive about the internal impact of their public statements and actions.
