20621. Strengthening the IAEA: How the Nuclear Watchdog Can Regain Its Bark

Abstract:
The United States has a great interest in the success of the International Atomic Energy Agency (IAEA), given the important role it can play in reducing the risks of nuclear proliferation and nuclear terrorism. Stalled investigations of Iran and Syria have put the credibility of the IAEA at stake. The agency detected neither Iran’s hidden uranium enrichment facility near Qom nor the reactor being constructed by Syria near al Kibar. These examples underscore the importance of strengthening the agency’s verification capability, by both increasing its authority and sharing more information. The IAEA can also help shape the global growth of nuclear power, ensuring the highest levels of safety and security, while discouraging the spread of sensitive technologies that can be misused to build nuclear weapons. The IAEA Board of Governors’ recent decision to establish a nuclear fuel bank in Russia is a step in the right direction. Success requires a new “Spirit of Vienna”—a willingness of delegates to work toward consensus on even difficult topics—surrounding the agency’s important role in nonproliferation. It also requires a conscious effort by the new Director General to remove the politics from IAEA business and return the agency to its technical mandate.

Abstract:
The United States and Mexico share a common history shaped by military incursions during the 19th and early 20th centuries. The bond between the American and Mexican people, however, has continued to grow closer over time despite occasional negative rhetoric from politicians in Washington, DC, and Mexico City. At local and state levels, relations solidified through the closely knit fabric of our border towns, intermarriage between families on each side of the border, and the development of infrastructure (to include water, wastewater, and gas and electricity utilities) that serves communities to the north and south. At the national level, our relationship became closer due to economic growth resulting from the North American Free Trade Agreement (NAFTA), which now accounts for almost $1 billion (U.S. dollars) in trade per day between the two countries.

The United States needs to modernize and ensure the long-term reliability and respon¬siveness of its aging nuclear deterrent force and nuclear weapons infrastructure. It cannot otherwise safely reduce its nuclear weapons, responsibly ratify the Comprehensive Test Ban Treaty, confidently deter and contain challenges from rising or resurgent nuclear-armed near peers, and effectively dissuade allies and partners from acquiring their own nuclear weapons. As Zimbabwe enters its second year under a unity government, the challenges to democratic transformation have come into sharp focus. Despite reasonable progress in restoring political and social stability, ending widespread repression and stabilising the economy since February 2009, major threats could still derail the reform process. In particular, resistance of intransigent and still powerful security sector leaders and fractious in-fighting between and within the Zimbabwe African National Union (ZANU-PF) and the Movement for Democratic Change (MDC) must be addressed now. South Africa and other countries in southern Africa – who monitor the accord that guides the transition – must press the parties, and particularly President Robert Mugabe, to see the transition through to a successful conclusion. Donors should back their efforts.

20625. Regional Power Shift s and Climate Knowledge Systems: South Africa as a Climate Power?

Abstract:
In the international system, there has been a power shift towards regional powers, which can be illustrated by recent developments in climate governance. I argue that some of these regional powers are also climate powers, which benefit from an issue-specific power shift. The behavior and strategies of those climate powers are central for global climate governance. To analyze their strategies, a multi-level approach is required that captures the link between domestic climate governance and climate foreign policy. I develop such a concept of climate knowledge systems. It is based on Emanuel Adler's theory of cognitive evolution and communities of practice. A pragmatist philosophy such as this that allows for mixed methods research is most suitable for analyzing the proposed connection between knowledge, practices and change. It also presents the key to an extended regional powers framework, leaving the somewhat artificial boundaries of international relations in climate governance behind. The concept of climate knowledge systems is empirically applied to South Africa with some early tentative results of an online expert survey, as well as the analysis of data of the Carbon Disclosure Project.

20627. Lawless Policy: TARP as Congressional Failure

Abstract:
The U.S. Constitution vests all the “legislative powers” it grants in Congress. The Supreme Court allows Congress to delegate some authority to executive officials provided an “intelligible principle” guides such transfers. Congress quickly wrote and enacted the Emergency Economic Stabilization Act of 2008 in response to a financial crisis. The law authorized the secretary of the Treasury to spend up to $700 billion purchasing troubled mortgage assets or any financial instrument in order to attain 13 different goals. Most of these goals lacked any concrete meaning, and Congress did not establish any priorities among them. As a result, Congress lost control of the implementation of the law and unconstitutionally delegated its powers to the Treasury secretary. Congress also failed in the case of EESA to meet its constitutional obligations to deliberate, to check the other branches of government, or to be accountable to the American people. The implementation of EESA showed Congress to be largely irrelevant to policymaking by the Treasury secretary. These failures of Congress indicate that the current Supreme Court doctrine validating delegation of legislative powers should be revised to protect the rule of law and separation of powers.

20630. Technologies, Rules, and Progress: The Case for Charter Cities

Abstract:
Non-resident fellow Paul Romer argues that the principal constraint to raising living standards in this century will come neither from scarce resources nor limited technologies. Rather it will come from our limited capacity to discover and implement new rules—new ideas about how to structure interactions among people, such as land titles, patents, and social norms. The central task of reducing global poverty is to find ways for developing countries to adopt new rules that are known to work better than the ones they have. Economists who advise leaders on policy have often overlooked why some good rules get adopted and others do not. But a better understanding of rules-that-change-rules could lead to breakthrough thinking about development policy. The special rules of China's Special Economic Zones, where new cities like Shenzhen could grow up, created small laboratories through which rules from Hong Kong spread to the mainland, helping unleash the largest and fastest reduction of poverty on record. Romer concludes that a new type of development policy would be to voluntarily charter new cities for the purpose of changing rules, using a range of new legal and political structures analogous to the ones that made Hong Kong and Shenzhen possible. The essay is adapted from a talk presented in Mexico City on October 2009, at the conference, “Challenges and Strategies for Promoting Economic Growth,” organized by Banco de México.
