RUSSIA REMAINS A LARGE COUNTRY to be reckoned with, even though the Soviet Union's disintegration diminished its international weight. With the larger part of the soviet Union's western regions becoming independent states, Russia's eastern regions and the eastern vector of its foreign policies acquired much more importance.

National innovation policies currently attract intense interest throughout the international community, particularly so in the aftermath of the global financial crisis. China is among those countries now relying heavily on government resources to drive innovation—a policy that directly challenges the prevalent theory that government powers have limited effects on a nation's innovation systems. Indeed, China's new indigenous innovation strategy has transformed the country's innovation systems. China's current indigenous innovation strategy is both constructive and efficient for an economy with clear targets for industrial innovation and working to catch up to international standards. For China to succeed as an innovative country it needs to provide more opportunity for market competition to incubate and generate radical innovations.

19824. Executive Accountability in Southeast Asia: The Role of Legislatures in New Democracies and Under Electoral Authoritarianism

In an influential study, Fish and Kroenig argue that "overarching institutional designs" (i.e., presidential, parliamentary, and dual systems) tell us less about the prospects of a new democracy than does the particular strength of the legislature. Specifically, executives are best checked where legislatures are powerful, generating horizontal accountability. In addition, ordinary citizens are better informed by the robust party systems that strong legislatures support, fostering vertical accountability. In comparing Freedom House scores with their Parliamentary Powers Index (PPI), Fish and Kroenig show clear correlations, leading them to conclude that democracies are made strong by legislatures that are empowered. In this monograph, this thesis is tested in five country cases in Southeast Asia: the Philippines and Indonesia, both new democracies, and Malaysia, Cambodia, and Singapore, cases of electoral authoritarianism. Analysis uncovers that in the new democracies, though their legislatures may be rated as powerful, members are geared less to checking the executive than to sharing in state patronage. In addition, although the legislature is evaluated as weak under electoral authoritarianism, it features an opposition that, with little access to patronage, remains committed to exposing executive abuses. What is more, when the executive operates a regime type that lacks the full legitimacy gained through general elections, he or she grows more receptive to at least mild legislative scrutiny. Contrary to Fish and Kroenig, then, this study concludes that the executive is held more accountable by legislatures under electoral authoritarianism than in new democracies. But rather than leading to a transition to democratic politics, this accountability strengthens authoritarian rule.

China's economic growth over the past three decades is unprecedented. Although this growth is commonly attributed to a high domestic savings rate among “thrifty” Chinese, savings alone cannot promote economic growth unless productivity has continuously grown for such a long period. This article uses a one-sector, neoclassical growth model to calibrate the economy to Chinese data since 1952 and finds that measuring changes in total factor productivity between 1952 and 2005 can well capture the secular movements in the Chinese savings rate. Far from supporting the widespread belief that China's savings rate is too high, this article argues that even thrifty Chinese “under-saved” for most of the years during this period; furthermore, the fiscal reforms of 1983 and 1985 further suppressed saving behavior, especially China's economic growth over the past three decades is unprecedented. Abstract:
This paper analyzes the impacts of the March 11, 2011, Tōhoku earthquake and tsunami on the Fukushima nuclear power plant in Japan. These impacts were amplified by a failure of horizontal coordination across plant, corporate, regulatory, and governmental levels, resulting in a nuclear catastrophe, comparable in cost to Chernobyl. Lessons learned include identifying two shortcomings of the typical Japanese horizontal coordination mechanism: instability under a large shock and the lack of defense in depth. The suggested policy response is to harness the power of “open-interface, rule-based modularity” by introducing an independent nuclear safety commission in Japan and an independent system operator to coordinate sellers and buyers on publicly-owned transmission grids.

R2P, like all norms, is bound to see its capacity to deliver on its intended goals tested by real experience. Ever since R2P was endorsed by member states at the United Nations General Assembly in 2005, a number of cases have helped define the boundaries of its application. Well before Libya, R2P had already made a discrete difference in a number of cases: from the most cited example of the political and diplomatic response to the outbreak of ethnic violence in Kenya in early 2008; to the patchy response to signs of ethnic cleansing in Kyrgyzstan in the summer of 2010; to the more forceful regional and international efforts in Guinea at the end of that year.

Abstract:
Strong support for the Responsibility to Protect (R2P) populations from genocide, war crimes, crimes against humanity and ethnic cleansing was clearly evident at the opening of the 66th United Nations (UN) General Assembly between 21 and 27 September 2011. From the Secretary-General's reference to R2P as a priority for his second term, to the re-affirmation of government support for the norm in opening statements and the holding of a Ministerial meeting on R2P, clear consensus exists about the critical importance of R2P. At a moment when some were anticipating a backlash in the aftermath of the Security Council authorized civilian protection operation in Libya, the opening of the General Assembly reaffirmed that the imperative today is for states to work together to operationalize R2P.

Abstract:
Over the course of the past forty years, waves of interethnic conflict in Burundi have killed hundreds of thousands of people and displaced over a million more. In 1993 the assassination of Melchior Ndadaye, the country's first Hutu president, by paratroopers from Burundi's Tutsi dominated armed forces, set off another round of violence with Hutu militias attacking Tutsi civilians and the armed forces retaliating by attacking Hutu communities. The situation ultimately devolved into a civil war that lasted for more than ten years.
