Abstract:
Central Asia has a rich history. At one time, it boasted the Great Silk Road, a major trade route between Europe and China. It was also an arena where Chinese, Mongolian, Persian, Turkish, and Arabian military commanders led their armies in brutal battles, prosperous towns were built and destroyed, and huge empires appeared and disappeared. So researchers have examined this region in the most diverse geographical configurations.

The Department of Foreign Policy Planning holds regular round tables devoted to topical issues of russian foreign policy, international politics, and the international political process. The round tables offer a platform for the interaction between the Ministry of Foreign Affairs and the scientific and expert community, the exchange of new ideas and approaches, and the introduction of the most interesting projects into foreign policy.

I am pleased to welcome the participants in the roundtable organized by the International Affairs journal with support from Russia's Foreign Ministry, the Union of Oil and Gas Producers of Russia, and the World Policy and Resources Foundation. as a result of this discussion, we would like to understand – just as we would like our readers to understand – what resources for cooperation with OPEC Russia can count on. at the moment, our contacts are rather limited. Needless to say, we are interested in the entire array of issues that are in some way or other connected with the Russia-OPEC subject.

We are living at the time of changes with no precedence in human history either in scope or in pace. The geopolitical and geoeconomic shifts which began in the last decade of the last century and are gaining momentum in the 21st century are shaping a new picture of the world. “The transfer of global wealth and economic power now under way – roughly from West to the east – is without precedent in modern history”, it will continue for the foreseeable future. An expanse of independent policy is widening: scores of countries doomed to centuries of silence and kept at the backyard of oecumene have acquired voices of their own. Civilizations suppressed for centuries have revived to add more color and variety to the world. The seemingly unshakeable hegemony of the United States is retreating to give space to a multipolar world. These tectonic shifts and the forces behind them suggest a logical conclusion: history has been spurred on.

THE ONGOING UNREST IN ARAB COUNTRIES has been at the center of international attention for months. The “arab spring” has a different color in each middle eastern and north african country. nevertheless, the causes of crisis are similar in each country. They include unsolved domestic problems such as the lack of legal and clear mechanisms of power rotation that would be accepted by society; economic and political stagnation; poverty (absolute or relative) of the overwhelming majority of the population despite the enormous incomes of the political elite; corruption; and unemployment. These crises are interdependent to a certain extent, which has led people to compare them to a “domino effect.”

Unfortunately, the new millennium has not brought peace to mankind. The global agenda still includes the security problem, the resolution of armed conflicts and the prevention of new wars. Realizing the importance of the subject, the International Affairs' editorial board and the institute of international studies at the Moscow State Institute (University) of international Relations invited experts and analysts to discuss the military concepts that are being developed in the world today and the weapons that could be used in future armed conflicts.
