Abstract:
Japan has steadily extended its military reach from a domestic zone of defense against territorial invasion in the late 1950s, through regional security policy in the late 1970s to what has now become a globally scaled military role. This re-expansion is perceived by some as evidence of revived militaristic ambitions, and by others as subservience to the US global strategy. However, taking the cue from Japan's 2004 National Defence Programme Guideline (New Taikō), this paper assesses the role globalization has played in this territorial expansion. The impact of globalization is evident in the double expansion of Japan's national security conception in geographical terms and self-defense forces roles in global security. These 'expansions' are studied through two key elements of globalization – the deterritorialization of complex relations of interdependence between states (security globality) and the inter-penetrating nature of these relations blur the boundary between foreign and domestic spaces (intermestic space).

Abstract:
A successful edited volume not only requires that the editors recruit qualified specialists for each chapter but also that those editors integrate the separate analyses so that the book displays a coherence beyond the sum of its individual parts. Michael Green and Bates Gill have succeeded admirably on both dimensions: enlisting renowned Asian country specialists and experts on the various types of cooperation that characterize Asian multilateralism. Moreover, their Introduction illuminates how these types relate to one another. Over the past 45 years, Asia has experienced a plethora of multilateral political, economic, and security arrangements – some long-lived and well-institutionalized (ASEAN) and others formed to deal with a specific situation such as the Core Group that provided aid to those countries devastated by the December 2004 tsunami. There is considerable overlap in states ' memberships among these bodies, though they tend to group in a Southeast Asian-led formation centered in ASEAN and a Northeast Asian coterie dealing with North Korea in the Six-Party Talks. An additional transnational dimension may be found in nontraditional security such as infectious diseases, criminal and terrorist activities, piracy and human trafficking, all of which cross national boundaries and are generally seen by Asian states as susceptible to cooperative action. Traditional, hard security concerns – territorial disputes, historical animosities, and resource conflicts – on the other hand, though discussed in a number of multilateral settings, produce a great deal of rhetoric but very little resolution. Another concern, especially for great powers such as the United States and India, is whether East Asian multilateral groups will be inclusive or exclusive – trans-Pacific or Asia only.

18973. Rethinking Japanese Public Opinion and Security: From Pacifism to Realism?

Abstract:
Until the Japanese government's decision to participate in the so-called war on terror by first sending maritime self-defense force (SDF) ships to refueling missions in the Indian Ocean in 2001, and then by dispatching ground self-defense force troops to Southern Iraq, the overall view of Japanese security policy had been that it was constrained by article 9 as well as strong public support for perhaps pacifist attitudes. However, these developments and, so it seemed, fundamental changes in Japanese security posture after 9/11 have been taken as evidence that either antimilitarism was vanning, or that the Japanese government, particularly under Prime Minister Koizumi, had been successful in convincing the Japanese public that it was the time for a fundamental shift in Japan's security policy (Green, 2001; Hughes, 2009; Samuels, 2007). This book challenges this assumption and tries to prove that public opinion is not only stable, but also rational, and that it does continue to constrain Japanese government security policy decisions.

Abstract:
The dramatic thawing of the Cold War at the end of the 1980s accompanied by the rapid democratisation of Eastern Europe served as inspiration and model for political transitions in other settings. Now the Arab world, the securitisation of which has kept it frozen in what amounts to a regional cold war long after the global prototype ended, may be entering its springtime of political freedom. Tunisia's 'Jasmine' and Egypt's 'Midan al Tahrir' Revolutions chased established autocrats from power, thus making possible new domestic political orders and substantial reorientations of foreign policies. Imitative uprisings in Bahrain, Yemen, Libya and Syria have thus far resulted in widespread violence, regime retrenchments and even foreign interventions, although prospects do remain for more positive outcomes. Intermittent demonstrations in various other Arab countries, including Morocco, Algeria, Oman, Jordan and Iraq, have typically been met with limited political reforms and promises of more to come. So the region is definitely in political ferment, but whether that presages transitions to democracy à la Eastern Europe in 1989, or revanchist reconsolidations reminiscent of those that overwhelmed the 1848 liberal nationalist movements in Western Europe, remains to be seen.

Abstract:
The Obama administration is attempting to 'lead from behind' in Libya, causing much concern among its allies and derision among its adversaries. Nevertheless this strategy represents an appropriate response both to the specific situation in Libya and to the wider constraints on American global leadership. With the shift in global resources from North to South and West to East, collective action has become more difficult to organise and global institutions have become harder to reinforce. Meanwhile governments in the United States and elsewhere must wrestle to bring their fiscal accounts back under control. A cooperative approach is the only answer. The difficulty for the Obama administration is that by emphasizing cooperation they make the success of their Libya intervention depend upon the actions of the other countries involved. Should France and Great Britain fail in Libya, President Obama's new conception of American global leadership will falter as well.

Abstract:
As the US prepares to pull out of Iraq, the 'national reconciliation' process that was launched in the Summer of 2006 remains stalled. The March 2010 legislative elections, which were expected to consecrate the rebuilding of a national pact between Iraqis, have led to even greater fragmentation of Iraq's socio-political landscape. The power sharing agreement ultimately presages more tensions to come. With the essence and reality of the Iraqi 'nation' long debated and subjected to continued deconstruction under the combined effects of authoritarianism, military conflagrations and economic sanctions, it will likely take decades before a genuine reconciliation can come about.

Having recognised that the completion of the Doha Round of multilateral trade negotiations during 2011 is infeasible, governments and the WTO Director-General are exploring whether a 'downpayment' on the Round could be negotiated before the December 2011 WTO Ministerial Conference. The initial indications are not promising. Worse, as argued here, a downpayment coupled with a retroactive revocation clause are unlikely on their own to change the politics of trade policy in the major trading nations. This makes the signing of the final deal no easier unless something alters the calculus of senior government leaders and establishes a credible end game for the negotiation.

Abstract:
Three factors - meeting climate change objectives, dwindling conventional fossil fuel reserves and rapidly growing energy demand from emerging economies - require the rapid transformation of the global energy industry. Within this context, nuclear power is being promoted in new countries and regions of the world. However, even prior to the Japanese earthquake and tsunami and subsequent nuclear crisis at Fukushima, the global expansion of nuclear power was occurring in a handful of countries only and globally reactor numbers were falling. While it is too early to make accurate forecasts of the long-term impact of Fukushima, it is clear that most countries are reviewing from a safety and/or policy perspective their existing and future programmes. The impact that these will have on future reactor orders will be dependent not only on the engineering and operational recommendations, but also on the economic and financial viability of the non-fossil fuel alternatives.

Abstract:
The geographic proximity of Central Asia to Russia, China, the Caucasus and the Caspian region, as well as to the Middle East, makes this oil and gas-producing region a crucial and ever-developing player in regional and global energy markets. The method by which Central Asian producers choose to develop their hydrocarbon resources and export infrastructure will have significant implications for the plans for diversification of oil and gas supplies of Europe, China and India, as well as for Russia's energy exports to Europe. It is still too early to tell whether the economic and political incentives are strong enough to promote cooperation between the various actors or whether the energy interests of these key external powers are so diverse as to clash in Central Asia.

Abstract:
Officials in Ankara are pressing for Turkey to become a key energy hub for the transportation of hydrocarbons from the Caspian region and the Middle East to Europe. It appears that they are seeking to secure certain strategic and economic advantages. Turkey's increasing energy needs could be satisfied, re-export rights obtained, and ambitions to become a significant regional state fulfilled which could facilitate accession to the EU. It seems more likely, though, that Turkey will become an important energy transit state, especially for the Southern Gas Corridor. Here, Turkey could still diversify its gas imports and reduce dependence on Russia.
