The perfect is the enemy of the good in both military alliances and cyber security. The dream cyber warning network would detect most attacks before they occur and quickly detect and stop the rest, preferably automatically. Unfortunately, this is currently feasible only for extremely small and heterogeneous organizations willing to commit significant resources, such as financial institutions. The challenges for a military alliance of twenty-eight nations with widely varying budgets and needs are much harder to meet.

Conventional arms control in Europe remains relevant more than two decades after the singing of the Conventional Forces in Europe Treaty (CFE). Today, it could serve as a useful vehicle for collaboration with Russia on a broad range of security issues, and productive movement forward would also do much to reassure and secure smaller NATO allies and regional partners. Ultimately, what is needed is a paradigm shift away from "mutual assured destruction" and towards a concept of "mutual assured stability."

Since October 2011, the National Constituent Assembly of Tunisia has been negotiating and drafting the republic's new constitution, which is intended to institutionalize a new democratic system in the aftermath of the revolution that toppled the dictatorship in January. While the Assembly is still several months away from completing its work and some major issues, notably the system of government, have yet to be resolved, some important lessons have nonetheless emerged that might prove useful for other constitution-making processes worldwide, especially in neighboring Libya.

Seismic events have convulsed global markets since 2008, when From Poverty to Power was first published. World news has been full of stories reflecting a profound sense of uncertainty about global futures. In response, this new edition of From Poverty to Power has been fully revised and now includes an in-depth analysis of the human impact of the global financial and food crises. From Poverty to Power, 2nd Edition argues that a radical redistribution of power, opportunities, and assets, rather than traditional models of charitable or government aid, is required to break the cycle of poverty and inequality. Active citizens and effective states are driving this transformation. Why active citizens? Because people living in poverty must have a voice in deciding their own destiny and holding the state and the private sector to account. Why effective states? Because history shows that no country has prospered without a state structure that can actively manage the development process. There is now an added urgency: climate change. We need to build a secure, fair, and sustainable world within the limits set by scarce resources and ecological realities. The book is accompanied by a list of blog resources. The From Poverty to Power blog played a key role in shaping the second edition of the book. 16677. The advent of 'Islamic' democracy in MENA

Abstract:
The Arab Spring has reshaped the political landscape in MENA region. According to this new EuroMeSCo Brief by professor Khalil al-Anani, Middle Eastern and North African politics are now marked by the rise of Islamist parties either from the far right (Salafis and ex-jihadis), the center (the Musltim Brothers in Egypt) and the progressive and liberal Islamists in Tunis and Morocco. Khalil al-Anani highlights that Islamists were alienated under the despotic regimes and that after the Arab Spring they have significantly transformed its ideology, strategies and rhetoric, entering the political game. This transformation takes place in an increasingly competitive and fragmented political scene in which some Islamist parties have tended to adopt more pragmatic programs whereas others are still preoccupied with identity politics. Regarding foreign policy, an emerging commonality among Islamists can be identified: to seek a balanced relationship with western countries based on mutual respect and interests. Professor Khalil al-Anani concludes that Islamists will not necessarily become liberal but that they will have to succumb to the increasing demands of personal and public freedoms around the Arab world.

Abstract:
The election of a new national assembly in Libya is good news in several respects after a decidedly difficult transition from the elation that accompanied the collapse of the Gaddafi regime last October to the realities of reconstructing the Libyan state. Perphaps the first piece of good news is the simple fact that it actually took place and did so in a relatively peaceful atmosphere. Secondly, the electoral process has been judged by outside observers to have been free and fair. And, finally, the outcome seems to have been a victory for moderation, rather than an outright win for Libya's Islamist movements - unlike the situation elsewhere.

16680. Transforming the Philippines’ Defense Architecture: How to Create a Credible and Sustainable Maritime Deterrent

This paper argues that to adequately defend its maritime claims, the Philippines should consider an external defense architecture designed around mobile coastal defense batteries equipped with long-range anti-ship missiles and protected by an integrated air defense umbrella. Such an architecture would provide the Philippines with an effective means to not only counter surface combatants and improve the survivability of its own forces against naval aviation or ballistic missiles, but also do so with lower procurement, maintenance, and operational readiness costs than a traditional force would require. The Philippine government’s new capabilities-based defense budgeting process offers the country an opportunity to study and adopt this sort of defense architecture, which has become increasingly necessary as rising powers, such as China, have begun to test Philippine maritime sovereignty at places like Scarborough Shoal and the Spratly Islands.
