Abstract:
Climate change can be a conflict multiplying mechanism as it fosters unforeseen conflicts and reinforces existing ones. While there are many causes of conflict, climate change can be a trigger in the sequence. Climate effects that constrain resources are unequally distributed to those countries already in the most desperate situations. Coupled with rising population growth, these events are likely to heighten poverty in the future if no action is taken. Adaptive development must be sustainable to bridge existing shortfalls, must plan for anticipated effects, and provide for the longer-term picture. More developed and higher carbon-emitting states should engage in mitigation efforts to reduce these effects. Given that one country will feel the consequences of environmental destruction sown by another, the costs and benefits of adaptation and mitigation should be weighed from a global perspective as the capacity of countries to respond varies. Failure to mitigate and adapt to climate effects can raise the likelihood of violent conflict.

16492. Security Sector Reform in Tunisia

Abstract:
In the year since its revolution, Tunisia has achieved what no other Arab Spring country has managed: peaceful transition to democratic rule through national elections widely viewed to be free and fair. The legacy of the previous regime remains, however: a complete lack of transparency, no real parliamentary or government oversight, and unchanged rules of engagement and training. Reorienting the mandate and institutional culture of security institutions is imperative. Most in need of reform are the police and gendarme and the Ministry of Interior. Tunisia's internal security services are feared by the population and are themselves fearful of fulfilling their basic police tasks. How the ministry and its forces engage with citizens and with the executive and the legislature is also in urgent need of reform. Restoration of police services will help restore the confidence of the police and the public trust in the government. Tunisia needs no lessons about subordinating the military to civilian control. Security sector reform is critical if Tunisia's transition to democracy is to succeed in the long term.

16493. Learning from Sudan's 2011 Referendum

Abstract:
Numerous predictions asserted that the referendum on the secession of southern Sudan would lead to renewed civil war. Despite ongoing violence in many parts of Sudan and South Sudan, the referendum process was largely peaceful. This unanticipated result may prove a relatively rare instance of documented success in conflict prevention. Warnings of impending violence came from many sources. They were timely but tended to be vague. Whether they were overly dire because of faulty assumptions about the conflict dynamics deserves scrutiny. Two prominent narratives explain why the referendum process was peaceful: one that emphasizes domestic factors and another that focuses on international intervention by Africans and westerners. It is highly likely that both contain important explanations for the peaceful referendum. People in Sudan and South Sudan tend to emphasize the domestic narrative; members of the international community tend to focus on international engagement. Several lessons for global conflict prevention can be drawn from the Sudan referendum experience: Preventing conflict in what seems like dire circumstances is possible. Coordinated outside actions should support local conflict-mitigating dynamics. Technical actions, such as election or referendum logistics, can have a significant positive impact on political processes. International actors need to be receptive to taking preventive action. Focusing on successes, as well as failures, is critical.

As Afghanistan and Iraq enter a difficult transition period, women in these countries are increasingly vulnerable to having their rights and opportunities set back at least a generation. Deteriorating security in both countries also places women on the front lines again. In Iraq, the women's rights movement has stagnated, quotas protecting women's political inclusion risk being eliminated, and efforts have stalled to revise Article 41 of the Iraqi Constitution, the problematic article that relates to personal status laws. In Afghanistan, women continue to be largely excluded from the peace process, and reconciliation efforts with the Taliban could undermine the significant gains women have achieved since 2001. Advancing women's empowerment is an essential priority for the transition in each country as it can contribute directly to sustainable stability. The current transition period represents a critical time to assess lessons learned from U.S. engagement in both countries, particularly regarding women's programming. Undertaking such an assessment is timely and important given serious budget constraints facing the foreign affairs community, potential donor fatigue, and limited resources. By identifying common challenges and best practices, these lessons can carry over into future programming for women in conflict and postconflict zones, thus making such projects more effective. The lessons learned and best practices that emerge from this project will inform implementation of the U.S. National Action Plan on Women, Peace, and Security.

16495. Health in Post-Conflict and Fragile States

Abstract:
The populations of states experiencing severe instability or unable to meet the basic functions of governance—referred to as fragile states—as well as those embroiled in conflict make up one-sixth of the world's population and suffer from far poorer health than their counterparts in other states at comparable stages of development. During many armed conflicts, health facilities and health workers come under attack, and infrastructure is often destroyed, inducing health workers to leave and undermining management capacity, thus further depleting health system competence to meet basic needs. Evidence is emerging that effective and equitable health services may be a central contributor to state legitimacy. All too often, health interventions in fragile and conflict-affected states are limited to humanitarian relief, which does not advance either health systems development or state legitimacy. Two decades of experience in development of health systems in fragile and conflict-affected states have shown a need to address weaknesses in policy, leadership, management capacty, human resources for health, supplies, service delivery, and data collection and evaluation through World Health Organization's (WHO) building blocks for health services. The military's record of engagement in civilian health systems development is poor, and its efforts to use health interventions to promote stability have not proven fruitful. Its most appropriate role in civilian health in fragile and conflict-affected states is to provide or support health services in highly insecure areas. Donors have not made health systems development in such states a priority in global health programs. Investments are often seen as politically or financially risky, and as having lower potential payoffs. Given the poor health indicators in these states, however, health devel¬opment in fragile and conflict-affected states should be a higher priority. Donors need to confront directly whether the goal of health development is stabilization or population health. Research is warranted on the relationships between health and armed conflict and between health development and state building.

16496. Fighting climate change: A structural shift towards renewable energies requires concerted policy action

Abstract:
Renewable energies will be the major contributor to any future low carbon energy system and the share may be as high as nearly 80% of the world's energy supply by 2050. Renewable energies have vast potential but require a set of coherent policies to reach necessary deployment rates, because the market place neither accounts sufficiently for their climate change-related and wider benefits nor for the benefits of technological learning, making them appear less competitive than they really are. Renewable energies can be integrated in all supply systems and end-use sectors but at some point they will require investment and change. In electricity, an enhanced Pan-European network infrastructure (smart grid) would smooth variability and the remaining non-renewable generation capacity would be highly flexible. Energy security would be enhanced by greater efficiency and a broader and less import-dependent energy portfolio with less vulnerability to energy price volatility. Network stability needs to be addressed but some renewable energies are fully dispatchable and part of the solution. The transition to renewable energies is possible and beneficial, not only due to climate change but also because it serves energy security concerns and necessary infrastructure improvements. The EU's proposed long-term strategy concerning emission reductions and competitiveness, as well as the related legislation, is moving in the right direction and it is up to the member states to pick this up and push it forward.

The purpose of this report is to explore the contemporary dynamics of peace mediation with a view to three specific objectives. First, it aims to identify the distinctive characteristics of global peace mediation and the roles played by different actors, particularly governments, NGOs and regional organisations, in mediation processes. It also describes the new forms of co-operation between these actors and analyse the challenges and opportunities of the new co-operation frameworks in global peace mediation.

16498. China's New Courtship in South Sudan

In the wake of Sudan's partition, Beijing has accelerated a re-orientation of its engagement in the resulting two states, most significantly through a new courtship in Juba. China's historical support for Khartoum left a sour legacy in the South, but the potential for mutual economic benefit means a new chapter in bilateral relations is now being written. Balancing new friends in Juba with old friends in Khartoum, however, has proven a delicate dance. China has been drawn into a high-stakes oil crisis between the two, the consequences of which may temper an otherwise rapidly expanding relationship with Juba. A sustainable solution to the crisis cannot be achieved in isolation; North-South stability, mutual economic viability and the security of Chinese interests will also depend on answers to other unresolved political and security issues, including in Sudan's marginalised peripheries. The future of Beijing's dual engagement, and the kind of relationship that emerges in the South, will depend in part on how the oil standoff – and this broader reform agenda – are confronted.

Abstract:
The Nigerian militant Islamist group Boko Haram has grown increasingly virulent since late 2010, reflecting a major transformation in its capacity, tactics, and ideology. There are indications of expanding links between Boko Haram and international Islamist terrorist organizations. Support for Boko Haram among some of northern Nigeria's marginalized Muslim communities suggests that security actions alone will be insufficient to quell the instability.

16500. Using US Strategic Reserves to Moderate Potential Oil Price Increases from Sanctions on Iran

The United States has initiated new sanctions against Iran aimed at preventing it from collecting revenue from exports of crude oil. The European Union has followed, embargoing all imports of Iranian crude from July 1, 2012 and preventing any firms from entering into new contracts to import Iranian oil after January 23, 2012. The new US and EU sanctions could be the most draconian in many years. If implemented fully, US sanctions would force trading partners to choose between the United States and Iran. EU sanctions would cut Iran off from an important market. These sanctions, while reducing Iranian income, could pose a very serious economic threat to countries that have significant trade with the United States and/or import significant quantities of oil from Iran.
