961. Sadr's Balancing Act on Maliki

Abstract:
Opponents of Iraqi Prime Minister Nouri al-Maliki have been pushing for his removal from power for much of his second term in office. In recent months, Kurdistan Regional Government President Massoud Barzani and leaders from the Iraqiyya list have turned to an effort to withdraw confidence in Maliki as prime minister. Iraq's Shi'ite parties, though concerned about Maliki's accumulation of power, have largely abstained from the no-confidence push. Yet the anti-Maliki effort gained new life in mid-April when the powerful Shi'ite cleric Muqtada al-Sadr intensified his opposition to Maliki and voiced his intention to remove the premier. Sadr's push for a no-confidence vote is an important inflection not only in his own posture towards Maliki, but also in the ongoing political crisis in Iraq. It has prompted a backlash from Iran, which has supported Maliki by seeking to restrain Sadr and to prevent a vote of no confidence. This backgrounder explores the possible calculus and responses of Sadr, Iran, and Maliki as Iraq's governmental stalemate continues to drag on.

962. Who Gives the Orders in the New Russian Military?

Abstract:
The theory of supreme command of the Russian Armed Forces is set out in the Constitution of the Russian Federation and in published Federal Laws. Decision-making in practice involves the presidency, the government, the Ministry of Defence (MoD), the General Staff, and the Security Council of the Russian Federation. During and after Soviet times, the relationship between these bodies, and by extension how and where decisions were taken, was understood better than it is today - in general terms, the General Staff took important decisions and dealt with planning, while the MoD implemented them, for example dealing with training and logistics. But the fundamental reforms embarked upon in the Russian Armed Forces after August 2008, and changes to Federal Laws which also followed the armed conflict at that time, have shifted these relationships in ways which are not yet fully understood outside Russia, and in some cases within Russia as well. The result is that military decision-making in Russia is now less predictable.

One of the major issues on the agenda of NATO's next Summit in Chicago in May 2012 will be the ongoing transition in Afghanistan. The goal of transferring full security responsibility from the International Security Assistance Force (ISAF) to Afghan forces by the end of 2014 also increases the necessity for the Alliance to define its future relations with what it calls 'partners across the globe' in the Asia-Pacific region. Until now, the focus of NATO's relations with Australia, New Zealand, Japan, and the Republic of Korea was very much on operational co-operation. In other words, the value of these partnerships has largely been these countries' contributions to the Afghanistan mission.

Communicators, researchers and academics enthusiastically underline the power of new and social media, as well as the major opportunity they offer to communicate better and reach a wider audience. Institutions everywhere are involved in the trendy use of these tools, in some cases not so much focusing on the specificities of their field of business as simply spreading information and trying to reach as many people as possible.

965. Optimal Deterrence: An Evaluation of the Leaks-Regulating Regime

Abstract:
Recent high-profile leaks have led to renewed calls, especially from some members of Congress, for a more rigorous leaks-prosecuting regime. In response, others, most visibly the press and certain watchdog groups, have strongly resisted the claim that a more forceful response to unauthorized disclosures benefits the American public. This report evaluates the existing leaks-regulating regime and considers which of the current reform proposals are most likely to provide optimal deterrence. First, this report outlines the myriad and sometimes contradictory interests at stake implicated by unauthorized disclosure of classified information: protecting national security, safeguarding First Amendment rights, ensuring government accountability and transparency, promoting consistency in prosecution, and furthering efficient government functioning. Second, this report examines why it has proven difficult for the government to successfully prosecute leaks. It identifies four leading reasons. First, it can be difficult to identify a leaker, given the vast proliferation of the classification system and the expansion of national security bureaucracy. Second, the government faces significant legal burdens at trial— prosecutors often have to rely on circumstantial evidence; in the case of intangible information disclosure, the government may also have to deal with a heightened scienter requirements. Third, a trial may attract unwanted attention to an issue the government prefers to keep secret and defendants sometimes try to capitalize on this by using “graymail” defenses. Finally, the recipients of unauthorized disclosures—usually members of the press—enjoy robust constitutional protections that can restrict evidence gathering.

A question often asked since the launch of the Arab Spring in January 2011 is what effect will these popular protests have on democracy in the rest of Africa. Frequently overlooked in this discussion is that Sub-Saharan Africa has been experiencing its own democratic surge during this time with important advances in Guinea, Côte d'Ivoire, Niger, Nigeria, and Zambia, among other countries. This progress builds on nearly two decades of democratic institution building on the continent. Even so, the legacy of "big-man" politics continues to cast a long shadow over Africa's governance norms. Regime models on the continent, moreover, remain highly varied, ranging from hard core autocrats, to semi-authoritarians, democratizers, and a select number of democracies.

Abstract:
The global knowledge economy favors cities because their density and infrastructure support the knowledge spillovers and innovation that flow from concentrated economic activity. Increasing demand for energy efficiency, too, favors the proximity and walkability found in cities' dense urban development patterns. Perhaps most importantly, cities continue to offer a unique opportunity for living well together in dense, dynamic communities where diversity and democracy flourish. In the United States people continue to move to metropolitan areas and before the Great Recession were increasingly returning to central cities, a trend expected to continue as the economy rebounds.

The euro is a rather unusual currency as it is shared by a union of largely independent states. This results in a single supranational monetary union, while most 'economic' matters are decided on a national level. A key challenge in such a system is to ensure that the different levels of decision-making do not undermine the advantages of the common currency. For this reason, the European monetary union has been buttressed by economic integration, resulting in the Economic and Monetary Union (EMU).
