Abstract:
Since it gained independence from France in 1960, the West African country of Senegal has been a bastion of stability and democracy on a continent that has seen relatively little of either. During the presidency of Abdoulaye Wade (2000–2012), however, the Senegalese exception seemed under threat. The elderly Wade grew increasingly authoritarian and corrupt, and he managed to run for a third term even though the constitution prohibited him from doing so. But in March 2012, Senegalese voters dealt Wade a decisive defeat, electing the reformist candidate Macky Sall instead. Trained in France as a geological engineer, Sall had served in a number of government posts under Wade, including prime minister, before publicly breaking with him in 2007. In opposition, Sall created a new political party; served a second term as mayor of his hometown, Fatick; and organized an anti-Wade coalition. Sall spoke with Foreign Affairs senior editor Stuart Reid in Dakar in June, days before U.S. President Barack Obama's arrival in Senegal for a state visit.

Abstract:
The U.S. government has a permanent reliance on contracts with the private sector for a wide range of services, though the share of federal services contracts has declined slightly in recent years. For the past eight years, the Defense - Industrial Initiatives Group (DIIG) at the Center for Strategic and International Studies (CSIS) has tracked the trends driving the services industry. Overall, this report analyzes the trends for all federal services contract obligations from FY 2000 through FY 2012, the most recent full fiscal year for which reliable data are available from the Federal Procurement Data System (FPDS). This Executive Summary provides an overall view of the data and trends, including projections for federal services contract spending over the next 3 years (FY 2013 – 2015).

Abstract:
Good governance and the rule of law have long been associated with stable, just, and prosperous societies where people enjoy freedom, security, and rising standards of living. Adam Smith suggested in the eighteenth century that “little else is requisite to carry a state to the highest degree of opulence . . . but peace, easy taxes and a tolerable administration of justice.” Over the centuries, peace and security, sound economic policy and fiscal management, the fair and timely administration of justice, and the delivery of essential services— core elements of good governance— have continued to enjoy broad recognition as important factors for sustainable human progress.

795. Somalia Redux? Assessing the New Somali Federal Government

Abstract:
Somalia marked a milestone in September 2012 with the establishment of a new federal government that has since won the support and recognition of the international community. After more than 20 years of conflict, crisis, and statelessness and 12 years of ineffectual transitional authorities, the Somali federal government (SFG) has been widely welcomed as Somalia's first “post-transition” government. It has been greeted with such a groundswell of optimism that many observers, including British Prime Minister David Cameron, have drawn parallels with the “Arab Spring” that has transformed parts of the Middle East. It is tempting to imagine that Somalia is finally on the path to recovery.

796. Templates for Trade: Change, Persistence and Path Dependence in U. S. and EU Preferential Trade Agreements

Abstract:
Over the last two decades, Preferential Trade Agreements (PTAs) proliferated through the international trading system. PTAs created a web of rules paralleling and extending the system of the World Trade Organization (WTO). PTAs are an increasingly dominant feature of the international trading system, adding to a steadily increasing complexity. Their content is rarely studied systematically across agreements, and the mechanisms leading to their genesis are little understood. It is typically assumed that actors like the European Union (EU) and the United States (U. S.) work off a template when negotiating PTAs. Some argue that this allows them, amongst others, to impose a regulatory regime. This working paper attempts to put this claim to the test. Using diffusion theory as framework, it analyzes PTAs signed by the EU, the U. S. and their regional trading partners. Understanding the use of templates will help negotiating parties to assess the margin of maneuver when negotiating PTAs with the EU and the U. S. as well as the rigidity of their mandate. The analysis is conducted on a regional and a domestic level using aggregated data on PTA content and a qualitative assessment of selected PTA provisions (anti-corruption, environment and cultural cooperation). The study finds that the flexibility of these mandates is considerable and that templates, if used at all, can change substantially over time.

797. Claims to Legitimacy Matter: Why Sanctions Fail to Instigate Democratization in Authoritarian Regimes

International sanctions have been one of the most commonly used tools of Western foreign policy in the post‐Cold War era to instigate democratization globally. However, despite long‐term external pressure through sanctions imposed by the European Union, the United States and/or the United Nations, nondemocratic rule in cases such as Belarus, Cuba, Eritrea, Iran, North Korea and Syria has proven to be extremely persistent. In this paper, we analyze a new global dataset on sanctions from 1990 to 2011 and assess which international and domestic factors account for the persistence of nondemocratic rule in targeted regimes. The results of a fuzzy set Qualitative Comparative Analysis (fsQCA) of 120 episodes of sanctions provide new insights for the research on both sanctions and authoritarian regimes. Most significantly, sanctions strengthen nondemocratic rule if the regime manages to incorporate their existence into its legitimation strategy. Such a “rally‐round‐the‐flag” effect occurs most often in cases where comprehensive sanctions targeting the entire population are imposed on regimes that enjoy strong claims to legitimacy and have only limited linkages to the sanction sender.

798. Transitional Justice and Colombia's Peace Talks

If the Santos administration and the Revolutionary Armed Forces of Colombia (FARC) are to lay the foundations for lasting peace as they continue to make head-way toward successfully concluding talks underway since late 2012, they need to agree on a clear, credible and coherent plan for dealing with human rights abuses committed by all sides. This is not easy. Any sustainable agreement must be acceptable well beyond just the two parties. Finding common ground between the guerrillas, the government, the critics of the peace talks, victims and a public largely unsym- pathetic to FARC would be difficult at the best of times but will be even harder on the cusp of the 2014 electoral cycle. However, with courts, Congress and voters all having important roles to play in ratifying and implementing transitional justice measures, both parties' long-term interest in a stable transition should outweigh the costs of agreeing to a deal that goes beyond their own narrow preferences. Otherwise, flagging popular support, political controversy and legal challenges risk undermining both justice and peace.

In many respects, the U.S. health care system is breathtakingly innovative. It produces new technology, medical procedures, and scientific knowledge at a dazzling speed, enabling patients to recover from diseases and injuries once thought incurable or untreatable. As a consequence, the U.S. has one of the highest survival rates for cancers, excels at acute and trauma care, and has produced half of the world's Nobel laureates.

Congressional leaders are best able to judge what committee should have jurisdiction over this department and its duties. But we believe that Congress does have the obligation to choose one in the House and one in the Senate, and that this committee should be a permanent standing committee with a nonpartisan staff.
