552. Review of Myanmar's Disaster Management Law from the Angle of Inclusivity

- This research reviews Myanmar's Disaster Management Law from the angle of inclusivity. It aims to make Myanmar's disaster management cycle more inclusive of women, children, persons with disabilities and aged persons. It offers recommendations aimed at government and members of the Disaster Risk Reduction Working Group (DRRWG) as to how to address inclusivity gaps identified through an analysis of the Disaster Management Law, and beyond. It suggests that many of the gaps can be addressed by construction of robust and inclusive Rules and Regulations to accompany the Law. While this research is focused predominantly on inclusion within Myanmar's Disaster Management Law, it also discusses disaster management processes more broadly. In this way, this research offers useful insights with regards to current and future challenges for comprehensive disaster management in Myanmar.

- Canadians have long harboured a desire to "punch above their weight" in international diplomacy, an aspiration justified by Canada's position in the world both geographically and culturally. This paper examines one aspect of that effort: Canada's role in international financial governance, particularly within the International Monetary Fund. The key issue for the future is whether Canada will continue to have the capacity and the will to take leading positions and actions in the face of increasing competition from the rapidly growing emerging market countries.

- Securing CBI has become best practice in global governance. Both the political and economic literatures suggest that CBI facilitates price stability, promotes transparency to citizens and provides accountability toward the public good. CBI is also credited with protecting the economic and financial system from the trappings of regulatory capture. In addition, a number of scholars have argued that CBI is correlated with positive policy outcomes, including balanced long- term economic growth, stable financial markets and a reduced likelihood of publicly funded financial institution bailouts. Moreover, some have suggested that CBI is important for fostering a healthy liberal democracy. As global markets have become increasingly integrated and interdependent, securing CBI is also considered a domestic, regional and global public good.

557. The Global Fund's China Legacy

- The Global Fund to Fight AIDS, Tuberculosis and Malaria (hereafter "the Global Fund" or "the Fund") is the world's main multilateral funder in global health and the largest financier of anti-AIDS, anti-tuberculosis (TB), and anti-malaria programs. Since its inception in 2002, the Global Fund has disbursed $23.2 billion to more than 140 countries; today, it accounts for 21 percent of the international funding for the prevention and treatment of HIV/AIDS, 82 percent of that for TB, and 50 per cent of that for malaria. Until recently, it awarded grants based on the need of individual countries and the quality of each proposal. As a performance-based initiative, it closely tracks the results flowing from each grant disbursement. As a value-oriented organization, it requires recipients to have transparent, accountable, and inclusive governance mechanisms. Indeed, in terms of multisectoralism and civil society participation, the Fund is considered the most progressive global health institution. But unlike many other health-related multilateral organizations, it is not an implementing agency and lacks in-country presence. Instead, as a funding mechanism, it has grant applications and project/program implementation in each country overseen by a "country coordinating mechanism" (CCM), which draws representatives from government, UN and donor agencies, nongovernmental organizations (NGOs), the private sector, and people living with the diseases.

- The China-US bilateral investment treaty (BIT) negotiations have attracted attention due to the relative size and weight of both economies. Despite broad consensus about the importance of such a treaty, there is considerable debate about its shape and content. The debate is reflected in two recent Columbia FDI Perspectives. Donnelly argued that a China-US BIT should be modeled on the US Model BIT without "splitting the difference between Chinese and US positions", and that the possibility of meaningful BIT negotiations are "really up to China at this point".

- The series of scandals have not only tainted FIFA, but undermined trust in the game as well. BY NOAH DAVIS Does FIFA's corruption hurt the beautiful game? Yes FIFA, international soccer's governing body, is corrupt. The degree of corruption may be debatable, but its existence at the highest levels is not. Over the past three years, at least a dozen of the organization's 24 Executive Committee (ExCo) members have been accused of serious improprieties stemming from bribes, illegal ticket sales and other scandals. While Sepp Blatter, FIFA's president since 1998, has escaped punishment—so far, at least—many of his colleagues have fallen or resigned. The endemic corruption not only compromises the quality of play on the field, but reduces fan support of the sport and tarnishes the beauty of the beautiful game. For example, Jack Warner, the president of the Confederation of North, Central American and Caribbean Association Football (CONCACAF), resigned in 2011 after facing numerous corruption and bribery charges. In 2006, FIFA's Ethics Committee censured Warner after an audit revealed he made at least $1 million illegally selling World Cup tickets. Warner's deputy, CONCACAF General Secretary Chuck Blazer, earned the nickname “Mr. 10 Percent” for his rumored skimming on deals and was suspended for “fraudulent” behavior in 2013.
