Abstract:
Three years after the uprising that ousted Hosni Mubarak from power, Egypt continues to grapple with an authoritarian state. Throughout the rise and fall of the Muslim Brotherhood, authoritarian forces remained the key political players. Democratic alternatives have not capitalized on cracks in the system. Prospects for the Brotherhood's political reintegration and a democratization of political Islam are bleak. As long as credible alternatives fail to gain traction, the old state will persist and Egypt's central challenges will remain unresolved.

532. The Failure of the Security Paradigm in Syria: The human security perspective

Abstract:
Few would dispute the assertion that human security has failed in Syria. Authoritarian regimes in the Arab world have had well-documented deficits in human security emerging from coercive internal politics, a lack of respect for human rights such as freedom of expression, and limited freedom from fear and want. The concept of human security has developed mainly within the domain of UN development policy, but it has also made headway in security policy, being advocated as one approach in international crisis management and peacekeeping. Less attention has been paid to its adaptability in forming the basis for the internal security policy of any given state. The main argument of this paper is that human security principles can be the cornerstones of state security, potentially preventing, mitigating, and remedying security issues within a state that could lead to societal upheaval. The argument is presented by outlining some major developments in the history of modern Syria up to its present state of civil war. The paper shows that the security paradigm exercised in Syria has led to a double failure in which human insecurity has resulted in turmoil for ordinary people and has shattered the authoritarian governance. The paper suggests that the rebuilding of security sectors must be based on the principles of human security, not only in Syria but also in the Arab world at large.

The persistence of economic destitution particularly in the developing countries has raised an endless debate on its causes and the way forward. Different theories have been formulated and other theories perished. The present scholarship explains how regimes shape prosperity, welfare and peace. Using various theories Pippa Norris argues that democratic governance is capable of bridging the economic gap and spurring economic growth. Democratic governance assumes that development is most effective where regimes combine the qualities of democratic responsiveness and state effectiveness. Various premises have been put into consideration. First, institutions of liberal democracy encourage elected officials to pay attention to human security. However, in practice, liberal democracy often proves to be imperfect in each of these procedures. This is particularly so where party competition is limited. As a result electoral systems are manipulated or channels of participation are more skewed towards money than people. Second, democratic institutions are by themselves insufficient to achieve development goals. It is quite known that institutions of democracy can limit the abuse of state power but do not ensure the necessary capacity of leaders to implement effective public policies addressing social needs. Therefore, a merging of democracy and governance, particularly state capacity leads to achieving developmental goals.

534. The Road to 2014: Corruption, the Media and Parties' Electability

Abstract:
Corruption has become a perennial issue that has shackled political parties to a groundswell of unpopularity in Indonesia. In the run up towards the 2014 General Elections, it is envisaged that such an issue may jeopardise the electability of certain political parties. This report explores the influence of corruption cases on the elections by first highlighting the current status of competing political parties in the 2014 elections. The report then looks at the notable corruption cases that have an adverse effect on the political parties. The report concludes with four points. First, how utilising the "corruption-card" has become the new weapon of choice among political parties. Second, how the acute problem of corruption signifies that Indonesia's democratic consolidation process is far from over. Third, how shadowy affairs between political parties, their elites and the media can and should be constantly monitored. Lastly, the need to strengthen and continuous evaluation of the Corruption Eradication Committee (KPK) to prevent unnecessary interventions by political parties in the future.

535. Yemen's Pivotal Moment

Abstract:
Yemen is at a pivotal moment today, three years after the outbreak of popular protests, and the future of America's strategy against al Qaeda in the Arabian Peninsula (AQAP) is on the line. Yemen is in the midst of a political transition process that will eventually reform and decentralize the government. But the success of the effort is by no means assured. The reforms will not, in any case, address the deteriorating socioeconomic conditions that provide fertile ground for al Qaeda. Moreover, the central state, never fully able to exercise its sovereignty throughout the country, is weaker than it was before 2011. Opposition groups, which have turned to violence in the past, may still seek to form independent states of their own, potentially collapsing the fragile Yemeni state structure entirely. American interests are bound up in this process by the fact that AQAP is among the most virulent al Qaeda affiliates that poses a direct threat to the U.S. homeland. Syria, Iran, and other foreign and domestic policy issues are distracting the United States and its regional partners from sustained engagement in Yemen. Without international support, the country is much less likely to ride this transition process smoothly and our security interests will be severely harmed.

Abstract:
Since Azerbaijan regained its independence in 1991, it has been only the world's second Shi'ite-led state after Iran. Azerbaijan respects separation of mosque and state, and despite pressure from its neighbors, remains independent from political domination. Given its strategic importance, safeguarding the country's independence remains a US priority. And the threat from Iranian meddling is particularly acute. From Tehran's perspective, the combination of Azerbaijan's pre-19th-century Iranian past, modern Azerbaijan's embrace of secularism, and its relative economic success challenge Iran's legitimacy. As Iranian authorities have sought to undermine and destabilize Azerbaijan through political, clerical, charitable, and media channels, Azerbaijan's counterstrategy has been both restrained and effective.

Abstract:
Every Olympiad is a complex and, until the end, uncertain endeavor. In the case of the 2014 Winter Games, which begin February 7 in Sochi, Russia, the challenges and vulnerabilities are far more significant and numerous than usual. It will be the first (and almost certainly the last) Winter Games in the subtropics. Virtually the entire infrastructure had to be built from scratch and in haste, with abuse of laborers and corruption overhead likely further compromising the construction. While various interest groups exploit every Olympiad to draw international attention to their causes, protests in Sochi could be particularly intense. Finally, and most ominously, Sochi is next door to a fundamentalist Islamic uprising in which terrorism claims victims almost daily. For the sake of the athletes and millions of fans, one hopes that none of these potential problems will precipitate a disruption, much less a crisis or bloodshed. Yet in their choice of location and the manner in which they have gone about organizing the Games, the Russian authorities have greatly increased that risk. By highlighting some key features and practices of Vladimir Putin's regime, a major setback at the Olympiad could deal a serious blow to the regime's legitimacy, prompt national soul searching, and trigger another round of civil resistance in search of reforms.

The introductory chapter outlines the context within which NATO's new partnership policy has been formulated, especially the changing security and political context for partnerships in the 21st century and the anticipated effects of changing global power constellations and the prospects for change in the so- called liberal world order. The chapter introduces a conceptualization of 'the international' understood as consisting of three components (international structure, primary and secondary institutions) which are each likely to change in different ways over the coming years. The chapter briefly outlines the development of NATO's engagement with a wide variety of partners since the initial partnership structure was set up in 1991 and categorizes the different forms of partnership initiatives by dividing NATO's partnership initiatives into four different 'streams', which, although they progress in parallel, also coexist and intermingle.

540. The Taliban's View of the 2014 Elections

Abstract:
The Afghan Taliban Movement has publicly rejected the legitimacy of the April 2014 elections. The Taliban's military leadership has issued instructions to officials and commanders to disrupt the elections but has left field commanders with wide discretion on how to go about doing so. Many in the Taliban follow the electoral contest closely and comment on developments in terms very similar to how they are described by the political and educated class in Kabul. However, the anti-election sentiment in the Taliban leaves no scope for any faction to cooperate with the process. The Taliban will likely be able to intensify violence approaching the election, but not sufficiently to derail the overall process.
