Abstract:
The fast spreading of the COVID-19 across the globe points to the urgency of strengthening global health governance. As the core global health governance institution, the WHO has taken a series of actions after the eruption of the epidemic and played an important role in providing guidance and coordinating global forces to combat the epidemic. The epidemic, however, has also exposed some defects of the global health governance mechanism, especially the WHO, and posed challenge to it. The international community needs to strengthen its support for the WHO to improve its role in the global health governance.

Abstract:
The Malian peace agreement of 2015, known as the Algiers Agreement, aimed to improve relations between select representatives of northern Mali and central state authorities through decentralisation. Yet, in contrast to ongoing counterterrorism efforts, governance reform through the decentralisation process has received little attention from either the Malian government or its international partners. As a consequence, effective decentralisation in northern regions remains limited at this point in time. This policy brief contributes to the debate on decentralisation in Mali by illustrating how decentralisation in northern Mali has become an issue of contestation between central state authorities and armed signatories. Decentralisation remains captured in a logic of territorial control, in which the representation of armed signatories takes precedence before the needs and interests of marginalised tribes and communities in northern regions. Central state authorities and signatories have been reinforcing this logic of representation, each trying to hamper the influence of the other over territorial control in northern regions.

Abstract:
Over the course of 2019, and despite being located in a region marked by violent conflict, the Inter collectivité du Sourou achieved a unique feat in the West African region. It developed an Integrated and Sustainable Development Programme (ISDP) that defined concrete actions to implement the Sustainable Development Goals (SDGs) in the Sourou river plain in Mali in an adaptive fashion and set itself up as the main coordinator for the implementation of this plan. Both achievements will help the region coordinate natural resource management – thereby addressing one of the region’s root causes of conflict. This policy brief outlines how the effective devolution of power was achieved through an inclusive rather than a ‘rubber stamp’ approach to the planning process and by having a donor that made the improvement of local governance a result of its own intrinsic value. For the long- term implementation of the ISDP, care should be taken to ensure the continued inclusivity and representativeness of local development and resource management while remaining mindful of the interaction of this new governance structure with existing governance and power structures.

Europe is among the most affected regions in the world by the spread of COVID-19. The continent was designated in March 2020 as the new epicenter of the pandemic and Europe’s recovery strategy to the crisis seems to be threatened by a lack of solidarity. This paper analyses how the European Union (EU) governance system has – so far – conditioned the construction of a modest coordinated European response to the crisis. It examines how the insufficiencies of the EU governance system have – so far – conditioned the construction of a modest coordinated European response to the crisis. It suggests that COVID-19 is a learning opportunity(1) rather than a make-or-break event. Crises in the EU are important catalysts of change(2) and offer a propitious context for policy learning.(3) This paper suggests that COVID-19 is a learning opportunity rather than a make-or-break event. Two lessons are highlighted: first, this crisis shows that if Europeans bet on solidarity as an incentive to cooperate, their chances to produce prompt and ambitious responses are slim and overshadowed by power-struggles on what the governance of the EU ought to be. Second, while the crisis started as a public health problem, the crux of the debate is now centered on a common economic recovery strategy. The challenge ahead will be to avoid that lessons learned about public health are cannibalized by economic affairs.

As the COVID-19 pandemic continues, policymakers must navigate public perceptions of coronavirus risk and government responses. This task is all the more challenging given press coverage focusing on outliers and extreme views, polarization and disinformation on social media platforms, and the relative dearth of reliable public opinion polling. These constraints notwithstanding, understanding people’s perceptions of the impact of COVID-19 and their priorities emerging from this crisis will be crucial for building back better. This two-part briefing pulls together data from several global, regional, and national polls conducted over the past month and a half to provide a descriptive summary of trends in public opinion towards COVID-19. The first part of the briefing, by Paul von Chamier, Nendirmwa Noel, and Elizabeth Angell, focuses on global polls tracking levels of public trust in government and other institutions, and public perceptions of the trade-offs involved in calibrating lockdown measures. Overall, the results suggest that most people around the world are highly concerned about the pandemic, supportive of a strong government response, and willing to suffer economic losses in order to save lives—although not without limit. The second part, by Leah Zamore and Sarah Cliffe, focuses on polling from low-income countries, especially in Africa, which find similar trends. However, the greater vulnerability of low-income households in those countries and the practical barriers to some social distancing and lockdown measures mean that public support will decline as people experience greater hardships. The briefing suggests that adequate and equitable government support is a vital prerequisite to sustaining trust—and thus the global public health response.

A growing body of evidence shows that the COVID-19 crisis is significantly affecting people’s priorities for the future. With economies around the world suffering the impact of the pandemic, the global public wants governments to adopt bold approaches in response—and polls from a range of countries show that large majorities believe their actions have not been strong enough. In this briefing, Leah Zamore and Ben Phillips examine global polling data to show what kinds of policies—including those previously deemed “radical”—are now garnering widespread support. They find that people want governments to act boldly both in responding to the immediate economic crisis and in fundamentally transforming the social contract moving forward. The briefing examines polling on a range of topics, from wide support for redistributive programs and a rejection of austerity policies, to the growing popularity of measures that check corporate power in favor of workers and consumers.
