1161. Peace as governance? Critical challenges to power-sharing peace deals

Abstract:
Power-sharing may involve not only political power-sharing, but shared governance over economic resources or the security sector, and in some cases territorial autonomy arrangements. There are at least five critical challenges to negotiating a peace agreement involving power-sharing: Mistrust may outweigh the influence of the power- sharing incentives offered. The third-party guarantee needed to overcome mistrust is not available. The incentives that are offered may not be the right ones. If there are no measures to address the original causes of conflict, incentives may not be enough. Incentives cannot induce so-called spoilers to participate in a peace process. There are far more potential challenges to implementing power-sharing agreements in practice: Agreements may be violated because incentives were insufficient or can be obtained more easily outside the agreement. Agreement fails because a group was less interested in, or unable to reap the benefits of, specific incentives. Old patterns of mistrust and cheating are imported into governance processes and state institutions. Instead of creating a grand coalition, power-sharing may create incentives for extremism and ethnic or hardliner outbidding. Incentives such as territorial autonomy may encourage secessionist tendencies. Parties may have committed to agreement out of short-term pragmatism rather than long term interest or policy. Exclusion of groups from benefits may encourage new grievances and even conflicts. Competition may turn violent amongst former allies. Violent regions or the interference of neighbouring states may undermine agreements.

Abstract:
Assessing regime stability in North Korea continues to be a major challenge for analysts. By examining how North Korea, Inc. — the web of state trading companies affiliated to the Korean Workers' Party (KWP), the Korean People's Army (KPA), and the Cabinet — operates, we can develop a new framework for gauging regime stability in North Korea. Insights into the Democratic People's Republic of Korea (DPRK) regime can be gained by examining six core questions related to the DPRK state trading company system. First, what are DPRK state trading companies and how did they emerge? Second, how do DPRK state trading companies operate? Third, what roles do they play? Fourth, why are DPRK state trading companies important? Fifth, what major transformations are taking place in the DPRK state trading company system? Sixth, what are the implications of the manner in which this system is currently functioning?

Abstract:
Stability has not been characteristic of the Russian party system: political parties have appeared and disappeared between the federal elections, both politicians and the electorate have changed their affiliation, and legislation regarding political parties and elections has been amended. During the 2000s, the party system has also undergone significant changes. Both the changed political culture and the creation of Putin's power vertical have required – and enabled – a stronger control of the party system by the executive power. We can even argue that the most important actor in the party system is the executive power and, in particular, the presidential administration. The parliamentary tool in the hands of the executive power is the United Russia Party, which received the majority of the seats in the State Duma in the last two elections in 2003 and 2007, and thus ensured a smooth process for adopting the bills prepared by the president, the presidential administration or the government. Economic growth and the popularity of Mr Putin have secured the survival of the current party system as part of the power vertical but now, with the consequences of the economic crisis and with a president more liberal in his rhetoric than his predecessor, there are expectations, and even some signs, of the liberalization of the party system.

Uno de los principales problemas que México tiene como nación es la pobreza. El gobierno federal ha hecho importantes intentos para reducirla mediante programas de ayuda social. El más significativo de ellos es el Programa de Desarrollo Humano “Oportunidades ” (en adelante, Oportunidades ). Dicho programa, cuya población-objetivo son las mujeres, está encaminado a mitigar la pobreza rural o semirural, ya que, en nuestro país, ser campesino equivale a ser pobre. Esto significa mantener una relación estrecha y directa con ser indígena. Aunque no todos los campesinos de este país pertenezcan a un grupo étnico, la mayoría de los indígenas trabajan en el campo. Oaxaca es el estado del país con más población indígena y uno de los que más rezagos presentan, a pesar de la inversión federal en programas sociales.

1165. The Effects of Electoral Institutions in Rwanda: Why Proportional Representation Supports the Authoritarian Regime

Abstract:
While much has been written about the special design of Rwanda's judiciary in order to handle the aftermath of the genocide in 1994, other institutional actions resulting from the 2003 constitution have rarely been addressed in research. However, the second (partial) parliamentary elections in September 2008 revealed some of the implications which the carefully designed electoral system has for Rwanda's political development. As a starting point, the paper emphasises the need to link the debates on institutional design in divided societies with elections in authoritarian regimes. Under different regime types, “institutional engineers” may pursue different goals. The paper concludes that in the case of Rwanda proportional representation (PR) has been implemented to support undemocratic goals. PR limits the local accountability of politicians in a political environment in which the government is not controlled by a democratic opposition. Thus, Rwanda's current PR system facilitates the maintenance of authoritarian power in the country, whereas small constituencies would establish closer links between the local populations and their representatives.

This paper examines four related aspects of the recall of elected officials as defined and used in Venezuela: 1) The context in which the recall emerged; 2) the activation of the presidential recall throughout 2003 and 2004, which concluded with the recall referendum of August 15, 2004; 3) the legal and substantive aspects of the recall; 4) the assessment of the use of the recall. The purpose of the paper is to evaluate the advantages and disadvantages of this instrument of direct democracy from the Venezuelan experience.

Abstract:
This paper analyzes autonomy regimes in Latin America, or rather the lack thereof. Autonomy is primarily conceived as a means of enabling minority groups that are spatially concentrated to gain control over their local affairs. Autonomy has been relative absent from the models of multiculturalism adopted in Latin America at the end of the twentieth century. Nicaragua is one of the few countries in the region (as well as one of the first) where territorial political autonomy for regions inhabited by Afro-descendant and indigenous groups were adopted by the national state and enshrined at the level of constitutional law. One of the most distinctive (and contested) elements of the model of regional autonomy adopted in Nicaragua is its multiethnic character. This paper explores the future of autonomy in Nicaragua, mainly in terms of the question of whether multiethnic regional models of autonomy can best accomplish the goals of promoting solidarity between groups, enabling the preservation of minority cultures, and making possible meaningful political self-government when multiple subordinated groups are present in the same geographic space. Alternatively, are these aims better achieved through the creation of separate national homelands for each ethnic/racial group? Is a model of overlapping, multiple autonomies a better option? These are key questions regarding the future of autonomy that indigenous and Afro-descendant groups are currently confronting in Nicaragua. The central focus of the paper is thus to consider how Nicaragua's experiences with autonomy complicate the assumptions and prescriptions about the institutional design of autonomy for minority cultural groups in theories of multiculturalism.

1168. The High and the Low in Politics: A Two-Dimensional Political Space for Comparative Analysis and Electoral Studies

Abstract:
This paper introduces an indispensable dimension for the spatial and comparative analysis of party systems, cleavages, and the conduct of political campaigns. It presents the concepts of “high” and “low” in politics and the high-low dimension, which concerns ways of appealing (and thus relating) to people in sociologically differentiated ways. Politicians on the high are “well behaved,” more restrained, and proper, both in manners and institutional procedures. Politicians on the low sublimate less and are more down-to-earth, coarser, earthier, and personalistic, both in manners and institutionally. The high-low dimension is fully neutral, or orthogonal, with regard to the left-right axis, in contrast to Kitschelt's authoritarian/libertarian divide or Inglehart's materialist/post-materialist political cleavage. The paper also provides a solid conceptual discussion of the classic and almost universal polarity between left and right, which (like the high-low axis) is in fact comprised of two subdimensions.

1169. Israel's Religious Right and the Question of Settlements

Benjamin Netanyahu is in a bind. Israel is facing arguably unprecedented pressure to halt all settlement activity, led by a new and surprisingly determined U.S. administration. But the prime minister also heads a distinctly right-wing coalition and faces intense domestic pressure from settlers and their allies. However important, what will emerge from current discussions between Washington and Jerusalem will only be step one in a long process designed to achieve a settlement freeze, settlement evacuation and a genuine peace agreement with the Palestinians. Understanding how Israel might deal with these challenges requires understanding a key yet often ignored constituency - its growing and increasingly powerful religious right.

1170. Bosnia: A Test of Political Maturity in Mostar

The administration of Mostar is collapsing, a warning sign for Bosnia and Herzegovina (BiH). There has been no mayor, budget or functioning city council since an October 2008 election; tension threatens to poison relations between the leading Bosniak and Croat parties, which are coalition partners throughout BiH. The crisis is rooted in ethnic demographics, recent conflict history and a city statute that replicates many of the power-sharing rules that govern the state. Mostar's Croat majority, much like the state's Bosniak majority, chafes against these rules, considering them illegitimate and foreign-imposed, and seeks to force the Office of the High Representative (OHR – the international community's peace implementation body) to impose a solution on its behalf. Yet, a fair solution is within the council's competence and, like the city's chronic grievances, can best be handled without the High Representative using his extraordinary (Bonn) powers. The international community should deliver the message that fourteen years after the end of their war, it is time for the Bosnians to take responsibility for their own futures.
