1071. Côte d'Ivoire's Political Stalemate: A Symptom of Africa's Weak Electoral Institutions

Abstract:
The political stalemate in Côte d'Ivoire following the November 28, 2010, presidential election continues. The majority of the international community recognizes Alassane Ouattara as the winner, but Laurent Gbagbo, the sitting president, insists he won. Financial and diplomatic sanctions imposed on the Gbagbo administration have thus far not forced Gbagbo from power. Maintaining international pressure and focus is critical to resolving the Ivorian crisis, but African states are increasingly divided on how to proceed. The power-sharing arrangement settled on by five African nations in recent elections sets a dangerous precedent. Losers with a strong militia may find it easier to use threats of violence or actual violence to retain a critical power role, thus subverting the intent of the election. African states will continue to experience violence during elections until the security sector is reformed, states refrain from holding elections while militias remain mobilized and armed, elections can be clearly and independently verified, institutions are politically independent, and policies exist to discourage the violent acquisition of power.

This report presents the key findings from a study of the role and functioning of the Board of Auditors (BoA), the Office of Internal Oversight Services (OIOS) and the Joint Inspection Unit (JIU). It is based on assessment of central policy documents and research papers as well as in-depth interviews with key representatives from these organizations and other stakeholders. The report analyses the functioning, mandate and perceived effectiveness of each of these three core organizations.

1074. Transition from Democracy Loss of Quality, Hybridisation and Breakdown of Democracy

Abstract:
The paper points out that there is hardly any research for the reverse transition, the transition from democracy to non-democratic regimes for more than 30 years. For heuristical purposes, it provides basic data of the decline of democracy, which refers to loss of democratic quality, changes from liberal democracy to hybrid and to authoritarian regimes, during the third wave of democratisation (1974-2008). The stocktaking shows that most of the cases of decline refer to the change in and from young democracies established during the third wave, especially after 1989. Loss of democratic quality and hybridization are the most frequent cases of decline, while the breakdown of democracy has been very rare. Young democracies and poorer countries are more prone to decline than the older and richer cases – aside from a few remarkable exceptions. Finally, the overview argues that the research on the decline of democracy can benefit from the richness of the approaches of transitology, but should also avoid its methodological traps and failures, concluding with a number of suggestions for the future research agenda.

1075. Toward a U.S.-Mexico Security Strategy: The Geopolitics of Northern Mexico and the Implications for U.S. Policy

Abstract:
Since Mexican President Felipe Calderón took office in December 2006, Mexico’s drug war has taken over 30,000 lives, destabilized the U.S.-Mexico border, and become a security crisis for the North American continent. Two years ago, a December 2008 Pentagon report warned about the strategic consequences for the United States of a rapid collapse of two nations: Pakistan and Mexico. “The Mexican possibility might seem less likely,” said the report, “but the government, its politicians, police and judicial infrastructure are all under sustained assault by drug cartels.” Any sudden collapse would require a U.S. response “based on the serious implications for homeland security alone.” This scenario has not come to pass, and a full scale collapse of Mexico remains unlikely. That said, Mexico’s security situation has direct consequences in the United States. Along the U.S.-Mexico border, coalitions of sheriffs, agents, activists and concerned citizens have rallied to increase public awareness. According to the Drug Enforcement Agency, Mexican drug cartels maintain distribution networks in 295 U.S. cities through brutal gang activity. U.S. Secretary of State Hillary Clinton has joined a chorus of policy analysts and terrorism experts by referring to Mexico’s drug war as a “criminal insurgency.” In recent visits to Mexico, both President Barack Obama and the Secretary of State have acknowledged U.S. responsibility to reduce drug demand and invest in “partnership.” As the joint response to the 2009 H1N1 flu virus by U.S. and Mexican health officials illustrated, United States and Mexico policy responses are inextricably linked.

Abstract:
This policy brief discusses the need to make Botswana’s budget process more transparent. Transparent or open budgets both facilitate and support timely, relevant public access to budget information, enhancing citizen participation in the budgetary process. Transparent budgets also strengthen the role and independence of oversight institutions such as Parliament and Supreme Audit Institution (SAI)-or the Office of the Auditor General. The objective of this brief is to advocate for the opening up of Botswana’s budgetary process, hence the paper concludes by making recommendations on how to enhance budget transparency in Botswana.

Abstract:
Pour sa quinzième édition (le premier volume est paru en 1997 !), le Tableau de Bord fait peau neuve et ouvre ses pages à des pays qu'il ignorait jusqu'à présent : signe des temps, alors que les pays d'Europe centrale et orientale sont tous intégrés dans l'Europe ou se préparent à l'être, c'est aux contrées plus orientales qu'il nous revient d'ouvrir nos pages. Cette innovation modifie la typologie et le format des chapitres dont nos lecteurs sont familiers. Le nouveau Tableau de bord consacre en effet un premier volume à l'Europe centrale, balkanique et balte et continue de suivre l'évolution des pays qui faisaient l'essentiel des précédentes éditions, regroupés dans des ensembles à dimension régionale : les pays de l'Europe centrale (incluant la Slovénie) sont traités ensemble, de même que les Etats baltes et les pays des Balkans ayant rejoint l'Union européenne (Bulgarie et Roumanie). Un quatrième chapitre est consacré aux « Balkans occidentaux », et traite non seulement de la Croatie et de la Serbie, mais aussi – et c'est une autre innovation importante – de tous les pays de cette région jusqu'alors non présentés dans ces pages, à savoir l'Albanie, la Bosnie-Herzégovine, la Macédoine et le Monténégro. Le Kosovo, pour lequel on ne dispose pas de statistiques appropriées pour ce travail, n'y figure pas. Le deuxième volume est consacré aux pays de l'ex-Union soviétique, regroupés sous le vocable d'Eurasie. On y trouve ainsi la Russie et l'Ukraine, comme dans les précédentes éditions, et les autres Etats regroupés en quatre chapitres : le Bélarus et la Moldavie, les trois pays du Caucase du Sud, le Kazakhstan, isolé en raison de la dimension de son économie, et les quatre autres pays de l'Asie centrale. Cette nouvelle structure entraîne également, on le comprendra, des modifications dans la présentation des tableaux d'indicateurs.

1080. Competitive Regulation: Stepping Outside the Public/Private Policy Debate

Abstract:
The central aim of this work is to try and detail the argument that governmental regulation can move beyond the public versus private policy debate. This argument depends largely on Kant?s and J.S. Mill?s works regarding the harm principle (see Ripstein, 2006; and Mertens, 2007, for further reading). In con-temporary political philosophy, we see the focus turning to equality and jus-tice within the framework of international peace and individual sovereignty (see Krasner, 1988; Guardiola-Rivera, 2010; Campbell, 2010; and Smith, 2008 for more). This discourse is central to my argument because I feel the literature supports my point that accountability, transparency and the right to question the public and private spheres wheresoever they may cause harm to be a right for any individual. It might be that, for many, this is simply part of democratic governance (see Hanberger, 2009; Meijer, 2009; Steffek, 2010; Tallberg, Uhlin and Bexell, 2010). This, in cumulative terms, manifests as the right for the pluralities composing citizenries to collectively challenge public and private industries and institutions if their activities cause harm or are suspect. This in turn may lead to the expectation that our representatives or leaders in civil society should champion this democratic right. If we do not have this right, the public and private spheres may operate in the dark: away from accountability, away from transparency, and away from popular knowledge and scrutiny.
