1031. Diversity, Unity, and Nation Building in South Sudan

Abstract:
The government of South Sudan and its development partners appear to be heavily focused on state building and less so on nation building: the question of how to turn the young state into a nation in which all South Sudanese can see themselves represented. Whatever projects a new country conceives, it has to view nation and state as inseparable components of the same project, not focusing too much on one without investing in the other. Most South Sudanese interviewed for this project assert that the most obvious impediment to national cohesion is exclusion from the national platform, especially exclusion along ethnic lines. Corruption, nepotism, and exclusion from access to government jobs were also raised as issues that the government will need to address directly for citizens to have pride in their nation. There is a widespread sense of worry about the viability of South Sudan as a nation due to insecurity, especially insecurity rooted in the current ethnic conflicts occurring in seven out of the ten states. Both political leaders and ordinary citizens recognize the importance of national unity and the equitable display and celebration of cultural diversity as a national asset; representation of all ethnic nationalities and creation of a broad-based government is central to South Sudan's transition to nationhood. The immediate challenge involves creating programs that promote citizenship in the nation over ethnic citizenship. The opaque climate of the transitional constitutional review process has not earned the government much trust from all sectors of society, and this has made for a bad start toward national consensus. As a multiethnic society, South Sudan also is confronted with the question of a language policy. To speed up the process of nation building, the government will need to transform current discussions on language into practical decisions regarding the development of a national language. Identifying five national languages that represent the three greater regions of the country would be one way to approach it. Ultimately, a viable South Sudan has to stand on four strong pillars: political unity, a disciplined military, quick and equitable service delivery, and a vibrant civil society.

Abstract:
CIGI has been building a network of former and serving officials from foreign ministries, central banks, finance departments and international organizations, and with researchers at prestigious think tanks and universities from around the world. The defining objective of the network of individuals, working in independent institutions, is the cooperative development of innovative proposals for global governance to support the policy development work of the G20. The CIGI conference "An Unfinished House: Filling the Gaps in International Governance" is the initial stage in this CIGI-led G20 think tank network's cooperative effort. The background paper for the conference provides a useful collection of facts and observations about the universe of global governance arrangements. It offers a preliminary description of the critical gaps and inadequacies - to assist in thinking about the principal dilemmas and research priorities.

Abstract:
Politicians and pundits portray Herbert Hoover as a defender of laissez faire governance whose dogmatic commitment to small government led him to stand by and do nothing while the economy collapsed in the wake of the stock market crash in 1929. In fact, Hoover had long been a critic of laissez faire. As president, he doubled federal spending in real terms in four years. He also used government to prop up wages, restricted immigration, signed the Smoot-Hawley tariff, raised taxes, and created the Reconstruction Finance Corporation-all interventionist measures and not laissez faire. Unlike many Democrats today, President Franklin D. Roosevelt's advisers knew that Hoover had started the New Deal. One of them wrote, "When we all burst into Washington ... we found every essential idea [of the New Deal] enacted in the 100-day Congress in the Hoover administration itself."

Government transparency is a widely agreed upon goal, but progress on achieving it has been very limited. Transparency promises from political leaders such as President Barack Obama and House Speaker John Boehner have not produced a burst of information that informs stronger public oversight of government. One reason for this is the absence of specifically prescribed data practices that will foster transparency.

1035. Gaza's new Islamists: The atomization of Palestinian Islamism since 2006

Abstract:
The emergence of new Islamist groups challenging Hamas from within is demarcating a new tendency towards inter-Islamist rivalry in Gaza. Based on original empirical data this report maps the Islamist milieu in Gaza. It offers a critical examination of how Hamas has governed Gaza since 2007 and why new Islamist groups in Gaza have emerged. The report argues that the phenomenon of new Islamists is diffuse and intangible. It does, however, relate to the question of the ideological price of governing in Palestine, and the repercussions of Hamas' rule and external policies upon the Islamist milieu in Gaza where, for the first time, an Islamist political body is in power. Two major aspects are motivating the emergence of new Islamist agendas: people's ideological grievances towards those in power and the instrumentalisation of ideology and religion in the midst of a power struggle between an increasingly authoritarian political body and its dissidents and challengers. In the face of governments which are failing to deliver, non-organised religious activity has become political power in Gaza.

1036. The G20: Engine of Asian Regionalism?

Abstract:
As a result of the emergence of the G20 as the self‐appointed “premier forum for international economic cooperation”, Asia's expanded participation in G‐summitry has attracted considerable attention. As original G7 member Japan is joined by Australia, China, Indonesia, India and South Korea, this has given rise to another alphanumeric configuration of the Asian 6 (A6). Resulting expectations are that membership in the G20 will impact Asian regionalism as the A6 are forced into coordination and cooperation in response to the G20's agenda and commitments. However, by highlighting the concrete behaviours and motivations of the individual A6 in the G20 summits so far, this paper stands in contrast to the majority of the predominantly normative extant literature. It highlights divergent agendas amongst the A6 as regards the future of the G20 and discusses the high degree of competition over their identities and roles therein. This divergence and competition can be seen across a range of other behaviours including responding to the norm of internationalism in promoting global governance and maintaining the status quo and national interest, in addition to claiming a regional leadership role and managing bilateral relationships with the US.

1037. The empowered European Parliament: Accommodation to the new functions provided by the Lisbon Treaty

Abstract:
The European Parliament achieved full legislative powers when the Lisbon Treaty came into force, as most of those policy fields that had formerly been beyond the reach of the EP were duly added to these powers. In the implementation of the Lisbon Treaty, the EP's strengthened position is characterized as a vigorous promotion of arrangements favourable to its own position in the EU decision-making process. Important changes have taken place in the roles and functions of major parliamentary committees along with the extension of the EP's powers; the changes are most substantial in the Committee on Agriculture and Rural Development (AGRI) and in the Committee on International Trade (INTA). Concerns about the spread of undemocratic legislative practices and weaknesses in administrative capacities have been raised since the EP has been accommodated to its new powers.

Abstract:
The Financial Crisis has emphasized the need for a radical change in the governance of global financial institutions. With help from the G20, the IMF changed from a moribund and almost penurious body to a competitor for global preeminence as global financial rule-maker, reviewer, and implementer. For IMF governance, the financial crisis had the effect of removing any democratic façade, revealing the realities of realpolitik decision-making. Discontent from the financial crisis persists, however, and rumors of new power principles warrant analysis and support.

Abstract:
Since emerging as a new donor enthusiasm in the 1990s, governance support has become a major area of aid to developing countries. The idea that remedying debilitating patterns of inefficient, corrupt, and unaccountable governance will unlock developmental progress appeals not just to aid providers but also to ordinary people throughout the developing world who are angry at unresponsive and poorly functioning states. Yet despite the natural appeal of improving governance, it has proved challenging in practice. Many initial assumptions about the task have run aground on the shoals of countervailing realities. As a result, aid practitioners have begun accumulating important insights about how to improve governance aid: Governance deficiencies are often primarily political and cannot be resolved through technical assistance alone. Fostering citizen demand for better governance is as important as topdown efforts aimed at improving the “supply” of governance. Governance aid may be more effective at the local level than at the national level. Despite the intuitive appeal of governance best practices, concentrating on locally determined “best fit” may be more productive. Informal institutions are a central part of the governance puzzle and cannot be treated as developmental marginalia. Governance concerns should be integrated into the full range of assistance programming. Donor countries should address international drivers of poor governance. Aiding governance effectively requires development agencies to rethink their own internal governance. These eight insights represent the framework of an emergent but still tentative second generation of governance support. Often embraced in principle, they are still far from being widely implemented in practice.

Abstract:
The effects of the ongoing global financial crisis have intensified the existing economic issues facing the Commonwealth Caribbean, including declining investment, productivity levels and employment opportunities for its citizens. Although the current crisis presents challenges for governments in the region, it also offers an opportunity for these countries to implement innovative solutions to contend with the short-term effects of the financial crisis, while addressing long-standing problems. A solution that has been successful in Botswana, Ireland and Barbados, is the use of social partnerships. Undertaken while these countries were facing economic and social crises, social partnership as a specific governance model allowed them to achieve levels of development and stability that other states yearn to attain.
