51. Universities, the State and the Market: Changing Patterns of University Governance in Sweden and Beyond

Abstract:
This paper analyses changes in the governance of universities as a result of growing demands from society as well as of a strong penetration of management ideology into all kinds of institutions. For this purpose the paper uses a theoretical framework focusing on two governance mechanisms in social systems: entry control and performance control. These belong to a larger set of homogenising forces, which the new institutionalists label as (1) coercive, (2) normative and (3) mimetic. Using this theoretical framework to analyse the development of Swedish universities, the author concludes that their governance has undergone a considerable change. Coercive forces that were previously exercised through detailed budgeting have, in recent years, been operating through representation in leading bodies and through the selection of university leaders. This has occurred through a crowding out of normative forces. At the same time there have been strong mimetic forces based on modern management ideas.

Abstract:
Although Social Security reform appears to be off of the national agenda for now, real funding problems remain for America's popular retirement program that policymakers need to address. The payroll taxes that support Social Security's “pay–as-you-go” system will begin to fall short of outlays in 2017 and will be sufficient to finance only 74 percent of scheduled annual benefits by 2041, when the Social Security trust fund is projected to be exhausted.

53. Inequality and Mortality: Long-Run Evidence from a Panel of Countries

Abstract:
We investigate whether changes in economic inequality affect mortality in rich countries. To answer this question we use a new source of data on income inequality: tax data on the share of pretax income going to the richest 10 percent of the population in Australia, Canada, France, Germany, Ireland, the Netherlands, New Zealand, Spain, Sweden, Switzerland, the UK, and the US between 1903 and 2003. Although this measure is not a good proxy for inequality within the bottom half of the income distribution, it is a good proxy for changes in the top half of the distribution and for the Gini coefficient. In the absence of country and year fixed effects, the income share of the top decile is negatively related to life expectancy and positively related to infant mortality. However, in our preferred fixed-effects specification these relationships are weak, statistically insignificant, and likely to change their sign. Nor do our data suggest that changes in the income share of the richest 10 percent affect homicide or suicide rates.

Abstract:
The position of ethnic minorities, their integration and assimilation into the society where they exist, along with ethnic majorities, has been an area of conflict, an area of discrimination, and an area of social tension. This report examines a policy of inclusion working next to a policy to fight exclusion as Sweden tries to establish a dual program including “soft” measures within culture and “hard” measures within the structuraleconomic sphere to counteract poverty and abuse as a means to promoting inclusion in a multicultural society.

55. Tax policies to promote private charitable giving in DAC countries

Abstract:
Researchers have written hundreds of papers on the causes and consequences of official foreign aid, while paying almost no attention to private overseas giving, by individuals, universities, foundations, and corporations. Yet private giving is significant—some $15.5 billion/year, compared to more than $60 billion/year in public giving—and is in no small part an outcome of public policy. In most rich countries, tax deductions and credits lower the “price” of charity to donors. And governments with low tax revenue/GDP ratios leave more money in private pockets for private charity. To correct the near-complete lack of information on this de facto aid policy, we survey officials of 21 donor nations on the use of tax incentives to promote private charity. From the results, we develop an index of the overall incentive for private charity, expressed as a percentage increase over the hypothetical giving level absent incentives. France's tax code creates the largest price incentive while those of Austria, Finland, and Sweden offer none. Factoring in the income effect of the tax ratio, Australia, Ireland, Germany, and the United States move to the top, with combined price and income effects sufficient to double private giving. As a result, tax policy appears to have nearly doubled private overseas giving from donor countries in 2003, from a counterfactual $8.0 billion. Two-thirds of the $7.5 billion increase occurred in the United States. Of that, nearly 40% appears to be U.S. charity to Israel. According to 21-country scatter plots, countries with lower church attendance and more faith in the national legislature have lower taxes (stronger income effect), but average levels of targeted tax incentives. Income (GDP/capita) does correlate with private overseas aid/capita, but also with public aid/capita, so that the two aid flows are complementary in magnitude.

56. The Costs and Benefits of Front-loading and Predictability of Immunization

Abstract:
How can the international community save more children's lives faster and more effectively in the 21st century? This Working Paper analyzes the extent to which “frontloading” and predictable vaccine funding, as proposed by the International Finance Facility for Immunization (IFFIm), is more effective in impacting vaccine coverage than spending vaccine funds equally throughout the lives of projects. The IFFIm is an initiative of the Global Alliance for Vaccines and Immunization (GAVI), and supported by the governments of the United Kingdom, France, Sweden, Italy, Spain and Norway. An initial IFFIm investment of $4 billion is expected to prevent 5 million child deaths by 2015, and more than 5 million future adult deaths. Using a stylized model, the authors quantify the positive and negative effects of predictable vaccine funds and frontloading, and finds IFFIm's approach can increase the impact of vaccine coverage by 22%. This is because stable and long-term financing allows vaccine manufacturers and countries to plan for long periods of time, knowing that resources will be available. Front-loading helps to reduce the spread of disease and to immunize large groups of people faster.

57. Has EMU Had Any Impact on the Degree of Wage Restraint?

Abstract:
This working paper investigates the European Monetary Unification's (EMU) effect on wage restraint—the degree to which wage increases do or do not exceed productivity growth. We find in cross-sectional investigations that wage restraint either is unchanged or has increased following EMU in the vast majority of countries. This finding contradicts the predictions of a widely cited family of models of coordination of labor market bargaining. In particular, one would have expected Germany to display the greatest decline in wage restraint post-EMU under these models, but in our time-series analysis we find no indication of such a decline. The overall shift toward greater wage restraint is consistent with the models that emphasize the gains from monetary credibility. The time-series evidence on Italy, which shows a significant increase in wage restraint after eurozone entry, also supports this view. That said, the increase in wage restraint in the eurozone is matched by that associated with the increase in credibility seen in the United Kingdom and Sweden after their adoption of inflation targeting post-1992.

Abstract:
Danish controversies over multiculturalism and integration can be enlightened by a fresh look at the ostensibly polarised differences on these questions between Denmark and its closest neighbour Sweden. Danish integration policies appear to be assimilationist in effect, if not in intent, while Sweden has openly pursued an official multiculturalism towards its ethnic minorities for over thirty years. Differences rooted in history and political tradition are real, but there appears to be some evidence of convergence today. Multiculturalism in Sweden looks increasingly unviable as a compromise, and vulnerable to the current political atmosphere, while in Denmark local policy implementation and pragmatic international adaptation to 'diversity management' belie the hostile tone of national politics. Both countries are wrestling with the adaptation of long standing traditions and institutional forms – particularly those of the welfare state – in a difficult international environment. The convulsions over multiculturalism are typical of the adaptive politics and symbolic difficulties of small states in the face of wider global transformations.

Abstract:
Public discourse, understood both as ideas about public action and interactive processes that serve to 'coordinate' the construction of those ideas and to 'communicate' them to the public, has been central to the success (or failure) of the reform projects of social democratic parties. Certain background factors, including countries' policy legacies, problems, preferences, and capacity set the stage for reform while good ideas which are cognitively sound and normatively appropriate as well as relevant, coherent, and consistent contribute to reform success. But institutional context also matters with regard to how ideas are conveyed to whom, with 'simple' polities emphasizing the 'communicative' discourse to the general public and more 'compound' polities the 'coordinative' discourse among policy actors. This is demonstrated with examples from Germany, France, Britain, Italy, the Netherlands, Denmark, and Sweden.
