321. The Authoritarian Resurgence: Autocratic Legalism in Venezuela

Abstract:
This paper contributes to the literature on dynamics of hybrid regimes, i.e., whether these regimes stay stable, or instead, turn more democratic or more autocratic with time. Venezuela since the mid-2000s is an example of the latter. I first focus on how this happened in Venezuela. I posit that the turn toward greater authoritarianism occurred through autocratic legalism. This refers to the use, abuse, and disuse of the law to disempower veto players. I then focus on the “why” question. The main cause of Venezuela’s regime dynamics is a combination of external factors (increasing tolerance from abroad) and the ruling party’s declining electoral competitiveness at home and institutional path dependence.

Abstract:
This article highlights the perpetual under-representation of women in Indian parliament. As the recently held 14th General elections in India situated a stable government at the centre, however, it still has lesser women representatives. The election commission reports from 1957 to the recently held general elections in 2014 highlights emancipation of women from mere absent electorate to active voters. Further, the data also underlines a shift from mere active voters to vibrant candidates, as the number of women candidates is increased manifold. Despite these positive shift from becoming ‘active voters’ and ‘vibrant candidates’, women are unable to capitalise the increase in number of candidates to members of parliament. Undoubtedly, the traditionally placed patriarchical society in India is still unwelcoming when it comes to elect women as the political representatives. Apart from patriarchy as the important reason other various political and nonpolitical reasons is also responsible for this democratic deficit. The substantial representation of women is missing in proportion to their population. While we celebrate the vibrancy of Indian democracy, the issue of under-representation of women continue to be a major challenge for Indian democracy.

324. Ballots, Bullets, and Bargains: American Foreign Policy and Presidential Elections

Abstract:
Drawing on twenty-four years of experience in government, Michael H. Armacost explores how the contours of the U.S. presidential election system influence the content and conduct of American foreign policy. He examines how the nomination battle impels candidates to express deference to the foreign policy DNA of their party and may force an incumbent to make wholesale policy adjustments to fend off an intra-party challenge for the nomination. He describes the way reelection campaigns can prod a chief executive to fix long-neglected problems, kick intractable policy dilemmas down the road, settle for modest course corrections, or scapegoat others for policies gone awry. Armacost begins his book with the quest for the presidential nomination and then moves through the general election campaign, the ten-week transition period between Election Day and Inauguration Day, and the early months of a new administration. He notes that campaigns rarely illuminate the tough foreign policy choices that the leader of the nation must make, and he offers rare insight into the challenge of aligning the roles of an outgoing incumbent (who performs official duties despite ebbing power) and the incoming successor (who has no official role but possesses a fresh political mandate). He pays particular attention to the pressure for new presidents to act boldly abroad in the early months of his tenure, even before a national security team is in place, decision-making procedures are set, or policy priorities are firmly established. He concludes with an appraisal of the virtues and liabilities of the system, including suggestions for modestly adjusting some of its features while preserving its distinct character.

The Elcano Royal Institute, which is about to celebrate its 15th anniversary, has been working on three tasks over the course of its short but active history that are appropiate to a laboratory of ideas. In the world of think tanks, where the English language predominates, the three words that denote these tasks all begin with the letter “A”: analysis, assessment and advice. Our institute does indeed concern itself with carrying out international and strategic studies with the greatest degree of rigour possible and, as a result, throughout this time we have been providing both our society and the foreign reader interested in a Spanish perspective with serious and sophisticated knowledge on these matters. But our efforts extend beyond the provision of solid and detached analyses, because there is also a significant critical and, above all, prescriptive component, which is what sets us apart from an exclusively academic research centre. Setting out from a position that is independent but also committed to the collective interests of the country, our reports and documents venture to assess prospective opportunities and threats, indicate our shortcomings, identify good comparative practice, and note potential innovations that might enable Spain (whether its public sector, its civil society or its population in general) to insert itself into globalization and the process of European integration.

Abstract:
Following the results of the recent parliamentary election in Turkey, efforts by the ruling Justice and Development Party (AKP) and the centre-left Republican People’s Party (CHP) to form a coalition government failed. An alliance between the AKP and the Peoples’ Democratic Party (HDP) seems unlikely because, among other reasons, the latter is connected to the Kurdistan Workers’ Party (PKK). The right-wing Nationalist Movement Party (MHP) this week also rejected the idea of a coalition with the AKP. Turkey is thus set for early elections in October or November.

327. Dissatisfied Voters and No Alternative: The Unchallenged Position of Political Elites in Bosnia and Herzegovina

Abstract:
In February 2014, violent protests erupted in Tuzla and quickly spread to multiple other Bosnian cities, including Mostar and Sarajevo. Initially, the protests were labeled as the “Bosnian Spring,” a term used to describe a state that is undergoing revolutionary change; however, this term was used prematurely in the case of Bosnia and Herzegovina and by April the protest movement had completely lost momentum. The cause for dissatisfaction among citizens was driven by nearly a decade of political stagnation. The lack of political progression can largely be attributed to the legacy of the Dayton Peace Agreement, which brought an end to the ethnically driven atrocities. However, the agreement also formed a uniquely complicated governmental structure based on ethnicity—providing a political framework in which elites are able to evade accountability. Political competition has been greatly decreased by the continued presence of wartime-ethno parties, which dominate the political discourse—perpetuating fear and mistrust among the electorate. I argue that there is a crisis of democratization halting the political progression and European integration of Bosnia and Herzegovina caused by a lack of both political accountability and competition.

The International Foundation for Electoral Systems (IFES) and Democracy International (DI) have released a new joint white paper that identifies best practices for election audits in developing democracies. Election audits, which are increasingly used as a means of settling disputes about electoral results, are often conducted as ad hoc processes without clearly defined standards and procedures. In this collaborative effort, IFES and DI put forth recommendations to guide electoral management bodies in preparing for election audits. As the international community continues to support electoral processes in developing democracies around the world, it is critical to come to consensus on standards that should be applied both to assess the need for an election audit and to conduct such an audit. This white paper is the first effort at building that consensus. Elections in developing and post-conflict environments can offer countries a path to democracy and their citizens the prospect of a better life. The peaceful and credible resolution of electoral disputes is of special importance in these contexts, where legal frameworks for elections are sometimes ambiguous, the rule of law may be weak, and allegations of fraud are commonplace and frequently legitimate. Drawing on their extensive involvement in several recent election audits in developing democracies, IFES and DI seek to define the most important considerations for audits, based on the premise that they should be used only in limited circumstances and according to clearly defined and predetermined frameworks. Ad hoc audit processes, conducted absent a clear regulatory framework, can weaken the credibility of election outcomes and undermine the ability of new democracies to provide effective governance and to hold elected officials accountable to their citizens.

329. Nigeria Post-Election Survey

Abstract:
The mood in Nigeria is extremely upbeat following the peaceful conduct of the 2015 general elections, which led to the first democratic transfer of power in the country’s history. The International Foundation for Electoral Systems (IFES) conducted pre- and post-election surveys in Nigeria focusing on perceptions of electoral integrity, opinions of election administration, and satisfaction with Nigerian democracy. Knowledge Perception InfographicFrom the December 2014 pre-election survey to the July 2015 post-election survey, satisfaction with democracy more than doubled with a 56 percent majority expressing satisfaction with the way democracy works in Nigeria, up by 30 percentage points in the pre-election phase (26%). Similarly, while only 23 percent of respondents in the pre-election phase believed Nigeria is a full democracy or a democracy with minor problems, 51 percent now believe Nigeria is a full democracy (18%) or a democracy with minor problems (33%), marking a net increase of 28 percentage points. Perception Integrity InfographicNearly three-quarters of Nigerians believe that both election integrity and the organization of the elections were better in the 2015 than in the previous polls in 2011. And while the survey indicated voters had to wait for several hours to get accredited and vote on Election Day, overall, 83 percent of voters assessed their voting experience to be good or very good. Indeed, confidence in the Independent National Electoral Commission (INEC) also registered a sharp increase by 16 percentage points, moving from 68 percent in pre-election levels to an overwhelming 85 percent after the elections. From December 2014 to July 2015, public awareness of the INEC and its Chairman at the time of the elections, Professor Attahiru Jega, increased by 16 percent and 25 percent, respectively.

Despite widely held concerns about the likelihood of a destabilizing outcome, Nigeria suc- cessfully conducted its general elections on March 28 and April 11, 2015. The peaceful and positive result came to many as a surprise, considering the difficult political and secu- rity environment in which the elections were conducted. Five major obstacles had stood in the way of their going smoothly: the competing claims to the presidency by northern and southern politicians; a keenly contested campaign smeared by inflammatory messages; the grave security threat posed by the Boko Haram insurgency; allegations of politically motivated postponement of the elections; and gaps in electoral preparations. This briefing assesses Nigeria’s 2015 general elections, highlighting factors that enabled the country to avoid larger-scale violence and lessons that can be learned from its experience.
