1. Iraq’s New Electoral Law: Old Powers Adapting to Change

Abstract:
In December 2019, the Iraqi parliament approved a new electoral law following demonstrations calling for fundamental political change. However, it took over 11 months for the president to ratify it as Iraq’s political parties fought over the shape of electoral districts. This article examines the disputes that surrounded the adoption of the law and the compromises that led to diluting its potential for reform. It concludes that while the new law represents a small step in the right direction, it ultimately is insufficient to respond to the aspirations of protestors looking for an overhaul of their political representation.

2. Tunisian Youth and Political Life: From Stagnation to Revival?

Abstract:
Tunisian youth are no different from their peers across the world when it comes to their indifference to public life. This apathy towards politics is not new; it goes back before 14 January Revolution. A 2008 national survey of youth showed that around 83% of Tunisian youth were not concerned with politics and 64% were not concerned with elections or joining civil society associations. Nonetheless, the Tunisian youth surprised observers and played an essential role in the revolution that led to the fall of Ben Ali. Immediately after, however, they returned to their position of indifference. The political tensions and episodes of instability that accompanied the democratic transition disappointed the youth greatly and led to apathy towards politics in all its forms. Successive elections were the most glaring example of this attitude: the youth abandoned the ballots and stopped taking initiatives of political work, either as candidates or as voters. The rise of Kais Saied as a presidential candidate seemed to have reignited the Tunisian youth’s interest in politics. They walked with him through all the stages of his elections. They led his most unusual campaign at the smallest cost; they confronted media attacks against him and provided him with alternative and new media platforms that improved his image. This support brought the youth and Kais Saied closer together. Saied also showed great understanding of the youth’s economic and social demands and gave them priority. He shared their anger at the political establishment, so they decided to stand by him to punish the establishment that they see as the source of their successive disappointments. The results of the presidential elections, in which one candidate won the bulk of the votes of the youth participating in the elections, generated many questions about the reasons for the youth’s support of Kais Saied, and the hopes that they hanged on him. What can we infer from this experience that can benefit the youth political participation generally? How does this experience help us understand the actual needs that push young people to participate in public life?

After four dark years during which President Donald Trump systematically weakened the United States’ commitment to multilateralism, international law and universal human rights, the Global Centre for the Responsibility to Protect congratulates President-elect Joe Biden and Vice President-elect Kamala Harris on their impending inauguration. As an international civil society organization with its headquarters in New York, we join human rights defenders both here and abroad who view this historic moment with relief and hope. President Biden and Vice President Harris will be sworn in at a time of unprecedented crisis. The COVID-19 pandemic has caused tremendous suffering around the world and killed over 380,000 Americans. Globally, more than 80.3 million people are also currently displaced by conflict, persecution and atrocities, the highest number since the Second World War. In all too many countries the laws, institutions and individuals who defend human rights appear to be under threat. This includes the United States, where disturbing political developments over the last four years led to the proliferation of online hate speech, the criminalization of asylum seekers and a prejudicial “Muslim Ban” aimed at refugees.

4. Dangerously Divided: How Race and Class Shape Winning and Losing in American Politics, Zoltan L. Hajnal

Abstract:
Explanations for American voting behavior and attitudes have taken on a curious frame since the election of Barack Obama in 2008, such that there have been growing claims that race is no longer central to American politics. Obama’s election was labeled evidence of a new “post-racial” America. Then, when Donald Trump was elected in 2016, public narratives emphasized the role of social class by pointing to the voting bloc of white, working-class, and rural voters who had helped decide the outcome of the election. Zoltan L. Hajnal’s Dangerously Divided joins an important collection of recent academic work that directly challenges the argument about the reduced role of race in American politics. Hajnal does not sugarcoat his position: “A key aspect of this story is not just that race matters but also that it eclipses the other important dividing lines in American society” (p. 13). Race has always been a core feature of American politics, and it is present even in the constitutional Framers’ debates over the structure of government. The interpretation that recent events indicate a reduced role of race discounts the historical centrality that race has always played in American government. Hajnal offers empirical evidence and an unambiguous argument that race continues to direct most patterns in American politics.

Abstract:
Columbia University ILAS panel on Democratic presidential candidates and Latin America. Among leading Democratic candidates some basics are widely shared. They agree that military force should be a last resort and that long-term occupations are damaging. They promise to reinvest in diplomacy and rehabilitate the US image abroad, as well as trying to achieve US policy goals, by rebuilding alliances and recommitting to multilateralism on climate change, on nuclear arms control. They want to use foreign aid and international institutions to improve human security, address the root causes of migration, and seek diplomatic solutions to conflicts. There is a rough division between the mainstream, Obama-style approach represented by Joe Biden and the mayor from South Bend, Indiana, Pete Buttegieg, who both believe that US alliances and international institutions are force multipliers for the United States. Together, the so-called moderate candidates have about 40% of the Democratic voter support in surveys. The progressive wing is represented by Senators Bernie Sanders and Elizabeth Warren, who want to reduce US military activity abroad and also reform the global economic order in order to reduce inequality, conflict, and environmental damage. Together, Sanders and Warren have about 40% of the Democratic vote as well.

Although Benny Gantz’s party lost the head-to-head battle, Avigdor Liberman’s favorable influence on the coalition math has left the general in a stronger position—and taken some diplomatic weight off the Trump administration’s shoulders. Israel’s third round of elections last week seemed inconclusive at first, but the deadlock may now be broken. Prime Minister Binyamin Netanyahu did better this time than in September’s round two, but his gains were insufficient to form a new government. Potential kingmaker Avigdor Liberman jettisoned his previous idea of getting the two top parties to join forces; instead, personal antipathy and policy differences have led him to definitely state that he will not join any government Netanyahu leads. Thus, while centrist Blue and White Party leader Benny Gantz may have options to shape a new government, Netanyahu has no pathway on his own. In theory, the center-left bloc has the requisite number of seats for a bare majority in the 120-member Knesset, since anti-Netanyahu forces won 62 seats. In reality, the situation is more complex.

The surest way to counter Iran’s malign influence is to proactively focus on human rights issues that the new prime minister can actually affect, such as organizing free elections and preventing further violence against protestors. On February 1, a plurality of Iraqi parliamentary factions gave President Barham Salih the go-ahead to nominate Mohammed Tawfiq Allawi as the new prime minister-designate. The mild-mannered Shia Islamist nominee will now attempt to form and ratify his cabinet in the next thirty days. As he does so, political blocs will probably rally behind him while limiting his mandate to organizing early elections next year, having struggled through a long and fractious process to replace resigned prime minister Adil Abdulmahdi. For the first time since the dramatic events of the past two months, Iraqis and U.S. policymakers alike can catch their breath and consider their medium-term options.

A week after Donald Trump was elected president in November 2016, Iran’s Supreme Leader Ali Khamenei played coy, remarking, “I have no judgment on the American election...[Both parties have been] naughty toward us.” Of course, his true reaction was far more complex. On one hand, he saw in the president-elect—who had spoken much of disentangling U.S. forces from the Middle East—a prospect of decreased military pressure on his country. On the other, he heard Trump’s raw vitriol directed at Iran’s leadership and the nuclear deal crafted by President Obama. The eventual U.S. withdrawal from the JCPOA demonstrated that the new president could back up his talk with punishing action. In this close analysis of statements by Khamenei and other Iranian leaders, former seminarian Mehdi Khalaji lays out the regime’s current views on President Trump and the United States. He shows that even after the American assassination of Qods Force chief Qasem Soleimani, Iranian leaders could be open to negotiating with Washington if they believe the regime’s existence depends on it.

Abstract:
Following elections in September and October, Tunisia is having difficulty forming a government, in part because of the collapse of the 2016 Carthage Pact. MEI is pleased to host a panel featuring several leading analysts of Tunisian politics, who will attempt to answer which approach can produce forward motion while at the same time prevent Tunisia from slipping backward towards authoritarianism. Some parties are defending the consensus model to preserve democratic gains, and others are pursuing to force change based on their political preferences. Presiding over all of this is a populist president without a political party who has in the past proposed a radical overhaul of the entire system, abolishing political parties, and creating a form of direct democracy. It is unclear if Tunisian democracy can survive any of these scenarios, whether it be consensus politics, majoritarian politics, or antipolitics. With any of the formulas, winners win, and losers can easily become spoilers, as nearly happened in 2013 with opposition protests led by the women's movement.
