Abstract:
In the two years since its “Revolution of Dignity” – also known as Euromaidan – Ukraine has launched important reform initiatives. Most of them are still in the inception phase, however, and much remains to be done to ensure their sustainability. The past two years have made clear the enormity of the challenge Ukraine faces in its transformation. At the same time, it has also shown unprece- dentedly strong determination on the part of new reform-minded actors to overhaul the old system. Ukraine today can best understood as a battlefield: the old system and its structures are fighting for their survival, as new actors – from both within the system and outside it – push for a new social contract. This struggle is taking place on an everyday basis at different levels, national and local, in a number of different reform areas. External actors can best contribute by giving stronger sup- port to reformers while promoting development of institutions that limit the space for vested interests to persist. Special attention should be paid to enforcing and implementing already adopted decisions and new laws that change the rules of the game.

Abstract:
The Germany-Poland-Russia Trialogue Workshop held at the DGAP in December 2015 focused on security. It brought together a group of Russian, Pol- ish, and German experts to discuss their respective national security discourses and the security situation in Europe more generally. The three short papers includ- ed here provide brief analyses of how the security situation is currently perceived in each of the three countries. From the German side, the answer was the refugee crisis. Polish experts pointed to the threat posed by Russia, while the Russian speakers described their worries about color revolutions and regime change in the post-Soviet sphere. Certainly, perceptions of security threats differ greatly among EU member states, to say nothing of the difference between Russia and the EU as a whole. Only real understanding of our counterparts can help in forging a new modus vivendi and overcoming the dangerous situation in which Europe currently nds itself. The Germany-Poland-Russia Trialogues aim to forge better understand- ing of “the other side” through presentations and opportunities for discussion, offering crucial rst steps toward overcoming misperceptions and stereotypes. The Trialogue meets regularly under the aegis of the DGAP (German Council on Foreign Relations), IMEMO (Primakov Institute of World Economy and International Relations Russian Academy of Sciences), and PISM (Polish Institute of International Affairs) and in cooperation with and nancial support from SDPZ (Foundation for Polish-German Cooperation) and the Heinrich Böll Foundation’s Warsaw office

ELIAMEP Policy Paper 26/2016 deals with the Eastern Mediterranean in 2020. It is edited by Director General of the Foundation Dr Thanos Dokos. The policy paper employs scenarios and includes policy recommendations. Findings are based on a conference organised by ELIAMEP and Konrad Adenauer Stiftung (KAS) in Athens on “The Eastern Mediterranean in 2020: Possible Scenarios and Policy Recommendations” . The conference was organised in cooperation with the EU Institute for Security Studies (EU-ISS) and with the support of NATO’s Public Diplomacy Division.

Abstract:
At the Anti-Corruption Summit held in London in May 2016, 42 governments made more than 600 commitments across a range of issues. From anti-money laundering regulation to open data to public sector integrity, ambitious ideas for tackling corruption were central to the Summit.1 Transparency International evaluated the commitments made at the Summit and found many to be significantly new (generated by the summit), ambitious (strong steps in the context of the country they are coming from) and concrete (actionable and measurable). But without any formal mechanism in place for follow up, the commitments are at risk of being forgotten or left behind. Open Government Partnership Action Plans have offered a key means of implementing and monitoring Anti-Corruption Summit pledges. In fact, the Anti-Corruption Summit communiqué2 states:

Abstract:
For Europe, 2015 was the year of the biggest migration and refugee crisis in the European Union’s history. Around 1.5 million asylum seekers arrived in Europe (0.2% of the combined EU population) in 2015, most of them Syrian refugees. More than 4 million Syrians have fled their country since the onset of the conflict in 2011. According to the Syrian Regional Refugee Response, there are 639,000 UNHCR registered refugees in Jordan (8% of the population), 1 million in Lebanon (17%), 2.7 million in Turkey (3.5%), 246,000 in Iraq (0.7%), and 118,000 in Egypt (0.1%). Many other Syrians living in those countries have not been registered by UNHCR. In addition, 7.5 million are estimated to be internally displaced persons (IDPs) in Syria itself. These are only the numbers directly related to the Syrian conflict. Iraqi, Sudanese, Somali, Palestinian, Eritrean and Ethiopian refugees are also registered in the aforementioned countries. Food security is very vital and a complex issue that depends on many interrelated and dynamic factors. Its complexity is attributed to the strong connectivity of the global, re- gional and national drivers and their interactions. Moreover, the boundaries between the global, region, and national levels, and their impacts are not strict. The growing world population and the disproportional expansion of land resources to feed the growing number of people gives the national food security an international dimension with great pressure on countries with poor resilient economy and their ability to coup with the risk associated with these global dynamics.
