Abstract:
This national study on monitoring and evaluation of the rule of law in Serbia reflects on the development in the areas Political criteria, Chapter 23 and 24 from the acquis, for the period after the 2015 Country Report by the European Commission. The purpose of this policy study is to assess the trends in the areas under analysis in Serbia.
Applying the "PRO-CURE" methodology, Dejan Skoric from the Association Resource Centre Majdanpek, conducted an analysis of the expediency of the spending of public funds from the budgets of local governments for the purchase of fire-fighting vehicles and equipment.
The case study applies "PRO-CURE" methodology to analyse performance of expenditures for equipping the traffic police at the local level. The author particularly questions the difference between the proclaimed strategic priorities of the Ministry of Interior and its annual procurement plans, as well as the the distribution of the burden of financing the traffic police between Ministry of Interior and local governments.
Applying the "PRO-CURE" methodology for assessing the procurement expediency, Miroslav Mijatovic of Podrinjski Anti-Corruption Tim Loznica, conducted a study on the procurement of anti-hail rockets in Loznica in 2014 and 2015. In this study the author has also provided an overview of the overall state of hail protection in Serbia, as well as recommendations for improvement of this system.
The existence of a police component in UN peace operations is not a novelty. It goes back half a century ago and was first introduced in the Congo in the 1960’s. Embedding police components in UN missions became more extensive at the end of the 90’s.
Over the years, with the change of the context of conflicts (from interstate to intrastate) peace support operations have evolved and are now very much shaped to reflect political and security developments on the ground.
International policing efforts are an extremely important factor in establishing and maintaining international security today. Although military peace support operations and national military contributions are predominant, not all security problems can have a military solution. Regardless of the security context, police functions and mechanisms are extremely necessary for a successful peace support operation.

Lebanese religious leaders are often treated as authentic representatives of their sects and are given broad powers over religious affairs. However, their leadership is not organic, nor are they necessarily popular, as these individuals are trained and selected by elite institutions. These figures do not incite sectarian hatred, and even aim to reduce it, but the way they are empowered and their monopoly on spiritual matters inhibit social integration among various religious communities and reinforce sectarian divisions.
Arab Islamist parties faced exceptional challenges and opportunities following the 2011 uprisings. After decades of facing authoritarian regimes, they suddenly had to navigate in radically new domestic, regional, and intra-Islamist contexts. Egypt’s Muslim Brotherhood had the most spectacular rise and fall, but its experience was atypical of other Islamist parties, which adapted more successfully. These changes overhauled the structure, ideology, and strategy of these parties in ways that unsettled long-standing expectations about their ideas and behavior.
China’s expanding global economic and geopolitical role has spawned a growing divide between those who portray the country’s rise as a force for prosperity and peace and those who depict it as an assertive, mercantilist threat. Such conflicting paradigms oversimplify the complex political economy of the country’s international relations. These flawed frameworks reflect a lack of boundary-breaking thinking, research, and policymaking that can account for the interaction between the economic and geopolitical aspects of China’s rise. Recognizing such shortcomings is the first step toward better understanding and constructive engagement with China.
According to the legislation on the Budget system, the legislative project on the state budget of the Republic of Azerbaijan for 2017 and the state and consolidated budget projects of 2017 were publicized on 29th of September, 2016.
It has been three years that the legislative projects on the consolidated and state budgets of the Republic of Azerbaijan are being prepared amidst the absence of positive economic trends for the country. Specifically, during the preparation of 2017 state budget, external and internal economic impacts were considered at greater extent. As in previous years, the Center for Economic and Social Development has prepared a comparative analysis of the budget project publicized by
the government.
It is to be mentioned that, during the preparation of the analysis, the conversion of indicators into the foreign (US dollars) currency is carried out according to annual average currency indicators published by the Central Bank of the Republic of Azerbaijan, whereas the conversion of 2016 indicators into US dollars is conducted in accordance with the average exchange rate of first 8 months (1 US Dollars = 1, 56 manat) and 2017 indicators in accordance with the official exchange rate dated 29th September 2016 (1 US dollars = 1.6252 manat).
The comparison of the budget project with previous years plays a prominent role in the forecasting of socio-economic trends for next year and the determination of state fiscal policy and the short-term and strategic position of the government in separate directions.
