801. Making Peace with Climate Adaptation

Abstract:
Climate change poses risks to poor and rich communities alike, although impacts on the availability and distribution of essential resources such as water, food, energy and land will differ. These changes, combined with other social, political and economic stresses and shocks, can increase tensions within and between states, which, if unmanaged, can lead to violence. Climate-related changes to transboundary waters, food security and trade patterns, sea levels, and Arctic ice, as well as the transition to a low-carbon economy, have profound geopolitical implications. Largescale climate-related migration may also affect the stability of states, and relations between states. Climate action itself may prove destabilizing: (mal)adaptation can disrupt economic and social relations, particularly if implemented without appropriate political economy analysis and risk assessments. In response to analyses linking climate change to security, peace and security actors increasingly realize that interventions to promote peace and stability are more likely to be effective if they incorporate such analyses. At the United Nations, member states have agreed to shift towards a “preventive” approach to conflict risks, grounded in sustainable development. The UN leadership is adjusting institutional structures to better understand and respond to climate-related security risks at all levels, including a newly established climate security mechanism in New York. Many regional intergovernmental institutions have also recognized the links between climate change, peace and security. Some, such as the Intergovernmental Authority on Development in East Africa and the European Union, have incorporated climate-related factors into their conflict early-warning mechanisms. We are only just beginning to understand the realities of adapting to unprecedented climate change, however. Climate-related factors will need to be incorporated systematically into political analysis, risk assessment, and early warning, accompanied by deeper integration of climate-security risk assessment into planning and political engagement in the field. Similarly, more consistent analysis of climate-related security risks must contribute to politically informed, conflict-sensitive adaptation strategies.

802. Pandora’s Box in Syria: Anticipating negative externalities of a re-entrenching regime

Abstract:
During 2019, the original Syrian conflict entered its closing phases, except for the battlefields of Idlib and in the north east. As a result, conflict dynamics have become somewhat easier to read, as the regime and its key allies have shifted towards a triumphalist ‘post-war’ narrative and corresponding governance styles, deal-making and decision-making. These developments can be witnessed in three interlinked spheres: security, civil, and political economic practices. Together, they largely form the Assad regime’s political economy, which – although poorly understood due to limited access – is crucial to understand to assess the negative externalities likely to result from its wartime survival and re-entrenchment. The paper analyses six such externalities: 1. risk of conflict relapse due to economic pressures 2. the politics of refugees 3. risks and instrumentalisation of terrorism 4. regional instability 5. humanitarian culpability 6. deterioration of the international legal order. These externalities are interconnected and emerge from the political economy of the regime – the accumulation of its security, civil and political economic practices. Their nature and volume suggest that the Syrian civil war will plague its neighbors, as well as Europe, for a long time to come. These externalities also focus our attention on the fact that adequate containment strategies should be designed as a matter of urgency, to limit their negative impact.

803. Globalization Paradox and the Coronavirus Pandemic

Abstract:
The global scale of the coronavirus (Covid-19) pandemic and its response is unprecedented. This Clingendael Report applies Dani Rodrik’s framework of Globalization’s political trilemma to analyze the current response to the pandemic. In the aftermath of the 2008 financial crisis he argued that any recovery measures would have to balance off state power with economic integration and democracy. Based on values of democratic governance and human dignity this report charts principles on how to move forward beyond the emergency phase into recovery from the Covid-19 pandemic. The report makes a plea to Dutch and European policymakers for safeguarding and upholding democratic values in the response to and recovery of the Covid-19 emergency. The political trilemma indicates that a renewed primacy of state sovereignty, combined with hyper-globalization being on the defense, requires political resistance and bold choices to uphold democratic governance principles for the urgent and difficult policy actions required during the recovery. The momentum is now to act and uphold a united European solidarity response and leadership. If the EU fails to do so, it risks disintegration and marginalization in a volatile multi-polar global order. Covid-19 is not merely a ‘crisis’ that will pass by. This is a new permanence that requires a redefinition of the European social contract while recognizing its interconnectedness with the rest of world.

804. Iraq’s adolescent democracy: Where to go from here

Abstract:
Iraq’s emergent democracy stands at an important junction. The continuing intensity of the protests that have rocked Iraq since early October 2019 shows that its citizens are only too aware of this. Moreover, the necessity of going through three government formation attempts to install a new prime minister and cabinet after the resignation of Adil Abdul-Mahdi in December 2019 suggests that Iraq’s political elites are conscious of the precarious state of ‘their’ democracy as well. Although, so far, with the intent to block rather than enable reform. This report largely focuses on how international actors can help strengthen the democratic mechanisms of Iraq’s political system. One contribution that they can – and should - make is to facilitate processes of contestation between Iraq’s social forces (its political parties, elite networks, tribes, ethno-sectarian groups, religious authorities and protestors) about the hierarchy of systemic reform priorities for the country’s political system, and the balance between the speed, scope and feasibility of their implementation so that such reform can be undertaken as peacefully and as well-informed as possible.

Abstract:
The small Western Balkan nation of Kosovo repatriated 110 citizens, including men, women, and children, in April 2019, making it one of a very small number of countries that has actively repatriated citizens involved with the Islamic State. This policy brief examines Kosovo’s response to the phenomenon of foreign fighters, how the return of foreign fighters and their families from Syria has been handled, and what has happened during the year since their return. What lessons can be learned by EU countries, including the Netherlands, in handling the complex issue of how to manage the return of foreign fighters and their families?

806. Declining media freedom and biased reporting on foreign actors in Serbia: Prospects for an enhanced EU approach

Abstract:
In the context of the global crisis caused by the novel coronavirus pandemic, free, impartial and professional media reporting has become ever more important. This represents an issue in Serbia, considering its ongoing decline in media freedom as confirmed by independent international reports. The conditions for practising professional journalism have been degraded for years and the Serbian media sector has faced numerous challenges, including political control over the mainstream media, low financial sustainability of media outlets and related high dependence on state funding, as well as a lack of transparency of that funding. Obscure media ownership and privatisation issues are yet another reason for concern. Additionally, the safety of journalists is problematic as the number of pressures, threats and attacks has grown since 2013, but the impunity phenomenon remains present. All these factors lead to a general state of censorship and self-censorship in the media in Serbia. This Clingendael report presents the most prominent problems that the media sector in Serbia faces today. It argues that the flawed media landscape is the major factor leading to poor and biased reporting on topics related to the EU, the US and Russia. It observes media bias as a phenomenon in which media coverage presents inaccurate, unbalanced and/or unfair views with an intention to affect reader opinions in a particular direction. The analysis places a special focus on what such reporting means for the EU, given its strategic and communication goals for Serbia and the Western Balkans region.

807. Mixing politics and force: Syria’s Constitutional Committee in review

Abstract:
This report examines Syria’s Constitutional Committee process and parallel military developments during the Syrian civil war to reveal that the two have so far been interconnected. It arrives at the conclusion that the Government of Syria and Russia created and subsequently manipulated various linkages between conference room and battlefield to increase their own advantage. This has included the use of the Constitutional Committee as a placeholder to avoid greater Western diplomatic, or even military, efforts to resolve the conflict; the deliberate targeting of civilians and civilian infrastructure to force opposition bodies out of Syria; and polarization of the Committee by engaging in continuous human rights abuses among the Syrian population during negotiations. The Constitutional Committee can still help build bridges, but this requires redressing the balance of forces on the battlefield first. A joint Turkish-European military humanitarian intervention in northwestern Syria can serve this purpose and revitalize efforts to negotiate a (late) solution to the war.

808. From legal to administrative subsidiarity: Diagnosing enforcement of EU border control

Abstract:
Enforcement is a major challenge in the EU’s multilevel system. Solving the tensions between sovereignty and interdependencies requires internalisation of the core values and objectives embodied in EU legislation. Internalisation depends on strong involvement in all phases of policy-making through teamwork. States in the EU’s multilevel administrative system have to regard themselves as fully responsible for EU policies. High levels of interaction among experts in enforcement contribute to the required professional cultures. In organisational terms, a multilevel (subsidiarity-based) administrative system is based on cooperation in which the centre (the Commission and/or EU agencies) assumes essential managerial roles without eroding the integrity of the member countries. Subsidiarity is generally seen as a legal principle. This paper presents the practical governance consequences of subsidiarity. Subsidiarity is well grounded in the EU treaties. Yet, the implications are little understood by policymakers when it comes to creating the conditions for effective EU policies at the shop floor of national administrations.

Abstract:
This Clingendael Report explores whether and how China’s approach to the six non-European Union (EU) countries of the Western Balkans (the WB6) relates to EU interests. It focuses in particular on the question of whether China’s influence affects the behaviour of the WB6 governments in ways that run counter to the EU’s objectives in the region. China engages with the Western Balkans primarily as a financier of infrastructure and a source of direct investment. This is in line with China’s main strategic objective for the Western Balkans – that is, to develop the Land–Sea Express Corridor, a component of its Belt and Road Initiative, aimed at improving China–EU connectivity. This report proposes a number of actions based on recognising the developmental needs of countries in the Western Balkans, and accepting that China’s economic involvement is inevitable and potentially beneficial for such developmental needs. In particular, the EU should maximise accession conditionality as a tool to influence the conditions under which China is involved in the region.

Abstract:
The Middle East was already plagued by war, famine and death in the form of the Syrian and Yemeni civil wars, the Israeli occupation of Palestine, the conflict between Iran and Saudi Arabia as well as the US, radical extremism, the Kurdish question and Iraq’s many travails – in large part a result of decades of autocracy, corruption and repression. The outbreak of Covid-19 added pestilence to this trio and makes for a harmful long-term mix. With this in mind, the purpose of the brief is twofold: first, to examine the longer-term impact of the virus on political tensions and conflict in the region; and second, to explore opportunities for innovative conflict resolution that might be seized in the wake of Covid-19. In this way, we hope to stimulate something good coming out of this trying period yet.
