Abstract:
To promote climate change risk mitigation in financial markets, the Financial Stability Board recently proposed the creation of a Climate Disclosure Task Force, coordinated through the G20, to develop standards for companies to disclose their exposure to climate change risks. With more than 400 existing disclosure schemes, this task will be challenging. This brief identifies the key categories of governance practices that must be addressed, how these divergent practices challenge end-users, and how the establishment of criteria that define effective and efficient reporting is a critical first step for the Climate Disclosure Task Force.

On November 18, 2015, the Obama Administration's Department of Labor (DOL) published two important legal opinions that propose to give states new options for expanding retirement coverage for private-sector workers. These opinions open the door for states to move forward along one of two distinct paths: a payroll deduction plan that avoids ERISA, or a more traditional model that would fall under ERISA. This issue brief summarizes these rules and highlights the tradeoffs state policymakers will face when deciding which of these new avenues to pursue. The brief will be updated once the proposals are finalized.

Abstract:
Globalization is a framework for describing many affiliated worldwide developments. Globalization isn't simply more of the ongoing process of internationalization; rather it describes the increasing ease with which technologies, people, goods, services and capital move transnationally. But the term is also widely used to convey such elements as universalization and changes to sovereignty. While many embrace it, others fear it. Former Federal Reserve chairman Alan Greenspan has suggested that opposition to globalization could have the effect of reversing progress on free trade. The International Forum on Globalization is one organization that seeks to reverse globalization. The readings in this course pack focus on the many facets of globalization.

Abstract:
The UN sponsored agreement on climate change concluded last month in Paris, France is the most successful and comprehensive to date. Unlike previous agreements such as Kyoto and Copenhagen this one commits almost all countries, including China and the U.S., the world's two biggest polluters, to strive toward reducing carbon emissions caused by the burning of fossil fuels. Each of the signatory countries must ratify the agreement and will then be responsible for implementing it by setting their own target goals.

Abstract:
The number of people in need as a result of the conflict in Syria continues to rise, but the international aid response has failed to keep up. The donor conference in London on 4 February 2016 is another opportunity to reverse that trend and put Syrian civilians first. Oxfam is calling for rich states to commit to fully funding this year’s Syria crisis response appeal and to resettle 10 percent of all registered Syrian refugees by the end of 2016. Oxfam has developed indicators to determine the fair level of commitment that each wealthy country should make to the appeals in 2016 to alleviate the suffering of those affected by the Syria crisis.

The global inequality crisis is reaching new extremes. The richest 1% now have more wealth than the rest of the world combined. Power and privilege is being used to skew the economic system to increase the gap between the richest and the rest. A global network of tax havens further enables the richest individuals to hide $7.6 trillion. The fight against poverty will not be won until the inequality crisis is tackled.

The engagement of Egyptian and Tunisian youth in political violence shows that depending only on classical counter-terrorism strategies will not only fail to prevent violent radicalisation, but it might actually increase it. Both the political and religious actors need to work together to formulate a comprehensive de-radicalisation strategy to render the political and religious spheres less enabling for violent radical ideas and movements.

This policy brief explores the ongoing refugee crisis, analyzes the conventional response framework, and identifies several key issues that are inhibiting European Union member states from addressing the crisis in a comprehensive, organized, and collective manner. Several recommendations are offered to prepare states to better understand and respond to the complex realities of forced displacement and migration in the 21st century.

Like many countries of the MENA region, Morocco has witnessed one of the most vigorous and dynamic youth protest in its modern history during the so-called Arab uprisings. To face this unprecedented form of youth political action, the strategy of the State consisted in containing youth protest by a twofold policy: conducting constitutional reform and trying to de-legitimize the radicals. The Policy Brief analyses what impact this strategy may have had on youth activism in Morocco. It focuses on the way the Moroccan youth movement(s) is adapting to the response of the regime. In this regard, it shows that while the youth movement(s) did not change its strategic objective (parliamentary monarchy) it is progressively changing the means to achieve it.
