Abstract:
The ideas of ruler’s power of the pagan Bulgarians and their expression are a question of debates concerning different fields of humanities such as history, archaeology, epigraphy, religious studies, and art history. The discussion proposed tends to seek the ideological basis of the ruler’s power as seen through cosmogonic, religious and political notions preserved in written historical sources, traces of rites and beliefs in mythology and folklore and in the arts. Thus, the three levels of the ruler’s ideology are considered: the written/verbal texts, ritual texts and visual texts in order to find out a set of iconographic formulae of expressing the power of the pagan Bulgarian ruler.

Abstract:
In this paper, I examine the twelfth century Byzantine satire Timarion. I seek to analyse the background of the work, through a focus on the plot and characters, the classical sources that influenced the Byzantine author and the issues of date and authorship which should be seen in relation to the targets of his attack. While there is no certainty about the identity of the author, the Timarion was written, probably, by a learned author who had knowledge of classical authors and medical theories of his era. This is obvious in the way he embodies these traditions in his satire. Similarly to satires of the classical period, the Timarion’s attack is directed at several directions.

Abstract:
I will analyze in this paper the possibility for a common origin of a word that appears in Romanian as abur "vapor, steam", in Albanian as avull (id.), and in Basque with two forms, as ibar "valley, watered meadow" and ibai "river". Romanian abur and Albanian avull are words of the substratum vocabulary of these languages, with a common origin, the Romanian form being more primitive. If a connection between the Basque ibar / ibai and the PIE root of the previous Albanian and Romanian words could be established, then the three words would have had a common origin.

Abstract:
The text proper is preceded by a short historical comment on the activity of the International Trade in the Lower Danube region. The exports and imports of Romania, and her commercial relations with the different European countries had been, from their very beginning, organised on a highly individual basis owing to the initiative and according to the interests of private citizens. The report is an extremely important source for all social aspects related to the Brăila harbour, from statistic dates about export and import, agriculture, navigation, and economic realities in the towns. This document is an alternative to the statistical sources published by the European Commission of the Danube and by the Romanian authorities.

Abstract:
Party education had an important role in the dynamics of the collectivization process in Romania. The enrolment and “education” of a large number of officers, who were willing to implement by any means necessary the policy of the party, were an essential factor in the success of the collectivization campaign. In the meantime, the progress of party education in the rural areas was used in many communities. As such, they were compelled to reorganise their own social and economic mechanisms so that they would correspond to the ones that the communist regime would accept.

Abstract:
The International Foundation for Electoral Systems (IFES) recognizes that violence against women in elections is a threat to the integrity of the electoral process – it can affect women’s participation as voters, candidates, election officials, activists, and political party leaders, and it undermines the free, fair, and inclusive democratic process. In an effort to better understand and address the ways in which electoral violence creates a barrier to women’s participation, IFES has developed the Violence Against Women in Elections (VAWIE) Framework to specifically identify and address the unique issues related to gender-based election violence. Through analysis and program implementation focused on increasing women’s participation and leadership in democracy assistance, the VAWIE Framework makes narratives of violence against women in elections in their homes, political arenas and public spaces more visible. This is part of IFES’ overall approach to electoral security, which is human-centered, in line with IFES' mission to support citizens' right to participate in free and fair elections, allows for a more holistic approach to security that covers all phases and activities of the electoral process and adheres to international standards and norms governing elections.

Abstract:
First Universal Democratic Elections in Independent Georgia offers a detailed overview of the first national democratic elections conducted in the Republic of Georgia in 1919. These elections served as an acknowledgement of Georgia's independence, which gave it autonomy for the next three years. The book portrays the spirit of multiculturalism being practiced in the lead up to and during the elections, through the development of campaign materials in several languages, such as Georgian, Farsi, Armenian and Russian, as well as allocating special quotas. It also reflects on how various ethnic groups were encouraged to represent their respective communities, with the participation of the Greek’s Democratic Party in elections offered as an example. The first democratic elections proved to be successful in creating gender parity for women and men of Georgia. Other impressive aspects of these elections were how well structured reimbursement procedures were developed for parties and other procedures were conducted professionally, practicing the principles of equality, accessibility and accountability. The book enables readers to get an insight into how Georgia’s newly established government tried to embark on an endeavor to build a democratic state, which would ensure prosperity and equality for its people. It also sheds a light on how advanced Georgian state bodies were in the first half of the 20th century, as the country strived for independence and development while being surrounded by the Russian and Ottoman empires. Representation and engagement of women and ethnic minority groups also serves as a best practice for that period. The book offers a wide range of visual materials, which provide a better understanding of processes and circumstances of not just elections, but the general political situation in the country and contains documentary materials and historical photos.

Women in Bangladesh are uniquely impacted by pervasive violence in the country’s electoral process, as voters, candidates, political party supporters and activists. To explore the effect of electoral violence on women’s meaningful participation, the International Foundation for Electoral Systems (IFES) convened seven focus groups of Bangladeshi women in 2013 and 2015 to discuss electoral violence they have experienced both in the home and in the public sphere. Abstract:
The right to an effective remedy is well established in international law, and stems from the fundamental rights of political participation and universal suffrage. It is the violation of these rights – intentional or otherwise – that necessitates a remedy to restore them. Election experts from the International Foundation for Electoral Systems (IFES) were invited to contribute four chapters to a publication of the American Bar Association’s (ABA) Standing Committee on Election Law, entitled International Election Remedies, published in November 2016. In “Measuring Effective Remedies for Fraud and Administrative Malpractice,” Senior Legal Specialist Katherine Ellena and Center for Applied Research and Learning Director Chad Vickery take on the difficult task of addressing what are effective remedies where fraud and malpractice affect the election. They emphasize the need for electoral remedies that protect the integrity of the process and electoral rights. In "Voter Registration," Michael Yard, a former chief of party in Kenya and Uganda, explains that registration of eligible voters is one of the most time-consuming activities undertaken by many electoral management bodies. To further explore this critical component of election administration, Yard explains the difference among passive, man¬datory and optional registration systems. IFES Indonesia Chief of Party David Ennis and former U.S. Elections Adviser Cameron Quinn describe in “Voting and Election Day” the balance between due process and the need for timeliness in addressing problems on Election Day.

7670. New Report on Abuse of State Resources in Georgia

Abstract:
his report details findings from an IFES Abuse of State Resources Assessment conducted in Georgia following October 2016 elections. This assessment served as the pilot test of the Abuse of State Resources Research and Assessment Framework assessment methodology, which was researched, developed, and peer-reviewed under the Global Elections and Political Transitions mechanism supported by the United States Agency for International Development. Using this methodology, the report draws on detailed desk research as well as a field research mission to Georgia in May 2017. Findings are focused on abuse of state resources (ASR) legal provisions, oversight institutions and enforcement mechanisms. ASR violations are a consistent feature of national and municipal elections in Georgia, and assessment interlocutors see the participation of civil servants in campaign activities as one of the most significant challenges. Also of concern is the perceived over-staffing of public service departments and legal entities of public law, especially at the local level. This report aims to provide actionable recommendations for improving the ASR environment in Georgia. The report focuses on three principles for detecting, deterring and remedying ASR abuses in a manner commensurate with international standards. Principle 1 evaluates the legal framework for addressing three potential avenues for ASR: state personnel, state funds and physical resources, and official government communications. Principle 2 focuses on oversight of the ASR legal framework by independent institutions. Principle 3 analyzes the effective enforcement of sanctions and penalties. The methodology applied for this assessment also acknowledges the need to account for contextual factors may impact the ASR in elections. As such, the report provides a narrative overview of challenges related to the public service framework, campaign finance framework, civil society oversight and advocacy, media environment and public information, and public procurement in Georgia. Based on in-depth analysis of each of the areas described above, the report offers detailed recommendations to strengthen the legal framework with an emphasis on clarifying the rights and responsibilities of civil servants, ensuring that ASR sanctions and penalties achieve a deterrent effect, and clarifying mandates of oversight and enforcement bodies.
