Abstract:
The seventeenth session of the Korea-U.S. West Coast Strategic Forum held on June 29, 2017 in Seoul convened senior South Korean and American policymakers, scholars and regional experts to discuss North Korea policy and recent developments on the Korean Peninsula. Hosted by the Sejong Institute in association with the Shorenstein APARC, the forum continued its focus on Northeast Asian regional dynamics, the North Korea problem, and the state of the U.S.-Republic of Korea alliance. The participants engaged in candid, productive discussion about issues relating to these topics.

Abstract:
As Kim Jong-un begins his sixth year as leader of the Democratic People’s Republic of Korea (DPRK), it is appropriate to shift the focus from his moves to consolidate power to the impact that the organizational and staffing changes made under his leadership have had on the operations and efficacy of the system he leads. Toward that end, Stanford’s Shorenstein Asia-Pacific Research Center and the Republic of Korea’s Institute for National Security Strategy (INSS) have prepared a joint paper utilizing the complementary resources of both institutions. This paper summarizes the findings and insights from this collaboration. We focus on personnel and organizational changes, and the economic performance of North Korea.

President-elect Moon has gained office riding a wave of demand for social justice and a reform of democratic governance in South Korea. These are the issues that are certain to consume his attention and that of voters. U.S. policymakers need to be mindful that the domestic factors that led to this shift in power in South Korea will remain paramount. That said, the return to power of South Korea’s progressives augurs a significant shift in several areas of policy that will have a clear impact on alliance relations with the United States.

As OPEC has loosened its grip over the past ten years, the oil market has been rocked by wild price swings, the likes of which haven't been seen for eight decades. Crafting an engrossing journey from the gushing Pennsylvania oil fields of the 1860s to today's fraught and fractious Middle East, Crude Volatility explains how past periods of stability and volatility in oil prices help us understand the new boom-bust era. Oil's notorious volatility has always been considered a scourge afflicting not only the oil industry but also the broader economy and geopolitical landscape; Robert McNally makes sense of how oil became so central to our world and why it is subject to such extreme price fluctuations. Tracing a history marked by conflict, intrigue, and extreme uncertainty, McNally shows how—even from the oil industry's first years—wild and harmful price volatility prompted industry leaders and officials to undertake extraordinary efforts to stabilize oil prices by controlling production. Religions are reemerging in the social, political, and economic spheres previously occupied and dominated by secular institutions and ideologies. In the wake of crises exposing the limits of secular modernity, religions have again become significant players in domestic and international politics. At the same time, the Catholic Church has sought a "holy alliance" among the world's faiths to recentralize devout influence, an important, albeit little-noticed, evolution in international relations. Holy Wars and Holy Alliance explores the nation-state's current crisis in order to better understand the religious resurgence's implications for geopolitics. Manlio Graziano looks at how the Catholic Church promotes dialogue and action linking world religions, and examines how it has used its material, financial, and institutional strength to gain power and increase its profile in present-day international politics. Challenging the idea that modernity is tied to progress and secularization, Graziano documents the "return" or the "revenge" of God in all facets of life. He shows that tolerance, pluralism, democracy, and science have not triumphed as once predicted. To fully grasp the destabilizing dynamics at work today, he argues, we must appreciate the nature of religious struggles and political holy wars now unfolding across the international stage.

Abstract:
This paper explores the state of internal governance in Egyptian human rights NGOs. It looks at their internal structures including; decision-making processes, the existence and role of governing boards, relationships with donors, levels of accountability and representation of constituencies along with the relationship with the government within a restrictive legal and political environment. It argues that while the restrictive environment for civil society in Egypt has hindered the development of stronger internal governance mechanisms in many organizations, the internal dynamics of these organizations have also contributed to the weak internal governance structures in most of them. The dilemmas that persisted through different generations and phases of Egyptian human rights organizations include balancing activism on public issues with bureaucratization and professionalization of vehicle organizations, the difficulty for and resistance from founders/directors to leave their influential posts, developing better participatory mechanisms of accountability towards the NGOs constituencies and addressing the “stigma” of foreign funding

Abstract:
The state was the subject of political and political economic analysis in general in the post-independence period. This was also the case in the Arab region, where new states emerged with cumbersome civil bureaucracies and large military and security apparatus, and with huge powers to control the management and direction of (natural and human) economic resources. It was as if the burden of economic and social modernization had been placed on those newly independent States in the face of traditional societies lacking the social classes capable of advancing modernization, be they bourgeois or national proletariat. Despite the decline of the development models of the state by the seventies, the Arab state has continued to be the focus of analysis of development and modernization with the flow of oil money and the emergence of rentierism in most, if not all, the Arab countries, whether direct producers of oil or receivers of oil through secondary flows. This has placed emphasis on the importance of the state as a holder of wealth and as a source of distribution for different social strata.
