6681. The Value of Redistribution: Natural Resources and the Formation of Human Capital under Weak Institutions

Abstract:
We exploit time and spatial variation generated by the commodities boom to measure the effect of natural resources on human capital formation in Peru, a country with low governance indicators. Combining test scores from over two million students and district-level administrative data on mining production and the redistribution of mining taxes to local governments, we find no effect from production. However, redistribution of mining taxes increases math test scores by 0.23 standard deviations. We identify the improvements in the quality of teachers and in school infrastructure, together with increases in adult employment and health outcomes of adults and children, as key mechanisms from the redistribution. Policy implications for the avoidance of the natural resource curse are discussed.

6682. Promoting prenatal health care in poor rural areas through conditional cash transfers: evidence from JUNTOS in Peru

Abstract:
The authors assess the effects of JUNTOS, a conditional cash transfer program targeted to poor rural households in Peru, on the utilization of prenatal health care by women exposed to the program during their most recent pregnancy. They implement a difference-in-differences estimation technique to uncover the effects of JUNTOS on the utilization of prenatal health care, the quality of prenatal health care, utilization of health care at birth, and obstetric complications at birth. Researchers use data from the publicly available Demographic and Health Surveys (DHS) from the period 2000-2014. Results suggest that the program has increased prenatal health care utilization. Even more salient, the results also suggest an improvement in the quality of health care received and a reduction of obstetric complications at birth.

Abstract:
Demonetisation has been the contentious issue in Indian politics ever since the Prime Minister Narendra Modi, declared that Rs 500 and Rs 1000 notes would cease to be legal tenders from midnight of 8thNov 2016. Demonetisation or the withdrawal of form of currency from circulation is nothing unique as many countries have done it. In 2002 the nations of the European Union began to use to common currency of Euro and demonetised the old national currenciessuch as mark, franc and lira. In 2015, Zimbabwe demonetized its currency in response to hyperinflation. The Indian exercise, however, stands distinct to other economies due to the suddenness of the decision as the declaration and its implementation occurred in a matter of hours. The abruptness was compounded by the volume of the exercise as 86 percent of all legal tender in the country was demonetised and cash transactions constituted nearly 80 percent of all economic transactions in the country (Ghosh 2016). Naturally the decision and its implications have dominated political and electoral discourse of the country (Express Web Desk 2016).

Abstract:
Democratization and regional integration are phenomena relatively new in South America. After decades of authoritarian regimes, new democratic orders and globalization brought the necessity of looking for partnership in the neighborhood. The Common Market of the South, or in the Spanish acronym Mercosur, was created in 1991, as an attempt to bring the countries in the region not only economically but also politically closer. Although initially a project lead by Brazil and Argentina, Mercosur has today threemore members: Paraguay, Uruguay, and Venezuela. Bolivia is in the process of integration and Chile, Peru, Colombia, Ecuador, Guyana and Surinam are associate members (MERCOSUR, 2017).

Launched in 2014, this annual conference aims to convene eminent scholars and public leaders at Harvard in order to debate critical challenges facing Europe. The 2017 Summit took place at Harvard on November 6 and focused on “Europe and Transatlantic Relations in the Era of Populism.” It was a partnership of CES, the diaNEOsis Research and Policy Institute and the WZB Berlin Social Science Center.

Abstract:
It seems wonderfully fitting that we're celebrating the Centre for Feminist Foreign Policy's one year anniversary with the launch of Disrupted, focusing this issue on none other than feminist foreign policy itself. At CFFP, our endgame is the adoption of feminist foreign policy worldwide as we believe it to be one of the best solutions to combat the elitest, inequitable, and harmful foreign policies we see all too often. The aim of this journal is to highlight both established and emerging voices, and to seek to understand how the everyday actions of people - actions which might seem simply social or even private - are decidedly politically charged, and vice versa. We challenge assumptions about the unquestioned objectivity of policy - assumptions which miscalculate power structures and tend to leave an analysis of international politics lacking. We attempt to understand how the identities of both subjugated and the elite interact to reify systemic bias, and perhaps most importantly, we do not presume the authority to speak on behalf of anyone else. Ultimately, we see a feminist analysis of foreign policy not only as compelling, but as indispensable to achieve a more equal world. Thank you so much for supporting this publication. 6687. Controlling Agency Choke Points: Presidents and Turnover in the Senior Executive Service

Abstract:
If presidents wish to see their policy priorities implemented, they need control over career executives occupying key decision-making positions. This paper examines the extent to which new presidential administrations marginalize high level career executives and whether political conflict with a new administration drives executives from their positions. Once in office, presidents are more likely to target individuals with whom they conflict and those in important policymaking positions. Turnover is also affected by the choices of career executives. Some anticipate conflict and strategically exit before a new president takes office. To assess our theory, we use unique new data that combines individual survey responses with personnel records to analyze the probability that an agency executive departs her position from March 2015 to July 2017. Given our findings that turnover is driven both by presidential marginalization and strategic exit by bureaucrats, we conclude with implications for presidential efforts to control the bureaucracy.

6688. Military Statecraft and the Use of Multinational Exercises in World Politics

Abstract:
How do major powers use militaries to cope with diverse threats in a complex environment of costly conventional war, emerging power competition, as well as the persistent challenge of violent non-state actors? I argue that multinational military exercises provide a tool for major powers to reduce the unpredictability of non-state threats as well as to weaken other powers through balancing and regime-promotion. The number of multinational exercises has increased substantially since the Cold War, which is puzzling given the end of superpower rivalry and incentives to enjoy the peace dividend. Textual analysis and regressions of over a thousand multinational military exercises from 1980-2016 reveal that major powers reacted to an increase in strategic uncertainty by implementing exercises as a means to combat ambiguous non-state threats. Yet as major power competition becomes more intense, I expect major powers to leverage these same types of exercises to undermine one another.

Abstract:
In recent years, important policy developments have impacted the electricity market in the European Union (EU), affecting the cost of energy and resulting in changes to countries’ electricity generation mix. This paper details the Spanish and Portuguese attempts to transition to a cleaner energy economy. At the end of the last century, Iberian countries started the process of liberalizing their electricity market and promoting the use of renewable energies in the electricity mix. Their objectives included establishing a “greener” energy supply, opening new employment opportunities, reducing dependence on imported fossil fuels, and pursuing a more sustainable economy and society. Assuming a leading role in the energy transition process has been a novel and challenging endeavor for both countries. The economic crisis only increased those challenges, leading to mixed results. In addition to covering the evolution of the Iberian electricity sector, this paper identifies key considerations for the future.

Abstract:
Just as mainstream economics neglects the biophysical basis of production and disregards energy as the most fundamental input, it likewise ignores the existence of the public economy. Both types of denialism threaten the ability of societies to develop energy solutions that can meet the needs of the polity. This article calls for a new theory of the public economy and it outlines elements of such a theory. Both a biophysical economics and a new public economics are needed to address the energy challenges confronting modern societies.
