Abstract:
While Russia’s military involvement in the war in Syria has received great attention, less focus has been directed at the foreign fighters from Russia and other post-Soviet states who have joined the Islamic State and other Jihadist groups. The emergence of these Jihadists has been a gradual process, which began in the 1990s, and it has now led to a situation where an estimated 7,000 Russians and 3,000 Central Asians are fighting in Syria. These figures present a challenge for the various states fighting the Jihadist groups, but they pose a much greater problem for the Russian and other national authorities, who will have to handle the fighters, when they return home.

Abstract:
This article reviews important differences in how Islamic State, Jabhat al-Nusra and Ahrar al-Sham perceive the role of the foreign fighter and outlines local dilemmas integrating foreign fighters entails for the three movements. It shows how, in addition to boosting fighting capacity, a high number of foreigners might also represent a crucial weakness.

6673. Migrants, Housewives, Warriors or Sex Slaves: AQ’s and the Islamic State’s Perspectives on Women

Abstract:
Why do young Muslim women from the whole world join the Islamic State (IS) in Syria and Iraq, despite the fact that the group is notorious for conducting terrible sexual violations against women? Through comparing how al-Qaeda (AQ) and IS are positioning women in their ideological literature, this article sheds light on IS’ appeal to women. This is interesting, as AQ in a historical perspective only attracted a handful of European women to physically join the group. The comparison highlights that AQ and IS position women in different ways: as housewives, migrants, warriors and sex slaves. Both groups’ ideologies agree that a woman’s primarily role is to be a housewife and mother, and exclude in principle women from the battlefield. However, only IS is emphasizing that Muslim women have a right and duty to migrate to its territory. Through using ideological arguments in its literature, IS convinces its supporters that it is a religious duty to enslave women the group defines as idolaters. For this reason, IS’ brutality against non-Muslim women will not discourage its female supporters from joining the group.

Abstract:
China’s expansion in maritime East Asia has relied heavily on non-naval elements of sea power, above all white-hulled constabulary forces. This reflects a strategic decision. Coast guard vessels operating on the basis of routine administration and backed up by a powerful military can achieve many of China’s objectives without risking an armed clash, sullying China’s reputation, or provoking military intervention from outside powers. Among China’s many maritime agencies, two organizations particularly fit this bill: China Marine Surveillance (CMS) and China Fisheries Law Enforcement (FLE). With fleets comprising unarmed or lightly armed cutters crewed by civilian administrators, CMS and FLE could vigorously pursue China’s maritime claims while largely avoiding the costs and dangers associated with classic “gunboat diplomacy.”

Abstract:
Amid growing awareness that China’s Maritime Militia acts as a Third Sea Force which has been involved in international sea incidents, it is necessary for decision-makers who may face such contingencies to understand the Maritime Militia’s role in China’s armed forces. Chinese-language open sources reveal a tremendous amount about Maritime Militia activities, both in coordination with and independent of the People’s Liberation Army (PLA). Using well-documented evidence from the authors’ extensive open source research, this report seeks to clarify the Maritime Militia’s exact identity, organization, and connection to the PLA as a reserve force that plays a parallel and supporting role to the PLA. Despite being a separate component of China’s People’s Armed Forces (PAF), the militia are organized and commanded directly by the PLA’s local military commands. The militia’s status as a separate non-PLA force whose units act as “helpers of the PLA” (解放军的 助手) is further reflected in China’s practice of carrying out “joint military, law enforcement, and civilian [Navy-Maritime Law Enforcement-Maritime Militia] defense” (军警民联防). To more accurately capture the identity of the Maritime Militia, the authors propose referring to these irregular forces as the “People’s Armed Forces Maritime Militia” (PAFMM).

The missile fast-attack craft and amphibious fleets of the People's Liberation Army (PLA) Navy (PLAN) have undergone significant modernization over the past fifteen years. The capabilities of both categories of vessels have improved even if their actual numbers have not increased dramatically. Examined from the perspective of PLA doctrine and training, the missions of these forces represent the PLAN's past, present, and future.

Gaza has long been a place of desperate need, with huge challenges in all areas of civic life. Devastating escalations in violence not only destroy lives and infrastructure, but also hope and aspiration. In the midst of this, the most marginalized people are often ignored or forgotten. As part of the Within and Without the State programme, community researchers worked with women with disabilities to enable them to devise a plan for periods of crisis. This included strengthening emergency preparedness, coordinating assistance, ensuring shelters are disability-friendly and supporting long-term advocacy for women with disabilities.

Conflict in Yemen has left thousands dead, millions homeless or hungry, and an economy in ruins. But hopes for peace talks are fading and a new approach is needed. Women and girls are particularly affected by the conflict and have a crucial role to play in building peace at the local level. Despite some efforts to assist them, women are not receiving enough practical support and diplomatic commitment. Such backing is necessary to bridge the gap between local, national and international peace talks. This is essential for a viable and inclusive peace process that yields lasting results.

The gap between the richest and the rest in Indonesia has grown faster in the past two decades than in any other country in South-East Asia. The four richest men in Indonesia now have more wealth than the poorest 100 million people. Inequality is slowing down poverty reduction, dampening economic growth and threatening social cohesion. President Jokowi has made fighting inequality his administration's top priority for 2017. This report shows how he could achieve this by enforcing a living wage for all workers, increasing spending on public services, and making big corporations and rich individuals pay their fair share of tax.

6680. How do Latin American migrants in the U.S. stand on schooling premium? What does it reveal about education quality in their home countries?

Abstract:
Indicators for quality of schooling are not only relatively new in the world but also unavailable for a sizable share of the world’s population. In their absence, some proxy measures have been devised. One simple but powerful idea has been to use the schooling premium for migrant workers in the U.S. (Bratsberg and Terrell 2002). In this paper the authors extend this idea and compute measures for the schooling premium of immigrant workers in the U.S over a span of five decades. Focusing on those who graduated from either secondary or tertiary education in Latin American countries, they present comparative estimates of the evolution of such premia for both schooling levels. The results show that the schooling premia in Latin America have been steadily low throughout the whole period of analysis. The results stand after controlling for selective migration in different ways. This contradicts the popular belief in policy circles that the education quality of the region has deteriorated in recent years. In contrast, schooling premium in India shows an impressive improvement in recent decades, especially at the tertiary level.
