6491. The Economic Dimension of the Czech Foreign Policy

Abstract:
In 2017, the domestic support of the Czech Republic’s external economic relations (EER) maintained its continuity and corresponded with the recent developments in the world economy and the EU’s proactive policies in the internal market. It derived from the recent updates of the Export Strategy of the Czech Republic for 2012–2020 and the Map of Global Export Opportunities 2016/17 and profited from the improved relations between the relevant stakeholders and their ever-extending activities as well as newly introduced export and investment promotion tools. The period was successful in terms of performance as the Czech Republic achieved both an extraordinary increase in exports and a remarkable rate of GDP growth. This was combined with a growing emphasis on sustainable development. On the other hand, several questions relating to the institutional architecture remained. The adaptation of the system to the needs of a 21st century small open economy will be a challenge, and its possible failure one of the main risks in the future.

Abstract:
In 2017, the Czech Republic focussed mainly on the issue of strengthening energy security, both within the EU and the V4, and bilaterally in its relations with Germany, Austria, Russia, USA and France. In this context, the politicisation of the Czech discourse regarding the external dimension of energy security has been rather limited. Similarly, the polarisation of the Czech external dimension of the energy security discourse has also been limited. Despite this, the Czech government has relatively successfully tried to maintain a unified position in its energy policies, which is why in this case we can talk about a coherence within time, and across different players, as well as through the declared priorities of both the government and the EU. Last, but not least, the Czech Republic was supportive of creating common policies based on its proactive approach and co-operative position. The Czech Republic also adapted to external politics in the area of energy – which was the result of its reactive approach and neutral position.

Abstract:
In 2017, the Czech Republic went through the third round of the Universal Periodic Review and, for six months, it assumed the chairmanship in the Committee of Ministers of the Council of Europe, the main European human rights organisation. These events might help promote the Czech human rights foreign policy both inside and outside the country. Yet, they were largely overshadowed, first, by the crisis in the government coalition, and, later on, by the parliamentary elections. The elections, resulting in the victory of Andrej Babiš’s ANO and the defeat of virtually all the traditional political parties, heralded potential changes in the Czech human rights foreign policy. Yet, since so far, ANO has been rather ambiguous in its approach to human rights, it is not easy to predict what direction such changes may take.

Abstract:
Following the European Year for Development 2015 and the transitional year 2016, 2017 promised to be the year when the Czech development agenda would find a new direction thanks to the introduction of a comprehensive sustainable development framework, new strategic documents, increases in funding and the evolution of the development institutions. Looking back, however, we can safely say it did not happen. While the new framework and strategies have been put in place and the institutions are evolving accordingly, most of the political scene seems to have once again lost interest in the agenda, or even question its utility. Amid growing pragmatism and polarisation, the main question increasingly faced by the Czech development policy is not whether and how it should relate to other dimensions of foreign policy (be it security, migration or business promotion), but rather whether, and to what extent, it will remain one of the country’s pursuits and priorities.

Abstract:
In the field of Czech public diplomacy, the year 2017 did not represent an exceptional year that would bring new major topics or changes. It can be characterised as a transition period from a situation of instability and maybe even uncertainty about the future and leadership of the most visible actor of Czech cultural diplomacy – the Czech Centres (CC). In the second half of the year, however, we may identify new positive ways of strategic thinking about their future. 2017 also saw a continuous trend in the diversification of fields and practices in public diplomacy areas where new forms of diplomatic practice and fields of activity gained a greater place and more attention, such as sports diplomacy. Last, but not least, the Czech public diplomacy has remained dominated by a pragmatic view prioritising the economic potential of various public diplomacy activities without a stronger support for a longer-term vision.

Abstract:
One distinguishing feature of the “new” regionalism is its outward orientation – the increased importance of the external dimension of regional cooperation. It makes sense, then, that efforts to manage external perceptions of a region, on the part of policy-relevant actors in that region, might contribute to important changes to regional norms and institutions. By and large, though, existing accounts of normative and institutional change at the regional level do not explicitly conceptualize and theorize collective image consciousness and management. This paper offers an initial attempt to address this conceptual gap, making use of two cases of regional image crisis (post-Cold War Africa and post-1997 Southeast Asia) in order to draw out logics of regional image consciousness and to distinguish among types of regional image management efforts. As regional communities of states, Africa and Southeast Asia promoted and adhered to a relatively strict interpretation of the principle of non-interference during the Cold War period. In the post-Cold War era, the non-interference norm has eroded in both regions. In each, these developments constituted – in part – a collective image management strategy, aimed at external audiences. Reforms to regional institutions were promoted in part as efforts to ameliorate negative international perceptions.

6497. Global Peace Index 2017: Measuring peace in a complex world

The GPI covers 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources and measures the state of peace using three thematic domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to presenting the findings from the 2017 GPI, this year’s report includes analysis of the Positive Peace factors that are most important for transitioning to higher levels of peace and how deteriorations in Positive Peace are linked to the rise of populism in Europe. The report also assesses the trends in peacekeeping and militarisation, including a cost/benefit analysis highlighting the positive economic benefits from early peacebuilding interventions.

6498. A New Era in American Politics: The Trump Administration and Mainstream Islamophobia

Abstract:
This report analyzes how far-right Islamophobic discourse has been mainstreamed with the election of President Donald J. Trump. Through qualitative research examining the rhetoric employed by the Trump campaign and subsequent administration, the report finds that senior Trump administration appointments share a common belief that Islam and Muslims are a danger to the United States. This view has been present in the far-right world of bloggers and pundits and ballooned following the horrific events of September 11th, 2001, but is now represented in the White House by key members of the Trump administration. Further, the Trump administration has already begun to enact its anti-Muslim and anti-Islam policies. The study finds that the 45th President and his administration’s rhetoric and guidelines normalize Islamophobia thus creating an environment in which discriminatory policies targeting Muslims are legal.

Dear Reader, Welcome to The Berlin Pulse! In the past years, calls for greater German international engagement were heard at many occasions. As Germany sets out for a new coalition experiment, the question is whether the new government will assume this responsibility, and how it will address international challenges. To succeed, a Chancellor Angela Merkel will have to reconcile the views of her coalition partners with expectations of Germany’s international partners. How much leeway does a new government have between international expectations and domestic constraints? The idea behind The Berlin Pulse is to guide policy-makers and experts on this fine line. To this end, prominent international authors such as Jens Stoltenberg and Mohammad Javad Zarif formulate their expectations for Germany on 2018’s most pressing issues. A representative survey commissioned by Körber Foundation in October 2017 contrasts their perspectives with German public opinion. We will publish The Berlin Pulse annually on the occasion of the Berlin Foreign Policy Forum, which we host together with the Federal Foreign Office. The contrast of domestic and international perspectives indicates what kind of foreign policy actor Germany can become. For example, while many foreign policy makers demand that Germany punches its weight on the international stage, Germans do not demonstrate the same enthusiasm: 52 percent prefer international restraint over increased engagement, a value similar to past years. As Timothy Garton Ash writes in his contribution on Germany’s role in the world, “there has been no historical caesura since 3 October 1990 large enough to justify talking about a ‘new’ Germany.” And while experts still discuss whether we are in a “post-Atlantic era”, the German population already seems to have reached a conclusion: 56 percent consider the relationship between the US and Germany to be somewhat or very bad, and a striking 88 percent would give a defense partnership with European states priority over the partnership with the US. In an interview for The Berlin Pulse, Condoleezza Rice stresses the importance of increased defense spending for the transatlantic relationship, yet 51 percent of Germans think spending should stay at current levels. Opinion polls are often snapshots. Yet, we have been conducting polls since 2014 and believe that continuity allows distinguishing between outliers and underlying characteristics of German public opinion on foreign policy. We particularly thank the Pew Research Center for fielding six joint questions on the transatlantic relationship in the US. The motto of our founder to “talk to each other rather than about each other” has guided Körber Foundation’s activities from the beginning. The Berlin Pulse shall gather representative voices from within and outside Germany to illustrate and acknowledge the potential and limits of Germany’s role in the world. We believe this is a prerequisite for developing a viable and successful foreign policy. Behind every successful publication, there is a dedicated editor. Thanks to the acumen and persistence of Luise Voget, Program Manager at our International Affairs Department, the idea of a ‘guidebook to German foreign policy’ has been molded into 60 pages of data, analysis and opinion: The Berlin Pulse. 6500. Why northern Ghana lags behind in Ghana’s growth and poverty reduction success

Abstract:
Ghana’s post adjustment growth and poverty reduction performance has been hailed as impressive, albeit with spatial disparities in the distribution of welfare, especially between the north and south of the country. Researchers generally agree that economic growth does not always reduce poverty. Indeed, the effectiveness of growth in reducing poverty depends on the level of inequality in the population. Growth that increases inequality may not reduce poverty; growth that does not change inequality (distribution-neutral growth) and growth that reduces inequality (pro-poor growth) result in poverty reduction. Policy makers can promote pro-poor growth by empowering the poor to participate in growth directly. Policy makers can focus on interventions that improve productivity in smallholder agriculture, particularly export crops, increasing employment of semi-skilled or unskilled labour, promoting technology adoption, increasing access to production assets, as well as effective participation in input and product markets. Also, increasing public spending on social services and infrastructure made possible by redistribution of the benefits of growth benefits the poor, indirectly.
