632. Evaluating our Evaluations: Recognizing and Countering Performance Evaluation Pitfalls

- Selecting the right person for the right job at the right time is a persistent challenge faced by organizations. Performance evaluations are a fundamental component of selection processes, and their use in the Army is nearly as old as the service itself. Some early evaluation systems consisted of a list of officers in a regiment with observations noted for each ranging from “a good-natured man” to “merely good—nothing promising” to “a man of whom all unite in speaking ill.” While our current evaluation form adds a bit more science to the art of performance evaluation, a constant in the Army’s performance evaluation system is the reliance on raters to render their judgment on the potential of a subordinate for service at higher levels. The purpose of this article is to better equip raters to exercise these judgments. While we recognize the calls for personnel management reform and the initiatives underway to better manage the Army’s talent, our purpose is not to add another voice to these suggestions for structural changes to the Army’s evaluation system.Instead, we focus on the process of discretionary judgment exercised by raters that is and will continue to be an integral part of performance evaluation. Our aim is to recognize the structural and cognitive biases inherent in our evaluation system and provide recommendations to help senior raters more objectively evaluate their subordinates. While we think the importance of this topic is self-evident, educating raters on the potential for bias in their evaluations is especially important in the type of rating system used by the Army. This system places great emphasis on the person serving as the senior rater. Although the evaluation forms include assessments from raters and sometimes intermediate raters, the senior rater comments are widely acknowledged to carry the most weight for promotion and selection decisions due to the small amount of time available to evaluate a soldier’s file. Most positions involve work that is highly interdependent on other members of the organization, which places a considerable demand on raters to assess and articulate how much an individual contributed to the output of the group. While the performance of an officer is undoubtedly important to his or her chances for promotion or selection, the abilities of the officer’s senior rater to convey the level of this performance through an evaluation is also vital to talent management. Previous studies demonstrate that exposure to a high-quality mentor increases an officer’s likelihood of an early promotion to major by 29 percent, perhaps because high-quality mentors are skilled at communicating their protégé’s potential in their performance evaluations. Equipping raters to make their best possible judgments of subordinates and clearly articulating these judgments is vital to fostering a meritocratic Army talent management system.

633. Failing Africa’s Farmers: An Impact Assessment of the Alliance for a Green Revolution in Africa

- The Alliance for a Green Revolution in Africa (AGRA) was founded in 2006 with the goal of bringing high-yield agricultural practices to 30 million smallholder farming households. With the adoption of commercial seeds and inorganic fertilizer, AGRA set out to double crop productivity and incomes while halving food insecurity by 2020. As AGRA reaches its self-declared deadline for these ambitious goals, how well has AGRA done in increasing productivity, incomes, and food security? The organization has received roughly $1 billion in funding, two-thirds of it from the Bill and Melinda Gates Foundation, and disbursed more than $500 million in grants, mainly in 13 priority African countries. The Green Revolution technology campaign has been supported during this time by international programs far larger than AGRA and notably by national governments in Africa, which have spent roughly $1 billion per year on programs that subsidize the purchase of commercial seeds and fertilizers. There is little publicly available documentation of impacts, from AGRA, the Gates Foundation, or donor governments that have supported the initiative. This paper attempts to fill some of that accountability gap. Because AGRA declined to provide data from its own monitoring and evaluation, we use national-level data to assess progress in productivity, poverty reduction, and food security in AGRA’s 13 countries. We find little evidence of widespread progress on any of AGRA’s goals, which is striking given the high levels of government subsidies for technology adoption. There is no evidence AGRA is reaching a significant number of smallholder farmers. Productivity has increased just 29% over 12 years for maize, the most subsidized and supported crop. This falls well short of doubling yields, which would be a 100% increase. Overall staple crop yields have grown only 18% over 12 years. Meanwhile, undernourishment (as measured by the FAO) has increased 30% in AGRA countries. These poor indicators of performance suggest that AGRA and its funders should change course. We review more promising approaches African governments and donors should consider.

634. Peacekeeping and the Enforcement of Intergroup Cooperation, Evidence from Mali

- Abstract:
- Despite the abundance of evidence that peacekeeping works, we know little about what actually makes peacekeepers effective. Recent work suggesting that local agendas are central to modern conflicts make this omission particularly problematic. The article demonstrates that the presence of peacekeepers makes individuals more optimistic about the risks of engagement and the likelihood that members of outgroups will reciprocate cooperation. I use data from a lab-in-the-field experiment conducted in Mali, a West African country with an active conflict managed by troops from France and the United Nations (UN), to show that UN peacekeepers increase the willingness of individuals to cooperate relative to control and French enforcers. Moreover, I find that UN peacekeepers are especially effective among those participants who hold other groups and institutions in low esteem as well as those who have more frequent contact with peacekeepers. Follow-up interviews and surveys suggest that perceptions of the UN as unbiased rather than other mechanisms account for its effectiveness.

- Abstract:
- This paper aims to introduce the state of art on hybrid warfare and seeks to address the conceptual confusion regarding an ever-expanding concept of hybrid warfare. By doing so, this paper simultaneously attempts to assess the growing significance of cyber and information domains within the hybrid warfare, which can be clearly illustrated by the example of the Russian hybrid warfare strategy. The Russian approach to hybrid warfare has considerably broadened the scope of hybrid warfare and changed the focus of debates from military to non-military components of hybrid warfare. Therefore, the purpose of this paper is: 1) to produce a deeper insight into hybrid warfare, including related trends, and 2) to assess the role and impact of cyber and information warfare with a particular focus on Russia. This paper can serve as an introduction that guides policy makers with expert opinions, and as such, intends to motivate further investigation in this field.

- Abstract:
- It is difficult to imagine what could unite Jürgen Habermas, Francis Fukuyama, Judith Butler, Noam Chomsky, Martha Nussbaum, Michael Walzer, Yuval Noah Harari and Vladimir Mironov.1 However, the renowned Institute for Philosophy and Social Theory in Belgrade (IFDT), founded to settle dissident intellectuals expelled from the university for their involvement in the Yugoslav 1968 protests, managed to do so. An international appeal has reached us in the past few days which has revealed once more the ongoing clandestine attack on freedom of thought and academic autonomy in Serbia. Unfortunately, Serbia is not alone in democratic backsliding, neither in Southeast Europe or Europe more generally, nor at the global level. Democracy has been openly challenged in several EU states, while the most recent developments in the USA have revealed the depth of internal fractures in American liberal democracy. Thus, it is not surprising that the Southeast European region (SEE) - a post-conflict, semi-peripheral area in Europe - faces growing illiberalism and varying types of competitive authoritarianism and new despotism.

- Europe has not yet achieved creating a common European sense of »who we are«. The question is whether EU normative influence ever truly existed and whether substantial normative transfers to Southeast Europe (SEE) have ever been achieved. The prevailing top-down »one size fits all« approach to democratization in Southeast Europe must be contested in favour of a more nuanced methodology that considers the interests, grievances, and demands of each society.We cannot have societies with true European values without creating high-quality discursive spaces where SEE citizens can socialize as active citizens. We need to build a democracy of informed and engaged citizens that do not exclude each other.

638. The Western Balkans in Times of the Global Pandemic

- The global COVID-19 pandemic and the measures taken by governments around the world constitute a major rupture to the “business as usual”, and this includes the Western Balkans, too. The pandemic has been overshadowing other developments while also accelerating existing trends, and it will continue to do so. This analysis establishes the COVID-19 pandemic as a critical juncture, a crisis that can permanently shake up institutions and societies. There are considerable dangers beyond the impact of the pandemic on human lives, ranging from an economic crisis which could turn out to be worse than the one in 2008/9, to a heightened crisis of democracy and a geopolitical shift. None of these developments are inevitable and some of the consequences of the COVID-19 pandemic for the Western Balkans can be mitigated. By exploring nine critical fields, this analysis will highlight ways in which the pandemic and government responses pose particular challenges: 1. The Role of the State, 2. Democracy and State Capture, 3. Geopolitical Shifts, 4. New Nationalisms, 5. Social Resilience, 6. Environmental Impact, 7. Migration and Health Care, 8. Health Care and Social Security and 9. Economic Implications. With regard to all of the critical fields, the study examines the impact and outlines possible risks and opportunities before identifying specific interventions that could prevent the worst consequences for the region. In its emergency response, the EU needs to include all Western Balkans countries in assistance and post-emergency reconstruction plans, irrespective of the status of their accession talks. The full inclusion of the region is essential so as to prevent dire economic consequences and geopolitical drift. Support to overcome post-crisis economic and social effects should be conditioned on measures to reduce state capture. The pandemic cannot be an excuse for an unlimited suspension of democracy and restrictions on civil liberties must be temporary, proportional and transparent. The EU needs to identify and monitor the restrictions concerning democratic institutions and civil liberties that are permissible during the state of emergency in the Western Balkans. After the pandemic, state-society relations need to be rebuilt and the states of the region need to prioritise communication and education of the population over excessive repression. The spread of fake news is best combatted by clear and open communication, not through restrictions and censorship. Vulnerable groups, such as the Roma, need to be given access to healthcare and be protected from discrimination. The environmental crisis in the region will not be resolved or even ameliorated and faces the risk of becoming sidelined in the interest of a quick economic recovery. The combination of reduced car traffic during the lockdown and the continued record-high lev- els of air pollution have exposed the urgency of decisive action in regulating heavy industry: many large factories keep violating environmental standards and endangering the citizens’ health. To address the economic and social consequences, governments should support SMEs in particular, while also securing food supply for vulnerable groups. Finally, a temporary universal basic income could help citizens who have lost their livelihood. There is both a short- and long-term need to improve the quality of hospitals in terms of equipment, adequate supplies of medication, and reducing overcrowding of acute hospital wards, along with a raise in wages for hospital staff to secure their retention. A joint approach by governments and EU member states is required to address the shortage of medical personnel due to emigration from the region, which puts an additional strain on health care. A careful mixture of short- and long-term measures is needed to prevent the pandemic from turning into an enduring disaster for the Western Balkans. The crisis has also given greater visibility to many structural weakness- es in the region, from the weak health care systems, low trust in the state, to weak democracy and state capture, while at the same time awakening civic consciousness and serving as a backdrop for increased solidarity among citizens. Putting a spotlight on the weaknesses can help tackle them and build more resilient societies.

- The U.S. military’s prevailing norms of military professionalism are poorly suited to meet today’s civil-military challenges. These norms, based on Samuel Huntington's objective civilian control model, argue that the military should operate in a sphere separate from the civilian domain of policymaking and decisions about the use of force. Yet, these norms also undermine the military’s nonpartisan and apolitical ethos, weaken civilian leaders' control of military activity, and undercut the country’s strategic effectiveness in armed conflict.
