Abstract:
This is the twelfth edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive data-driven analysis to-date on trends in peace, its economic value, and how to develop peaceful societies. The GPI covers 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace using three thematic domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to presenting the findings from the 2018 GPI, this year’s report includes analysis of trends in Positive Peace: the attitudes, institutions, and structures that create and sustain peaceful societies. It looks at changes in indicators of Positive Peace that immediately precede deteriorations or improvements in peacefulness, which provides a framework for predictive analysis. The report also assesses the ways in which high levels of peace positively influence major macroeconomic indicators.

Abstract:
The 2018 Mexico Peace Index (MPI), produced by the Institute for Economics and Peace (IEP), provides a comprehensive measure of peacefulness in Mexico. The MPI is based on the work of the Global Peace Index, which is the leading measure of global peacefulness and has been produced by IEP every year since 2007. This is the fifth annual edition of the MPI, setting out the key trends, patterns and drivers of peace in Mexico, while also highlighting the most significant policy opportunities available to governments. The report analyses the dynamics of violence in Mexico and the strengths and weaknesses of the attitudes, institutions and structures, known as Positive Peace, needed to substantially lower the rates of violence. The report also estimates the significant economic impact of violence to the Mexican economy and the need to increase the level of investment in violence containment. Finally, the report provides strong quantitative evidence to aid in the development of policies to create a more peaceful society. The research is of assistance to policymakers, researchers, business leaders and the general public in building peace in Mexico.

4853. Cohesive Institutions and Political Violence

Abstract:
Can institutionalized transfers of resource rents be a source of civil conflict? Are cohesive institutions better at managing conflicts over distribution? We exploit exogenous variation in revenue disbursements to local governments and use new data on local democratic institutions in Nigeria to answer these questions. There is a strong link between rents and conflict far away from the location of the resource. Conflict over distribution is highly organized, involving political militias, and concentrated in the extent to which local governments are non-cohesive. Democratically elected local governments significantly weaken the causal link between rents and political violence. Elections produce more cohesive institutions, and vastly limit the extent to which distributional conflict between groups breaks out following shocks to the rents. Throughout, we confirm these findings using individual level survey data.

Abstract:
This report highlights trends and patterns surrounding Islamophobia since the start of the 2016 U.S. presidential election cycle. It does so in the broader context of hatred, violence and social hostilities confronting Muslims as a minority faith group in contemporary America and with a particular focus on acts and threats of violence. Since 2015, the Bridge Initiative has been chronicling Islamophobic political rhetoric by each presidential candidate irrespective of his or her party affiliation while finding Republican candidates to be the worst offenders to date. In this publication, however, we aim to contextualize such statements nationally and internationally while also exploring potentially violent effects. To that end, we examined two distinct but overlapping time periods: January 2015 through December 2015 (entire duration of 2015) and March 2015 through March 2016 (2016 presidential election season).

Dear Readers, Welcome to the second edition of THE BERLIN PULSE! At times of turmoil, when the rules-based international order is put into question and traditional alliances become weaker, the majority of Germans still do not favour a more active stance in foreign policy: 55 percent of Germans prefer restraint rather than Germany engaging more strongly in international crises. Apparently, the demands by leading politicians and think tanks for Germany to take on greater international responsibility have not persuaded Germans to change their mind. THE BERLIN PULSE guides policy-makers and experts along the fine line between domestic constraints and international expectations. Political leaders such as the Polish Prime Minister Mateusz Morawiecki, German Foreign Minister Heiko Maas and the President of Estonia Kersti Kaljulaid express their hopes and expectations for German foreign policy in 2019. Their perspectives meet the attitudes of the German public – sometimes they overlap, sometimes they clash. This year’s issue brings together data, analysis and different perspectives on the most pressing challenges for German foreign policy today and in the years to come – including some trends and outliers that may surprise you. With its new focus topic “The Value of Europe”, Körber Foundation is contributing to the debate on the past, present, and future of the European project and is paying special attention to the question of how a new split along the former “Iron Curtain” can be avoided. We are witnessing a growing internal division in the European Union: 77 percent of Germans believe the cohesion between EU member states has recently weakened. A striking 46 percent of Germans believe the EU’s Eastern enlargement in 2004 was not the right decision. At a time when the transatlantic relationship is going through turbulent times, three out of four Germans describe US-German relations as “somewhat bad” or “very bad” and favour a more independent foreign policy from the US. However, this alienation is not mirrored in the US: even if they consider Germany not a very important partner, 70 percent of Americans believe the relationship between the US and Germany is somewhat good or very good. We thank our transatlantic partners from the Pew Research Center for fielding joint questions on the transatlantic relationship in the US together with us. The results of the representative survey commissioned by Körber Foundation in September 2018 should enrich the conversation about German foreign policy during and beyond the Berlin Foreign Policy Forum, which we are proud to host together with the German Federal Foreign Office. “Talk to each other rather than about each other” – the motto of our founder Kurt A. How necessary and economically competitive is nuclear power in the Middle East for desalination and producing electricity compared to non-nuclear alternatives? In the Saudi case, is a Russian, Chinese, or French reactor sale likely? What are the nonproliferation implications of allowing Riyadh to enrich and reprocess, either now or in the future? 4857. Analysis of the Technical Efficiency of Public Hospitals in Togo: A non-Parametric Approach

Abstract:
Most health facilities in Togo are poorly equipped. Consequently, the rate of post-natal consultation remains low and varies between 9.5% and 39.4%. Barely half of all deliveries (47.1%) take place in health facilities. In this study, we analysed technical efficiency scores of 139 Togolese public hospitals over the period 2008–2010, and then identified the determinants of this efficiency. Double bootstrap data envelopment analysis was used to draw consistent inferences. We first estimated bootstrapped efficiency scores. Then, bootstrapped truncated regression was used to identify the determinants of public hospitals efficiency. The results indicate that, on average, small-sized hospitals (periphery care units) investigated, had the highest efficiency scores. The University Teaching Hospitals and regional hospitals which have significant material, human and financial resources were associated with lower efficiency. The most significant and robust factors of technical efficiency are per capita income, competition, hospital’s balance, types of contract, and medical density. We found that income constraint and accessibility to health facilities are obstacles to efficiency. According to our results, we can infer that non-competitive public provision of health services is likely to be inefficient. Another important practical implication is that Togo must vigorously promote reform of the management system in public hospitals which regards corporate quality governance as the core. We hypothesize that if subsidies are allocated according to performance, they can positively affect efficiency. Policy makers should consider tying grant revenues to performance indicators.

4858. Exchange Rate, Petroleum Price and Price Determination in Sierra Leone

Abstract:
The Sierra Leone economy is a net importer with a chronic negative balance of trade. Imports as a percentage of GDP averaged 40.8% between 2001 and 2010. Imports of food, mineral fuels and lubricants accounted for 50.8% of the total value of imports within the same period. Also, the value of the leone depreciated from Le 920.75 in 1996 to Le 4,000 in 2010 while inflation averaged 12.6% for the same period. As a result of the interplay of these forces, fuel prices are most times adjusted upwards to compensate for the depreciation of the leone against the dollar or to match up with increases in the world price of crude oil. This study determines the effects of monetary environment as well as exchange rate movement and petroleum prices on domestic prices in Sierra Leone by estimating a hybrid model of inflation in which inflation responds to its own lags, lags of other variables, and a set of error-correction terms that represent short run disequilibria from the money market, external sector and output that feed into the inflation process.The empirical results from the parsimonious model show that petroleum product prices and exchange rate, as well as monetary factors determine inflation in Sierra Leone.What is also significant from the findings is that the contribution of petroleum prices to domestic price formation is unfounded in the long run, meaning that it is only a short-run phenomenon. The results also support the view that a fair portion of fluctuations in domestic prices is driven by its own shocks.

4859. Conditional Pricing of Currency Risk in Africa's Equity Market

Abstract:
In this paper, we sought to establish whether Africa’s volatile currencies drive equity risk premium. We use the stochastic discount factor (SDF) framework to estimate various conditional specifications of the International Capital Asset Pricing Model through generalized method of moments technique. Our results show strong evidence of conditional, time-varying currency risk premium in equity returns. Currency risk is also perceived by international investors as important in informing the equities pricing kernel. We also find evidence that international investors are worried about Africa’s small size equity markets and build anticipated low trading into their pricing calculus.

4860. Estimating the Size and Trends of the Informal Economy in Ghana

Abstract:
The purpose of this paper is to quantitatively examine the evolution of the informal economy over the past four decades. The study used the currency demand approach as analytical framework for the assessment. The findings suggest that there has been an upward trend in the size of the informal economy as a proportion of the officially recorded GDP. For instance, the size of the informal economy as a proportion of the official GDP estimates increased steadily, from 14% in 1960 to 18% by 1977. The proportion fell thereafter and started picking up again from 1983 to a new high of 30% between 2003 and 2004. The outcome of the study has policy implications particularly for the design of effective monetary and fiscal policy and the selection of appropriate policy instruments.
