4541. Is Use of Cyber-Based Technology in Humanitarian Operations Leading to the Reduction of Humanitarian Independence?

Abstract:
Technologies of the Fourth Industrial Revolution (4IR) are being tested and adopted at a significant rate in humanitarian emergency response. However, the crossing of physical, biological, and cyber domains that characterises these technologies threatens the independence of humanitarian organisations. This is occurring in an environment in which the value and purpose of independence is already seriously questioned, both in practice, and in principle. This paper argues that the loss of independence stems from two related trends. First, several 4IR technologies are improving the capacity of humanitarian organisations to gather, synthesise, and analyse data, resulting in the production of information of increasingly strategic, political or military value. Second, the cyber component of these technologies simultaneously renders that information more vulnerable to unauthorised access by third parties with relevant political, military or economic agendas. This parallels the “capability/ vulnerability paradox” identified in literature discussing cybersecurity in relation to the military or so-called “smart cities”. In conflict and disaster settings, this paradox increases the likelihood of humanitarian actors functioning as appendages of other organisations. This loss of independence potentially has operational implications relating to access, and material impact on the ongoing debate around the importance of independence in humanitarian work.

4542. Securing Energy Supply and Maritime Interests: Seeking Convergence

Abstract:
As ASEAN’s energy demand is likely to increase by almost two-thirds in the period up to 2040, the regional oil and gas resources in the offshore zones of the ASEAN member states will become even more important for enhancing the energy supply security of both the individual member states as well as for ASEAN as a whole. Accordingly, access to and political as well as physical control and security of these offshore energy resources will receive even more governmental attention. In context of China’s Belt and Road Initiative as well as South China Sea policies and its energy dimensions, they can fuel already existing maritime competition and conflicts in the South China Sea, the Bay of Bengal, the Indian Ocean and the interconnecting sea lanes and regional choke points. This paper analyses the question to what extent are energy security concepts and challenges are interlinked with maritime policies, particularly in regard to the unresolved overlapping claims in the South China Sea and the perceived intensifying naval competition in the Indian Ocean. It also highlights the strategic implications of ASEAN's rising energy demand and growing exploitation of its offshore maritime energy resources for future regional cooperation, enhanced competition and potential strategic rivalries as well as conflicts.

4543. Pakistan and its Militants: Who is Mainstreaming Whom?

Abstract:
Pakistani militants of various stripes collectively won just under ten per cent of the vote in the July 2018 parliamentary elections. Some represented long-standing legal Islamist parties, others newly established groups or fronts for organisations that have been banned as terrorists by Pakistan and/or the United Nations and the United States. The militants failed to secure a single seat in the national assembly but have maintained, if not increased, their ability to shape national debate and mainstream politics and societal attitudes. Their ability to field candidates in almost all constituencies, and, in many cases, their performance as debutants enhanced their legitimacy. The militants’ performance has fueled debate about the Pakistani military’s effort to expand its long- standing support for militants that serve its regional and domestic goals to nudge them into mainstream politics. It also raises the question of who benefits most, mainstream politics or the militants. Political parties help mainstream militants, but militants with deep societal roots and significant following are frequently key to a mainstream candidate’s electoral success. Perceptions that the militants may stand to gain the most are enhanced by the fact that decades of successive military and civilian governments, abetted and aided by Saudi Arabia, have deeply embedded ultra-conservative, intolerant, anti-pluralist, and supremacist strands of Sunni Islam in significant segments of Pakistani society. Former international cricket player Imran Khan’s electoral victory may constitute a break with the country’s corrupt dynastic policies that ensured that civilian power alternated between two clans, the Bhuttos and the Sharifs. However, his alignment with ultra-conservatism’s social and religious views, as well as with militant groups, offers little hope for Pakistan becoming a more tolerant, pluralistic society, and moving away from a social environment that breeds extremism and militancy. On the contrary, policies enacted by Khan and his ministers since taking office suggest that ultra- conservatism and intolerance are the name of the game. If anything, Khan’s political history, his 2018 election campaign, and his actions since coming to office reflect the degree to which aspects of militancy, intolerance, anti-pluralism, and supremacist ultra- conservative Sunni Muslim Islam have, over decades, been woven into the fabric of segments of society and elements of the state. The roots of Pakistan’s extremism problem date to the immediate wake of the 1947 partition of British India when using militants as proxies was a way to compensate for Pakistan’s economic and military weakness. They were entrenched by Prime Minister Zulfikar Ali Bhutto in the 1970s and General Zia ul-Haq’s Islamization of Pakistani society in the 1980s. The rise of Islamist militants in the US-Saudi supported war against Soviet occupation troops in Afghanistan and opportunistic policies by politicians and rulers since then have shaped contemporary Pakistan.

4544. The Fourth Industrial Revolution’s Impact on Smaller Militaries: Boon or Bane?

Abstract:
Even as smaller and less well funded armed forces are still grappling with incorporating computerisation into personnel, supply and other military functions for increased efficiency or effectiveness, this hallmark of the Third Industrial Revolution is already being eclipsed by developments from the dawn of the Fourth Industrial Revolution. Developments like artificial intelligence, autonomous drones, three-dimensional printing and genetic engineering will deeply affect the profession of arms, with armed services from smaller or poorer nations being no exception. Without the deep pockets needed to fully exploit all these cutting-edge developments, small and mid- sized militaries will still have to adapt as best as they can to the changing winds of the Fourth Industrial Revolution while attempting to mitigate any harmful after effects. The industrial and technological impacts of this revolution on the human resource, intelligence, logistics and operational functions of smaller armed forces will be examined and their implications analysed. Accordingly, the overall military influence of the Fourth Industrial Revolution can be assessed and appropriate operational and policy-based advice for smaller armed services suggested.

4545. The Hindu Rights Action Force and the Malaysian Indian Minority after the 2018 General Election in Malaysia

Abstract:
The Hindu Rights Action Force (HINDRAF) came out from a series of controversial actions perceived by the Malaysian Indian community as discriminatory. The issues were topical occurrences such as the errant destruction of Hindu temples and the body-snatching cases of Tamil Hindus, thought to have been converted to Islam, as well as the state of poverty confronted by the Tamil Hindu community in Malaysia. From a protest rally in November 2007, led by mainly Malaysian Tamil lawyers, the Malaysian Indian community framed its demands in legal terms and questioned the position of not only the Malaysian Malay-Muslim majoritarian government but also the decolonising decisions of the departing British colonial authorities at the point of Independence in 1957. The 2007 event become known as the HINDRAF rally. It had an overwhelming impact internationally, in drawing attention to the plight of Malaysian Tamil Hindus. Inside Malaysia, by garnering the support of non- Malays, mainly the Chinese, to unite with the Indians, it affected the Malaysian general election in 2008, as the ruling Barisan Nasional government lost its two-thirds majority in Parliament. There was also an unprecedented number of Malaysian Indians who were elected into Parliament in 2008. However, this paper will demonstrate that by the subsequent two Malaysian general elections of 2013 and 2018, the Tamil Hindus, as represented by HINDRAF, had not achieved their goals. Enduring heavy-handed treatment by the Malaysian authorities previously and troubled by internal strife and leadership issues within HINDRAF, this movement of Tamil Hindus in Malaysia stands diluted and divided. After the 14th general election of 2018, it seems that the leadership has also accepted a compromised position. Malay-Muslim majoritarianism remains dominant and the “New Malaysia” appears less than that heralded in the early days of the new Pakatan Harapan government.

4546. Iraq After ISIS: The Other Half of Victory Dealing with the Civil Dimension

Abstract:
The United States, its allies, and international organizations are just beginning to come to grips with the civil dimensions of "failed state" wars in Afghanistan, Iraq, Libya, Somalia, the Sudans, Syria, and Yemen. In each case, it is clear that the civil dimension of the war will ultimately be as important as the military one. Any meaningful form of "victory" requires far more than defeating the current extremist threat in military terms, and reaching some temporary compromise between the major factions that divide the country. The current insurgent and other security threats exist largely because of the deep divisions within the state, the past and current failures of the government to deal with such internal divisions, and the chronic failure to meet the economic, security, and social needs of much of the nation's population. In practical terms, these failures make a given host government, other contending factions, and competing outside powers as much of a threat to each nation’s stability and future as Islamic extremists and other hostile forces. Regardless of the scale of any defeat of extremists, the other internal tensions and divisions with each country also threaten to make any such “victory” a prelude to new forms of civil war, and/or an enduring failure to cope with security, stability, recovery, and development. Any real form of victory requires a different approach to stability operations and civil-military affairs. In each case, the country the U.S. is seeking to aid failed to make the necessary economic progress and reforms to meet the needs of its people – and sharply growing population – long before the fighting began. The growth of these problems over a period of decades helped trigger the sectarian, ethnic, and other divisions that made such states vulnerable to extremism and civil conflict, and made it impossible for the government to respond effectively to crises and wars.

4547. Rethinking Cybersecurity Strategy, Mass Effect, and States

Abstract:
Despite all the attention, cyberspace is far from secure. Why this is so reflects conceptual weaknesses as much as imperfect technologies. Two questions highlight shortcomings in the discussion of cybersecurity. The first is why, after more than two decades, we have not seen anything like a cyber Pearl Harbor, cyber 9/11, or cyber catastrophe, despite constant warnings. The second is why, despite the increasing quantity of recommendations, there has been so little improvement, even when these recommendations are implemented. These questions share an answer: the concepts underlying cybersecurity are an aggregation of ideas conceived in a different time, based on millennial expectations about governance and international security. Similarly, the internet of the 1990s has become “cyber,” a portmanteau term that encompassed the broad range of global economic, political, and military activities transformed by the revolution created by digital technologies. If our perceptions of the nature of cybersecurity are skewed, so are our defenses. This report examines the accuracy of our perceptions of cybersecurity. It attempts to embed the problem of cyber attack (not crime or espionage) in the context of larger strategic calculations and effects. It argues that policies and perceptions of cybersecurity are determined by factors external to cyberspace, such as political trends affecting relations among states, by thinking on the role of government, and by public attitudes toward risk. We can begin to approach the problem of cybersecurity by defining attack. While public usage calls every malicious action in cyberspace an attack, it is more accurate to define attacks as those actions using cyber techniques or tools for violence or coercion to achieve political effect. This places espionage and crime in a separate discussion (while noting that some states use crime for political ends and rampant espionage creates a deep sense of concern among states). Cyber attack does not threaten crippling surprise or existential risk. This means that the incentives for improvement that might motivate governments and companies are, in fact, much smaller than we assume. Nor is cyber attack random and unpredictable. It reflects national policies for coercion and crime. Grounding policy in a more objective appreciation of risk and intent is a first step toward better security.

4548. The New Southbound Policy Deepening Taiwan’s Regional Integration

Abstract:
In a concerted effort to expand Taiwan’s presence across the Indo-Pacific, President Tsai Ing-wen has introduced the New Southbound Policy (NSP) to strengthen Taipei’s relationships with the 10 countries of ASEAN, six states in South Asia (India, Pakistan, Bangladesh, Nepal, Sri Lanka, and Bhutan), Australia, and New Zealand. The policy is designed to leverage Taiwan’s cultural, educational, technological, agricultural, and economic assets to deepen its regional integration. This report tracks the ongoing implementation of the NSP and assesses what has been achieved since Tsai was elected in January 2016. The Guidelines for the New Southbound Policy issued by the Tsai administration detail that the policy is designed to (1) forge a “sense of economy community” by fostering links between Taiwan and the 18 NSP target countries; and (2) establish mechanisms for wide-ranging negotiations and dialogues, and to “form a consensus for cooperation” with NSP target countries. In the short and medium term, the Guidelines identify four goals: (1) use national will, policy incentives, and business opportunities to spur and expand “two-way” exchanges with NSP target countries; (2) encourage industry to adopt “a New Southbound strategy” in their planning; (3) cultivate more people with the skills needed to support the NSP; and (4) expand multilateral and bilateral negotiations and dialogues to enhance economic cooperation and resolve disputes and disagreements.1 The NSP follows from similarly named policies initiated under Presidents Lee Teng-hui and Chen Shui-bian, which were aimed at diversifying Taiwan’s outbound investment away from Mainland China and into Southeast Asia. Since these prior efforts had only a limited impact, skeptics often mischaracterize the NSP as the latest iteration of a failed policy. Such naysayers fail to appreciate, however, that Tsai’s approach is both more strategic and more comprehensive than those of her predecessors. While diversifying and reinvigorating Taiwan’s economy remain fundamental to the NSP, the policy also outlines mechanisms for more effectively integrating Taiwan into the region through cultivating interpersonal connections. Moreover, the NSP is being implemented at a time of slowing growth and rising wages in Mainland China, while investment opportunities are booming in Southeast Asia and South Asia. The core economic goals of the NSP include institutional initiatives, such as updating and expanding economic agreements with targeted countries. At the same time, Taiwan is seeking to encourage small and medium enterprises (SMEs) to explore opportunities overseas. Taipei has also identified avenues for improving bilateral ties by engaging with the general publics of NSP target countries, as well as with government officials and business executives. As such, Taiwan has invested heavily in expanding cultural and educational exchanges to help promote a deeper under- standing of South and Southeast Asian cultures, languages, and business practices among the people of Taiwan. These “people-centered” exchanges serve to realize Taipei’s twin goals of strengthening Taiwan’s integration with the region and facilitating its economic diversification. It is too early to determine whether the NSP will ultimately achieve its ambitious goals, and it may take years before the Tsai government’s investment will start paying dividends. Furthermore, the NSP should be carefully examined by both the countries targeted by Tsai and partners further afield—including the United States. Many of these countries have a vested interest in bolstering the mechanisms available for Taiwan to contribute to the peaceful development of Asia. These countries may find that the goals of the NSP overlap with their own objectives in the region, and therefore may be eager to lend additional support to the endeavor. Selected Policy Recommendations for the United States The United States has a profound interest in the success of Taiwan’s New Southbound Policy. Taiwan has been a long-standing partner of the United States. Its democracy and free society are a beacon of liberal values in the region, while its economic development model has been admired and studied for decades by nations in Asia and beyond. To date, the United States does not appear to have given much thought or expended much effort to support the NSP within Asia. We suggest the United States consider actively supporting the NSP. We recommend the following specific actions: The assistant secretary of state for East Asian and Pacific affairs should coordinate with his/ her counterpart in the South and Central Asia division to create an internal working group to consider how the U.S. government can support the NSP. The U.S. government should engage Japan, Australia, and India, the other members of the “quad,” in support of the NSP. The U.S. government should continue to support Taiwan’s inclusion and active participation in international and regional initiatives where statehood is not required. U.S. nongovernmental organizations (NGOs), particularly those with programs in NSP target countries, should consider partnerships with NGOs in Taiwan to integrate their work where appropriate in support of the NSP. The Commerce Department’s U.S. Commercial Service should engage with American industry associations and companies, and explore potential avenues of collaboration be- tween American and Taiwan industry in NSP target countries. The United States should consider bilateral (U.S.-Taiwan) cultural initiatives that may be brought to third countries in Asia. The United States should include Taiwan youth in relevant regional programs and networks.

4549. Do electoral systems affect how citizens hold their government accountable? Evidence from Africa

This paper asks whether a country’s choice of electoral system affects the methods citizens use to try to hold their government accountable. A large body of literature suggests that electoral system type has an impact on voting behaviour, but little work has been done on its effects on other strategies for democratic accountability, such as contacting an elected representative and protesting. Using data from 36 African countries, we find that the type of electoral system has a significant relationship with these forms of participation. Citizens in proportional representation (PR) systems are significantly more likely to protest than those in majoritarian ones, while those in majoritarian systems are more likely to contact their elected representatives. We argue that this is because the connection between citizens and representatives in majoritarian systems is clearer, closer, and more responsive, making contact an effective strategy and providing an efficient "safety valve" when citizens want to hold their government to account. The lack of a similar connection in most PR systems, in contrast, leads citizens to turn to protest with greater regularity.

4550. Police-citizen interaction in Africa: An exploration of factors that influence victims’ reporting of crimes

While personal insecurity in Africa is typically associated with civil wars, crime is actually a far more common threat to the continent’s citizens. Rates of homicide, sexual assault, and property crime in Africa are often far higher than global averages. Despite such threats, many Africans do not report crimes to the police. According to surveys conducted in 32 African countries in 2011, 2012, and 2013, 56% of respondents who had experienced a crime within the previous 12 months did not report it to the police. Common explanations for such inhibited reporting of crimes include a general lack of trust in the police, the politicization of police forces, citizens’ inability to easily access the police, or low community cohesion where victims reside. Using multilevel logistic regression techniques, this study tests these explanations. Findings suggest that neither trust in police nor politicization of police forces displays significant influence on citizens’ likelihood of reporting crimes. Likewise, community cohesion bears no consistent relationship with higher rates of reporting, while access to police does appear positively associated with the likelihood of reporting victimizations. Contrary to findings in many developed countries, women in Africa appear to be less likely than men to report crimes to the police.
