Abstract:
In this strategic paper, the African Capacity Building Foundation shows how African countries can tackle the brain drain by understanding the emigration of medical personnel from Malawi, which in ways mirrors the wider African experience but is also unique. Like much of Sub-Saharan Africa, Malawi has poor health indicators, reflecting its low capacity to deliver quality health care. This situation is due in part to the limited capacity for training physicians and in part to the massive emigration of health workers, especially in the 1990s and early 2000s. The paper's objectives are threefold. First is to understand the state and extent of the brain drain challenge in Africa with an appropriate country case study. Second is to map the strategies, approaches and initiatives countries undertake to address brain drain issues. Third is to identify lessons and good practices in addressing the key capacity needs, specifically defining the roles of state and non-state actors.

Abstract:
The Fifth Africa Think Tank Summit was held on 5 - 7 April 2018 at the Labadi Beach Hotel in Accra, Ghana, under the theme “Tackling Africa’s Youth Unemployment Challenge: Innovative Solutions from Think Tanks”. The Summit’s theme was based on the fact that jobs and opportunity for the youth are top priorities in the world today and while needing jobs, young people are also critical in creating them. It is with that understanding that the African Union Commission declared the years 2009–2018 as the “Decade for Youth Development”. A review, as the decade winds to an end, shows that while some African countries are experiencing high economic growth rates, these have not translated into jobs. The unemployment rate on the continent was approximately 8.0 percent in 2016- 2017, which, translated into absolute terms, corresponds to an increase in total unemployment of 1.2 million from 2016 to 2017. The reality, against which the Summit’s theme was designed, was that across Africa, youth are three times more likely to be unemployed than adults! The Summit’s concept paper, quoting a report from the African Development Bank, notes that “half of all youth (in Africa) are either unemployed or inactive while 35 percent are in vulnerable jobs. While gender inequality remains a challenge, a big concern and paradox is that youth unemployment rate is increasing with the level of education, suggesting that Africa’s education systems are not preparing people enough for the labour market”. Thus, despite the numerous policies and strategies that have been implemented across African countries to address youth unemployment, these have not led to any major breakthrough in job creation especially among the youth. Given these realities and building on the successes of the first, second, third and fourth Africa Think Tank, the fifth was being organized to harvest evidence and proffer actions to tackle youth unemployment on the continent. The 2018 Summit was organized in partnership with the Government of Ghana and the Institute for Democratic Governance (IDEG), a leading think tank in Ghana. Other collaborating partners were the African Development Bank (AfDB), the African Union Commission (AUC), the United Nations Economic Commission for Africa (CA), the United Nations Conference on Trade and Development (UNCTAD), the Think Tank Initiative, the Bill and Melinda Gates Foundation, the William and Flora Hewlett Foundation, the Regional Network of Agricultural Policy Research Institutes (ReNAPRI) and the Alliance for African Partnership (AAP).

What critical factors need to be reconsidered and what initiatives should be undertaken to effectively and sustainably support the capacity development efforts on the continent? What results have these capacity building efforts produced for African citizens? Are there adaptable generic capacity building tools that have emerged from over a quarter century of ACBF engagement with African institutions and societies?

4455. A Holistic Assessment of the Water-for-Agriculture Dilemma in the Kingdom of Saudi Arabia

Abstract:
Prior to the emergence of the oil industry and the subsequent rapid agricultural expansion of the 1970s, there has been little to no concern about water for agriculture in Saudi Arabia since prehistoric times. However, a rapid expansion—a so-called “agricultural revolution”—introduced rampant use of highly water-consuming irrigation systems, mainly by center pivots, without any limitation. This has greatly compromised the future of nonrenewable water availability for agriculture. Current measures to alleviate the dilemma of water scarcity and sustainable agricultural development for the country have been challenging not only due to technical difficulties, but also because of overarching ideological and political factors. Based on the concluding findings in this article, a holistic approach combining both technical and sociopolitical recommendations is proposed, and is presented for alleviating the predicament.

4456. The Rise and Decline of Saudi Overseas Humanitarian Charities

Abstract:
This paper records and interprets the rise and decline of Saudi overseas humanitarian charities, with special reference to the International Islamic Relief Organization (IIRO or IIROSA). Founded in 1975, IIROSA grew as a vehicle for a distinctively Saudi version of Islamic humanitarianism. By the mid-1990s, IIROSA was the world’s largest Islamic charity. Following the dismissal of its secretary general in 1996, and the crises of 9/11 and the Al-Aqsa Intifada, which cast a cloud to varying degrees over nearly all Islamic charities, IIROSA’s activities were reduced but efforts were made to revive them. In 2017, however, the kingdom’s new policy of centralization, and its disengagement from the “comprehensive call to Islam,” resulted in a remodeling of IIROSA’s role in support of the kingdom’s diplomatic interests but marginalized and stripped of religious content.

Abstract:
Social Currents in North Africa is a multi-disciplinary analysis of the social phenomena unfolding in the Maghreb today. The contributors analyse the genealogies of contemporary North African behavioral and ideological norms, and offer insights into post-Arab Spring governance and today’s social and political trends. The book situates regional developments within broader international currents, without forgoing the distinct features of each socio-historical context. With its common historical, cultural, and socio-economic foundations, the Maghreb is a cohesive area of study that allows for greater understanding of domestic developments from both single-country and comparative perspectives. This volume refines the geo-historical unity of the Maghreb by accounting for social connections, both within the nation-state and across political boundaries and historical eras. It illustrates that non-institutional phenomena are equally formative to the ongoing project of post-colonial sovereignty, to social construction and deployments of state power, and to local outlooks on social equity, economic prospects, and cultural identity.

Abstract:
This report provides a summary of the "Environmental Politics in the Middle East" research initiative, which explores the geopolitics of natural resources in the Middle East in an attempt to expand the focus to include the region’s many natural resources other than natural gas, such as land, air, water, and food. Some of the issues under investigation include a focus on water scarcity, which is a global issue but one that is particularly acute in the Middle East; its impacts are examined through a case study on Yemen. Food security is studied in the case of Syria, which before the civil war began, in 2011, was one of the region’s notable food exporters. Aside from acute food shortages within Syria, the conflict has had ripple effects on the region and has led to rising food prices in neighboring states, such as Jordan, Turkey, and Iraq.

Abstract:
This discussion paper is available below in both Arabic (2019) and English (2018). The structural transformation of countries moves them towards more sophisticated, higher-value products. Network analysis, using the Product Space Methodology (PSM), guides countries towards leading export sectors. The identification process rests on two pillars: (1) available opportunities, that is, products in the product space that the country does not yet export which are more sophisticated than its current exports; and (2) the stock of a country’s accumulated productive knowledge and the technical capabilities that, through spillovers, enable it to produce slightly more sophisticated products. The PSM points to a tradeoff between capabilities and complexity. The methodology identifies very basic future products that match the two countries’ equally basic capabilities. Top products are simple animal products, cream and yogurt, modestly sophisticated plastics, metals and minerals such as salt and sulphur for Egypt; and slightly more sophisticated products such as containers and bobbins (plastics) and broom handles and wooden products for Tunisia, which is the more advanced of the two countries. A more interventionist approach steers the economy towards maximum sophistication, thus identifying highly complex manufactured metals, machinery, equipment, electronics and chemicals. Despite pushing for economic growth and diversification, these sectors push urban job creation and require high-skill workers, with the implication that low-skilled labour may be pushed into unemployment or into low-value informal jobs. A middle ground is a forward-looking strategy that takes sectors’ shares in world trade into account. This approach identifies medicaments in the chemicals sector; seats (e.g. car and aeroplane seats) in the “other highly manufactured” sector; inflated rubber tyres in the chemicals community (plastics and rubber); containers, bobbins and packages of plastics also in the plastics and rubber section; and articles of iron and steel in the metals sector for Egypt. The top product for Tunisia is furniture in the highly manufactured and special purpose goods community, followed by three products in plastics and rubber in the chemicals community, and finally three machinery sectors.

4460. RESET OF AMERICA’S NUCLEAR WASTE MANAGEMENT

Abstract:
The U.S. government has worked for decades and spent tens of billions of dollars in search of a permanent resting place for the Nation’s nuclear waste. Some 80,000 tons of highly radioactive spent fuel from commercial nuclear power plants and millions of gallons of high-level nuclear waste from defense programs are stored in pools, dry casks and large tanks throughout the country at more than 75 sites in 39 states. A Stanford-led study recommends that the United States “reset” its nuclear waste program by moving responsibility for commercially generated, used nuclear fuel away from the federal government and into the hands of an independent, not-for-profit, utility-owned and funded nuclear waste management organization. The three year study led by Rod Ewing in the Center for International Security and Cooperation has made a series of recommendations focused on the back-end of the nuclear fuel cycle.
