Abstract:
The article offers an overview of coal production policies in the Czech Republic – the third-largest coal consumer in the EU and a post-communist country struggling to take decisions over the future of the coal phase-out. It developed its phase- out policy in the early 1990s to address the destruction of the local environment. However, since then no steps have been taken in relation to phase-out. Instead, coal production stakeholders have attempted to maintain the coal lock-in and to reverse phase-out. The article begins by discussing the factors that have led to the ambiguity. It then places the discussion over the future of phase-out within the wider context of a just transition, and offers insights into the Czech case which may prove useful to other countries considering transitioning away from coal.

4392. Climate Crisis and European Cities: From Shallow to Deep Adaptation

Abstract:
Four years after the Paris Agreement, atmospheric carbon dioxide (CO2) concentration continues to rise at the same speed as it did before, reflecting unabated growth in global CO2 emissions. In the meantime, CO2 concentration reached 415 parts per million (ppm), a level not found on Earth for15 million years, since the Miocene era, when the average global temperature was at least 4 degrees Celsius higher and sea levels were at least 25 meters higher than today. Further rises in global temperature are unavoidable. The speed and maximum reached will, however, depend on how successful humankind is in achieving carbon neutrality within the coming years and decades. Many cities and towns, especially in subtropical and tropical climate zones, are already being confronted with the devastating effects of climate instability manifested in more frequent, widespread or intense droughts, wildfires, floods, heatwaves, storms and other phenomena, which lead to crop failure, water scarcity, economic devastation and socio-political and security instability. Cities and towns in Europe and other moderate climate regions will soon be confronted with similar situations, and these will make it difficult to fulfil the needs at the base of the Maslow pyramid of human needs. Now is the time for deep climate adaptation and resilience building, while European societies are still rich and stable. The failure to understand the causes and consequences of the climate crisis brings with it the risk of widespread disasters, including the potential collapse of urban centers.

4393. Civil Society and Civil War Onset: 
What is the Relationship?

Abstract:
U.S. foreign policy increasingly embraces and seeks to empower civil society organizations in developing countries as a critical contributor to stability and security. This paper explores whether there are grounds for these claims, specifically whether variation in civil society can explain the onset of civil wars. It examines two common explanations for the conflict-preventative potential of civil society, namely its ability to increase social capital and citizens’ voice. Four hypotheses are tested by integrating new data on various attributes of civil society from the Varieties of Democracies Initiative into a common model of civil war onset. Little support is found for claims that civil society reduces the probability of civil war onset by improving social capital, but onset may be reduced when a strong advocacy and political orientation is present in civil society. In other words, there appears to be some grounds for U.S. policy claims that a stronger civil society can enhance citizens’ voice and reduce instability and conflict onset. This finding still raises many questions about the precise links between civil society and civil war onset, and introduces potential complications for how policymakers might address conflict onset through support for civil society.

El propósito central de esta obra radica en evaluar el deterioro que ha tenido lugar en las relaciones Cuba-Estados Unidos durante el primer periodo de mandato del presidente Donald J. Trump. El texto es resultado de la XVI Serie de Conversaciones Cuba-Estados Unidos de América, celebrada en diciembre de 2017 y patrocinada por el Centro de Investigaciones de Política Internacional adscrito al Instituto Superior de Relaciones Internacionales “Raúl Roa García” de La Habana (CIPI-ISRI). Desde diferentes ángulos se analizan el entorno internacional y el regional, así como los acontecimientos que están teniendo lugar en Cuba y en Estados Unidos, lo cual brinda múltiples explicaciones a procesos en pleno desarrollo. Sin embargo, estos contextos reflejan signos contradictorios que expresan una circunstancia histórica concreta, donde nacionalismos y populismos de extrema derecha han capitalizado el momento político internacional. En esa dirección es lógico prestarle atención a Estados Unidos y a la presidencia de Donald J. Trump, la cual más que causa es síntoma de la crisis que vive el país y refleja inmensas transformaciones y grandes desalientos basados, entre disímiles causas, en una insondable inequidad socio-económica y política. La respuesta es la agenda conocida como “America First”, que adolece de una mirada estratégica a mediano y a largo plazo, y pone en duda el papel de ese país en el Orden Mundial en el siglo XXI. El libro está destinado a audiencias interesadas en entender estas profundas problemáticas, sus causas y, particularmente, las negativas consecuencias que han tenido en el incipiente proceso hacia la normalización de relaciones con la República de Cuba, iniciado en diciembre de 2014. Al mismo tiempo, intenta explicar esta coyuntura como un paréntesis pues, más tarde que temprano, se deberá regresar a la lógica de la cooperación y la colaboración entredos países que, más allá de sus diferencias, comparten historia y un mismo entorno geográfico.

Abstract:
The Oct. 27, 2018 attack on worshipers in Pittsburgh’s Tree of Life synagogue was a stark reminder that hate crimes and religious persecution threaten not just individuals and communities, but undermine fundamental human freedoms. A new ISD report on “Religious Intolerance and America’s Image and Policies Abroad” examines the rise in domestic hate crimes against Jews, Muslims, and other faith communities in America – and how the impact of domestic religious intolerance and bigotry extends far beyond the U.S. border. The report, based on a March 2018 working group and public forum with experts from the diplomatic corps, academia, nongovernment organizations, and U.S.-based faith communities, explores these dynamics and ways in which governments and civil society can mitigate the dangerous consequences.

Abstract:
A July 2018 ISD report on “The New Arctic: Navigating the Realities, Possibilities, and Problems” explores the implications of the New Arctic, and the broader geopolitical repercussions of these changes. The Arctic region has become a New Global Common. Increasingly navigable seaways and new access to natural resources create both opportunities for greater collaboration between Arctic and non-Arctic nations, as well as potential flashpoints, environmental disasters, and threats to indigenous communities. The challenge is to mitigate all of these potential threats, and develop the policies, partnerships, and infrastructure to help guide Arctic diplomacy in the decades to come.

Abstract:
The growth and international clout of cities and sub-state actors has been unparalleled in recent decades. These players seek agency in the international arena, forming networks at the sub-state level that help shape new organizing principles for international cooperation on Global Commons issues like climate, health, transnational crime, and migration. These types of issues will continue to create opportunities for sub-national leadership to help shape outcomes beneficial for all—not just cities and states—through systematic interactions, a stronger connection up and down between cities, states, national capitals, and international bodies, and a larger voice for sub-national actors on Global Commons issues. To explore sub-national activism and its effects upon the international arena, in late 2018 the Institute for the Study of Diplomacy convened a working group on “The New Metropolitanism.” Participants included experts and practitioners drawn from the ranks of local governance, academia, think tanks and research institutions, as well as the diplomatic community. They discussed whether the continuation and pace of this phenomenon is inevitable or a passing response to stalled nation-state leadership; and how this rising “metropolitanism” complicates—or complements—the work of central governments and “old-world” international relations. This report provides a set of policy guidelines and recommendations, aimed at multiple audiences: cities and other sub-national actors and those that work with and within them; national governments; nation-state level foreign ministries; and international organizations. The ultimate goal is to ensure that all the relevant players find ways to harness emerging sub-national activism towards processes, procedures, and relationships that can produce innovative solutions to global challenges.

Abstract:
Meeting the Sustainable Development Goal for universal and equitable access to safe and affordable drinking water by 2030 requires utilities serving the poorest households to play critical roles. Yet these utilities are frequently unable to cover their current operational costs, much less expand access, through existing tariffs and transfers. New models and approaches are needed to identify new sources of sustainable subsidies for these utilities. Drawing on lessons from other sectors, this study explores three potential models in particular – global funds, solidarity levies, and land value capture – for raising additional resources and considers ways that funding could be pooled and delivered to incentivize improved outcomes.

Abstract:
As the Syrian refugee crisis enters its eighth year, leveraging the private sector’s financial capital and capacity for innovation has emerged as an attractive solution to protracted displacement. But little evidence exists on the feasibility and effectiveness of this approach. This case study highlights a unique type of private-sector engagement in which mainstream business interests align with the needs of refugees and host communities. The IKEA–Jordan River Foundation (JRF) partnership demonstrates how diverse stakeholders can identify synergies, overcome legal and practical barriers, and sustain collaborations through effective management structures.

Abstract:
The world is in the midst of an unprecedented refugee crisis, and Uganda’s response to the influx of asylum-seekers from South-Sudan is considered successful and is therefore a valuable target for study and replication. Uganda accepts refugees regardless of point of origin and gives them the rights of freedom of movement and the opportunity to seek employment. This case study examines the official government and humanitarian agency response to increased refugee numbers, both in terms of policies and resources. It also focuses on telecommunication access and humanitarian cash transfers, and it analyzes the partnership between Danish Church Aid and Airtel Uganda.
