4051. A Human Rights Approach to Conflict Resolution

Abstract:
The role of human rights abuses in the causes, dynamics, and consequences of conflict illustrate the importance of a human rights approach to conflict resolution:1 if human rights are part of the problem, they must be part of the solution. This essay aims to show how a human rights perspective can improve the odds of transforming violent conflicts into sustainable peace by enhancing the design and implementation of peace processes and conflict resolution practices. In doing so, we will clarify the main characteristics of a human rights approach to conflict resolution and identify a set of human rights standards to guide its implementation. We will then briefly analyze the Colombian and the Israeli-Palestinian peace processes, each through the lens of the human rights approach. These two cases illustrate opposite ends of the spectrum when considering the inclusion of human rights in conflict resolution. At one end, the Colombian peace process illustrates how negotiations and a final agreement can recognize peace as a human right, highlighting the need to transform the structural conditions of injustice and human rights violations that give rise to armed conflict. At the other end, in the Oslo Accords between Israel and the Palestine Liberation Organization, human rights are virtually absent despite the fact that systematic abuses are among the main underlying causes and consequences of the conflict. In the conclusion, we address one of the main criticisms and challenges of a human rights–based approach to conflict resolution.

4052. The Ethics of Kin State Activism: A Cosmopolitan Defense

A notable feature of nationalism’s contemporary resurgence is the increasing eagerness that governments have shown to support and shape the political causes of populations living abroad whom they conceive of as ethnic kindred. Governments engaged in such “kin state activism” assume a natural entitlement to speak for and assert authority over minorities and diasporas in other states, invoking a belief in common territorial, cultural, and even biological origins as a moral basis for that entitlement. A striking example of the trend is the Russian government’s declaration that it will defend the interests of ethnic Russians wherever they may be and regardless of their citizenship.1 The government has made good on this intention since 2014 through the invasion of Crimea and through support for pro-Russia secessionist fighters in eastern Ukraine. Russian officials have also made thinly veiled threats to apply the doctrine in Estonia, Lithuania, and Latvia, where large Russian-speaking minorities reside and maintain strained relations with authorities.2 Kin state activism has also become increasingly apparent in other contexts, even though it has not involved the military coercion and flagrant disregard for international law characterizing Russia’s interventions. Examples that have made headlines recently include Hungarian Prime Minister Viktor Orbán and his Fidesz (Federation of Young Democrats) party’s cross-border political collaborations with Romania’s Hungarians,3 Turkish President Recep Tayyip Erdoğan’s appeal to Greek Prime Minister Alexis Tsipras to take action against the discrimination of Greece’s predominantly ethnic Turkish Muslims,4 and Croatian President Kolinda Grabar-Kitarović’s lobbying for electoral reform in Bosnia so that ethnic Croats there can gain increased representation.5 These and other examples typify a trend in which governments are more stridently assuming a right to protect, counsel, represent, politically organize, indoctrinate, naturalize, financially support, advocate for, and even govern populations beyond state jurisdictions on the basis of an ethnic conception of shared identity.

Abstract:
In October 2019, The Carter Center was invited to participate in “China, US and Latin America Relations in a Transforming International Order,” organized by the Shanghai Institute of International Studies. There the Center presented a paper arguing that today instead of trilateral mechanisms, several existing regional multilateral frameworks could be used to promote constructive U.S.-China interaction in LAC. The paper provides a macro analysis and recommendations based on a comparative analysis of U.S. and Chinese strategy documents for LAC and existing regional multilateral development policy frameworks.

Abstract:
Over the past two years, U.S. officials have sought to highlight China’s negative effects on the Latin American and Caribbean (LAC) region’s development and stability, whether to U.S. or Latin American audiences. As U.S. Secretary of State Mike Pompeo said during a trip to Mexico City in October 2018, "China has invested in ways that have left other countries worse off." Pompeo and other U.S. officials have also taken this message elsewhere in the region, cautioning against the effects of Chinese engagement on LAC governance, security, regulatory capacity, and financial stability, and in a rage of other areas. For Latin Americans, though, relations with China aren’t so black and white. China may be an imperfect partner for LAC, as many in the region will attest, but it is an increasingly important one. After nearly two decades of enhanced Chinese economic engagement with the region, LAC governments and economic sectors rely heavily on China’s economic partnership and inputs. China is LAC’s second most important trading partner, second most important source of mergers and acquisitions foreign direct investment, and top source of development finance. For South America, China’s importance is even more pronounced: It became the top export destination for South American goods in 2010. China’s effects on regional development are also mixed, as we demonstrate below. China’s contributions to the region’s economic growth are well-documented, but Chinese demand for raw materials has also accentuated regional dependence on these commodities, in a process of “re- primarization” in South American economies, with troubling implications for the region’s long-term development prospects. Chinese investments have transformed the energy sectors in some countries, but the environmental effects of hydroelectric and other projects will be long-lasting in certain cases. To achieve a wide range of development objectives—economic, environmental, and social—LAC must depend on increasingly well-planned and coordinated engagement from all of its major economic partners and donor nations, including China. This is especially true in times of growing uncertainty, as the region grapples with humanitarian and migration crises, growing populist tendencies, relentless corruption, and climate change, among other factors.

Abstract:
Since the beginning of the 21st century, China’s presence in Latin America and the Caribbean (LAC) has been substantial in practically all socio-economic fields: cultural, bilateral and multilateral political issues, as well as trade, foreign direct investments, academic exchanges, and other areas. The main objective of this document is to analyze the effects of China’s presence in the region in terms of sustainable and long-term development, as well as its incidence in its relationship with the United States. Thus, the document will include a diagnostic to understand some of the specificities of the LAC-China socio-economic relationship, followed by the conclusion with a series of proposals. The first section of the paper will examine five issues that are relevant to understand general and specific topics about the China-LAC relationship: 1) general geostrategic and diplomatic topics to understand current tensions between the United States and China; 2) China’s proposal of a globalization process; 3) the concept of “new triangular relationships” and LAC’s challenges given increasing tensions between the United States and China; 4) particular developments and structures in trade, foreign direct investment, financing and infrastructure; and 5) the institutional framework between LAC and China. The second part of the paper focuses on a series of recommendations attempting to deepen and extend the China-LAC relationship and integrating the United States in it.

This paper examines debates about soft power and popular culture, with particular attention to the framing and reception of the opening ceremonies at the Olympics. It examines how national narratives, particularly in the oft-noted Beijing 2008 Games and the London 2012 Games, have been analysed, turning then to a discussion of clues regarding the likely framing of the 2020 opening ceremony in Tokyo.

4058. The Impact of Global Value Chain Integration on Wages: Evidence from Matched Worker-Industry Data in Thailand

Abstract:
Using a two-stage estimation of matched worker-industry data from 2000 to 2011, this study investigates the impact of global value chain (GVC) integration on wages and the skill premium in 32 industries in Thailand, a country with recent heavy involvement in GVCs. This study employs foreign value added in both final and intermediate goods exports as a proxy for the degree of industry integration in GVCs and applies a panel fixed effects estimation on constructed panel data to investigate its relationship with wages. The main finding indicates that a higher level of industry integration with GVCs leads to higher wages and a higher skill premium, confirming the positive effect of GVC involvement on wages and the complementary effect of high demand for skilled workers in GVC-oriented industries in Thailand. Workers in industries with positions close to the end of the value chain (downstream position) will earn a higher wage than those working in the upstream position. These results have significant policy implications. The Thai government should not only attempt to increase industry involvement in GVCs overall, but also aim to lift industries to higher positions in the GVC to gain the most benefits for Thai workers and the country overall.

4059. The Helmand Food Zone: The Illusion of Success

Abstract:
This study documents how the Helmand Food Zone was developed, its origins and architects, as well as the different actors involved in the implementation and the subsequent challenges of delivery. Initially presented as a drug control project, the Helmand Food Zone came to be accredited for supporting stabilisation and governance in the Helmand province between 2008 and 2012. Driven by political demands rather than evidence, the program became a flagship in Helmand, and lauded as a success, despite evidence to the contrary. The study builds on in-depth fieldwork and high-resolution satellite imagery collected before, during and after the implementation of the Helmand Food Zone, as well as interviews with some of the main protagonists in the donor community. In total, 4,122 household interviews took place with farmers over an 11-year period in either all or some of the 28 research sites in Helmand province, in areas both north and south of the Boghra canal. The latest body of fieldwork was conducted in spring 2018 and consisted of 310 interviews in the same research sites, supplemented with a further 52 interviews with women who resided in former desert areas.

Abstract:
Lack of long-term financing, the existence of various risks, the low rate of return, and lack of capacity in market actors are major challenges for the development of low-carbon projects. This paper attempts to provide guidelines for governments and financial institutions by highlighting practical solutions as enabling conditions of low-carbon finance and investment. Such solutions include increasing the role of public financial institutions, increasing the share of non-banking financial institutions in long-term investments, using the spillover tax to increase the rate of return, developing green credit guarantee schemes to reduce the credit risk, and addressing low-carbon investment risks via financial and policy de-risking. These solutions are analysed in detail and considerations for their implementation are discussed throughout the paper. Tools and instruments for low-carbon investments and a practical example of the implementation of the proposed tools are also provided in this paper
