4041. China’s Economic Slowdown: Root Causes, Beijing’s Response and Strategic Implications for the US and Allies

Abstract:
This monograph attempts to argue and/or demonstrate three main points. First, it looks at why there were credible fears about the stability and viability of the Chinese economy — especially the financial and banking system — leading up to the end of the Twelfth Five Year Plan (2011–15), and what these were. To understand why Beijing was so concerned, the monograph draws out the serious structural problems that were leading inevitably to a permanent slowdown from the double-digit growth rates of the first three decades of reform. Second, the monograph looks at what occurred from 2015 to the present, and how China apparently overcame its economic difficulties. In fact, it has not overcome its problems, but deferred them to a future time in ways that only its unique authoritarian political economy is able to do.Third, it is clear the Communist Party is not passively awaiting an unhappy economic fate in connection with its mounting imbalances and domestic economic dysfunction. In many respects, its leaders have been highly creative in seeking solutions that do not entail a weakening of the party’s hold on economic power. On the contrary, the party has been busily shaping and pursuing grand strategic policies such as the Belt and Road Initiative (BRI) and Made in China 2025 (MIC 2025) to solve or alleviate many of its domestic political-economic problems. This monograph argues that these and other outward-focused initiatives stem most fundamentally from Chinese weaknesses and vulnerabilities but are being remade and recast into initiatives that will strengthen the position of the CCP domestically, ensure greater resilience for its political economy, and advance its ambitious strategic and international objectives at the same time. In summary, it is about the Communist Party cleverly transforming domestic vulnerability into grand strategy and using economic approaches to gain pre-eminence and “win without fighting.”

4042. Driving Growth and Innovation in the Food Industry: Lessons from the Automobile Industry’s CAFE Standards

Abstract:
Poor dietary patterns are the leading cause of noncommunicable disease in the U.S., and they are creating a significant burden on the economy and on quality of life. Diet-related disease is having a large impact on health outcomes among children and adults, leading to increasing healthcare costs, which has led to a focus on regulatory measures to curb the rising tide. Regulation has largely focused on the U.S. food system, as it provides low-cost, calorie-dense foods, which have been linked to a substantial increase in calories in the food supply and excessive calorie consumption. Substandard eating habits are linked to a number of health conditions, such as diabetes and obesity. Diabetes rates in the U.S. have more than tripled since 1970, and nearly 40 percent of adults are categorized as having obesity. The cost to the healthcare system is significant, and a myriad of health issues are linked to its pervasive spread in the country. Particularly concerning are increasing obesity rates among children, amidst continued public health interventions at the local, state, and national levels. Public health officials continue to advocate for additional regulation to shift dietary patterns. Policy efforts have ranged from voluntary commitments by the food industry to government-driven regulations such as taxes on sugar-sweetened beverages and package-labeling provisions. Most of the government regulatory approaches to date have been piecemeal, typically led by local government bodies and focusing on a specific type of food or beverage for taxation, or tending to address a particular component, such as food package labeling. For example, Berkeley, CA passed a sugar-sweetened beverage tax in 2014, and the FDA has mandated changes to food labels to increase transparency about calories and added sugars. This paper seeks to open the discussion on a broader policy approach to reduce excessive consumption of calories, sugars, saturated fats, and sodium, which are linked to conditions such as diabetes, obesity, cardiovascular disease, and certain cancers. It will do this by exploring Corporate Average Fuel Economy (CAFE) standards, an automobile industry “cap and trade” regulatory model.

Abstract:
Two initiatives have recently gained prominence, one on the global stage and the other in Africa: China’s Belt and Road Initiative (BRI) and the African Continental Free Trade Area (AfCFTA). The former initiative’s primary aim is to build economic infrastructure in the transport, energy and telecommunications sectors in the countries through which the BRI will pass, which has come to include several African countries. Concurrently, the objective of the AfCFTA is to deepen economic integration amongst African states by creating a unified market for goods and services and in the process, propel Africa’s industrialisation and structural transformation. Although seemingly independent, these initiatives converge and present two economic diplomacy instruments that can be leveraged to address Africa’s industrialisation challenge and the bottlenecks to intra-African trade for inclusive and sustainable development. On the back of secondary data sources, this paper explores how the BRI can be leveraged to advance the objectives of the AfCFTA by addressing the financing, infrastructure and productive capacity challenges constraining Africa’s industrialisation and intra-trade

Abstract:
The economic crisis of 2015 destabilised Zambia’s economic performance. The depreciation of the Kwacha and its pass-through effects led to inflation of as high as 22% and growth, at 2.9%, was far below the 5% target. The overall Budget deviation was 15% of Parliamentary appropriations in 2015, disrupting planned activities and attainment of set macroeconomic objectives. There were huge variations between what the consequent national Budgets committed to do and what they actually did. To fix this and nudge the country back towards high sustained economic growth, the Economic Stabilisation and Growth Programme (ESGP) was crafted in 2017. The five-pillar plan aimed to ensure prudent fiscal management by providing a system of accountability and a standard against which results could be measured, among other things. The aim of this paper is to review the ESGP, particularly, its performance in 2018. The paper sets out to understand how well Zambia faired in implementing the ESGP as well as to highlight the broader fiscal trends recently. It ultimately seeks to make recommendations about how Zambia can revive its path to economic stability and growth. The paper focuses tightly on the first two pillars of the ESGP, i.e. (i) restoring budget credibility; and (ii) enhancing domestic resource mobilisation and refocusing public expenditure. The remaining three pillars are slated to be reviewed in the second half of 2019.

Abstract:
Since 2015, Zambia’s real GDP growth has declined markedly, its local currency has depreciated notably with episodes of serious volatility, and the risks of fiscal and debt distress have mounted. As the country searches for solutions, one viable international economic diplomacy instrument might be the IMF. Since its creation in 1945, the IMF has fostered global monetary cooperation, secured financial stability, international trade, high employment, sustainable economic growth and poverty reduction, mainly through: lending, surveillance and capacity building. Zambia has been pursuing an IMF-supported economic programme since about 2016, but with dismal success. In contrast, other economies like Ghana and Zimbabwe appear to be making headway. Key questions emerge from the foregoing: what does the evidence say about the relevance and significance of an IMF-supported programme for Zambia? Why has the country’s recent quest for an IMF deal failed? Does Zambia have feasible pathways to an IMF deal? This paper tackles these issues using simply descriptive statistical analysis, stylized facts and a political economy lens. We highlight a number of specific pathways that Zambia could follow in further pursuit of an IMF-support programme.

4046. Towards 2022: Options for paying back Zambia's Eurobond Debt

Abstract:
On 20th September 2022, Zambia’s first Eurobond will mature. The Government will be required to settle its principal payment amounting to US$750 million in full. Twenty months later in April 2024, the Government will have to settle the second Eurobond worth US$1 billion. The third US$1.25 billion Eurobond will be paid back in three instalments in July of 2025, 2026 and 2027. With less than three years before the first Eurobond matures, there is no clear indication of how and where the money to pay back these Eurobonds is going to come from. This paper considers several options that will mitigate the possibility of a default when the principal payments on the Eurobonds are due. The lack of a payment strategy has made the bondholders jittery about whether they will get their money back. Bondholders have communicated their consternations by dumping the Zambian bonds which are perceived to be risky. With increasing yield rates on the three Eurobonds, of about 17% by end-September 2019, the market seems to have already priced in a default – only nations already in default, such as Venezuela, have yields as high as Zambia’s1. The yield rate is the barometer used to assess the risk inherent in the bond. In general, higher yields mean the bond has higher risk and corresponds to a decline in the value of the bond. There have been efforts made towards establishing a Eurobond Redemption Strategy, but its contents are yet to be publicised. Also, the failure to release the 2020-2022 Medium Term Expenditure Framework by September 2019, and the absence of the 2020-2022 Medium Term Debt Strategy to show a clear borrowing plan have added to the market apprehension. By just about every measure, the Zambian economic fundamentals are fragile. Growth is ailing, prompting the authorities to revise their growth projection targets from 4% to 2% in 2019. Agriculture has been in recession for several quarters now. The 2019 mining fiscal regime that has significantly raised the tax burden on mining companies to unsustainable and uncompetitive levels, coupled with reduced ore grades, has resulted in 8.4% reduction in mining value added in the second quarter of 2019. The electricity load management which commenced in mid-2019 continues to have adverse economy-wide effects. This has implications on revenue targets. Tax revenues in September 2019 were 17% lower than projected, a trend likely to continue at least up to the end of the year. Further, the recent weakness of the Kwacha is not helping either as it has increased the cost of external borrowing and debt servicing, making it prohibitively more expensive to service foreign-currency denominated loans, which include the Eurobonds.

4047. The Sales Tax Proposal: Are We Beating a Dead Horse? Preliminary results from a rapid assessment

Abstract:
The fiscal authorities have argued that the horse – in this case, (value-added tax) VAT – is dead. In contrast, this rapid assessment argues that the VAT may have been pronounced dead too quickly, perhaps for expediency’s sake. Examples from many countries abound and show that with the right fiscal discipline to ring-fence VAT refunds and improve compliance, VAT works just fine, offering value-added incentives and avoiding cascading effects. In finding a solution for this supposedly dead horse, important questions that we need to ask are “Is the horse really dead? If it is, what killed the horse?” Without this introspection, the other horse in form of Sales Tax, which in fact died and was buried 25 years ago, might be resurrected. Without learning from previous experiences and experiences elsewhere, we are bound to make the same mistakes in trying to resuscitate a truly dead horse.

Abstract:
This policy brief presents the summary findings of a study on Promoting Financial Cooperatives (FCs)in Zambia that was conducted between 2017 and 2018 with financial support from the Rural Finance Expansion Program (RUFEP), Ministry of Commerce Trade and Industry (MCTI) and the Zambia Center for Accountancy Studies (ZCAS). The study used both qualitative and quantitative approaches which included a situational analysis of FCs in Zambia, a study tour to Kenya and a Census of FCs in eight provinces. The main objective of the study was to contribute to the development of FCs in Zambia by generating information on their performance. The secondary objectives of the study were to: 1. Undertake a situational analysis to develop a clear understanding of the landscape for the FCs in Zambia in terms of the regulatory framework, support institutions and the nature and level at which the FCs operate. 2. Undertake a Census of FCs to understand the opportunities and constraining factors for the growth of the Cooperatives movement in Zambia. It was envisaged that the study would provide evidence about FCs that could be used in the revision of the Cooperatives Act currently underway, aid MCTI understand the nature of Cooperatives and devise strategies for monitoring FCs. The study also aimed at providing information about the state of FCs that can be used for various purposes by the apex body of FCs and stakeholders such as the Bank of Zambia.

4049. Intelligence and Terrorism: The Impact of Terrorism on the Counter- Terrorism Roles and Architecture of Intelligence Agencies

Abstract:
Counter-terrorism (CT) has since 9/11 become a leading component of intelligence work, alongside mainstays like political analysis and counterintelligence. The emergence of the Islamic State in Iraq and Syria (ISIS) and new dimensions like extreme right wing (XRW) threats are placing heavy demands on intelligence. This paper addresses three questions. Firstly, whether and how intelligence agencies perform CT roles that go beyond disseminating information. Secondly, whether and how intelligence agencies are involved in CT policymaking. Thirdly, how countries have adapted their intelligence architectures for CT. The research comprised four interviews with senior practitioners and academics, alongside literature surveys. The research focused on the UK, US, Germany and France. Organisational theory was used to frame the analysis as existing intelligence theories were inadequate. The findings showed that intelligence agencies do play CT roles beyond providing information. They include investigating and neutralising terrorists, negotiating hostage releases, discreetly engaging foreign countries on CT, and collaborating with the private sector to build CT capability. However, intelligence agencies are reluctant to engage in CT policymaking out of concern that they might lose credibility if their reporting is politicised or a policy they back fails. The research on intelligence architecture showed that the US’s reforms, which were the most sweeping of the countries analysed, were in response to environmental pressures post-9/11 and increased the level of bureaucracy in the intelligence community (IC). The UK’s reforms were reactive but less extensive than the US’s, while Germany’s reforms were proactively initiated and aimed at bolstering CT coordination. The research highlighted that the key environmental influences on CT intelligence work going forward include technology, resource constraints and the legal environment. Day-to-day, intelligence agencies will continue to grapple with issues like how analytical practices can be bolstered to mitigate the risk of politicisation. More research is needed to develop new theoretical frameworks on CT intelligence, update perspectives on the intelligence-policy relationship, and explore applying organisational theory to intelligence work.

4050. Secessionist Conflict: A Happy Marriage between Norms and Interests?

This roundtable debates how norms, values, and interests are balanced and harmonized in a world of conflict. My contribution focuses on one specific policy field: secessionist conflict. Like Megan Bradley’s contribution on the international refugee regime,1 this essay takes a metaperspective and does not investigate any one specific case or actor.2 I assume a political science perspective, paying attention first to social norms (as standards of appropriate behavior), which encompass but go beyond legally codified norms of international law;3 and second to interests, whether they be national, group, personal, or other. My perspective here is a critical social constructivist one, investigating the dialectic relationship of norms, interests, and power. I introduce the concept of “norm selection” in a policy field, which offers choice within a cluster of competing norms. Finally, following Bernd Bucher’s call to bring back agency into what he terms international “norm politics,” this contribution prioritizes agency, arguing that it is actors with diverging interests who do the balancing of norms, values, and interests.4 This was one of the major insights we gained from the workshop preceding this roundtable.5 The central argument of my contribution is that the policy field of secessionist conflict is structured around a set of five rival norms, of which territorial integrity and self-determination form the core. This normative structure permits the parties involved in a secessionist conflict to select from a menu of norms those that best suit their interests. The selection displays remarkable regularities, indicating default positions for each type of actor. However, significant outlier cases signal that interests do not simply trump norms but that actors accord different values to those norms. This attribution is influenced by the dynamics of a normative environment in which norms rise and fall. In particular, since the Cold War ended, discourse as well as state practice have shifted away from the traditional taboo on secession toward more revisionist concepts, such as remedial secession or earned sovereignty, providing an opening for the secessionist wave that started with the breakup of the Soviet Union and of Yugoslavia. I present my argument in three steps. First, I introduce the above-mentioned cluster of norms that shape discourse and policies on secession, distinguishing the two core norms and the three circumjacent ones of noninterference, human rights, and democratic good governance. Second, I identify five major types of actors in secessionist conflicts and investigate how each balances those norms. Since this balancing is actor-specific and conforms to the interests that each pursues, I arrive at distinct default positions for each actor type. Whereas this analysis suggests that norms serve primarily as legitimation devices to advance the diverging interests of various actors, the last section discusses outlier cases where norms and interests do not match as presumed.
