3921. The Unfulfilled Promise of Kosovo Visa Liberalization

Abstract:
Kosovo’s path towards visa liberalization started in 2012 when the European Commission submitted the Visa Liberalization Roadmap for Kosovo. This step was long awaited by the small country as all the other five Western Balkan states started the dialogue already in May and June 2008. At that time, it was still being decided inside EU member states whether they would recognize the newly declared state1 and it was clear that there is no consensus across the EU. As the united EU approach towards Kosovo proved to be a difficult and sensitive issue due to the concerns that opening visa dialogue would imply recognition, Kosovo was left out from the process. The length of the visa liberalization process differed among the Western Balkan countries. Macedonia, Montenegro and Serbia progressed rather swiftly, and the dialogue was closed with the decision to lift the visa regime for these countries in late-2009. Albania and Bosnia and Herzegovina had to wait one year longer as their readiness and fulfilment of conditions was evaluated as insufficient in 2009. Kosovo, lagging behind the rest of the region, opened the dialog with the EU in 2012, at the same time as Georgia. While Georgian citizens already reached a successful end of the process and are allowed to travel to the EU without visa since March 2017, it is still uncertain when Kosovo will achieve this objective.

Štěpán Vaškevič in his policy paper examines an often neglected activity in climate policies - waste management and its impact on climate change. How is the Czech republic really standing when it comes to this phenomena? And what are the further perspectives? Climate change is a multidimensional issue in both its origins and its solutions as well. The aim of this paper is to provide an insight into human activity often neglected in climate policies – waste management and its impact on climate change. The paper will map main streams of greenhouse gas emissions in waste management sector with a focus on landfills, analyze existing approaches for improvement via optics of circular economy and make notes on existing obstacles and opportunities in Czechia.

Abstract:
The latest policy paper by our Shang-Yen Lee and Christian Kvorning Lassen focuses on the reform of Dublin IV regulation under the Common European Asylum System and its prospects after the EP elections. The reform of Dublin IV regulation under the Common European Asylum System (CEAS) has stagnated for years, leaving the EU ill-prepared for future migration and asylum challenges. A reform of Dublin IV is a prerequisite to a comprehensive CEAS reform towards greater solidarity and fairer sharing of responsibilities between the Member States, yet divisions between Parliament and Commission as well as liberal and ‘illiberal’ fault lines have complicated the reform process. The EP elections will most likely stagnate the process further due to a surge in nationalist Eurosceptic MEP’s, which could delay CEAS reform for the foreseeable future, to the detriment of the EU.

Abstract:
Two decades after the last armed conflict in the Western Balkans, the reconciliation process in the region is still in its embryonic phase. Reconciliation is considered both a determinant for the democratization process of these countries and a precondition for them to join the EU at a later stage. Moreover, a satisfactory degree of reconciliation is also seen as an essential “step which would make European integration a long-term success“. Today, the political and social dynamics in the region are characterized by high youth unemployment, lack of trust in the governing elites and gloomy prospects of EU membership in the near future, which have affected citizens’ perceptions and level of confidence that the reconciliation process can overcome the present stalling stage. Moreover, the standstill with the enlargement process has allowed the local elites in power to raise the nationalistic rhetoric in their public speeches for short-term political gains, at the expense of the wider regional rapprochement process.

Helder Hermani published a EU Monitor in which he focuses on the ways EU can contribute to the conservation of Amazon rainforests. He provides analysis and proposes 5 specific steps. The European Union is arguably the global power most devoted to the environmental conservation and combating climate change. However, isolated actions tend to prove ineffective in achieving these objectives. "The neoliberal policy oriented to private investments, coupled with the bulky military composition at the highest level of officials, has driven Brazil to pursue two goals in regards to international bodies: a permanent seat in the OECD (Organization for Economic Co-operation and Development) and the status of major non-NATO ally.“ "The EU [...] must make it easier for suppliers, manufacturers, retailers, consumers and public authorities to identify products from deforestation-free supply chains.

3926. Kosovo elections – moving towards better future?

Abstract:
The result of the Kosovo parliamentary elections this month brought rather unexpected result, casting the ruling parties to opposition and ending 12 years of PDK-led governance in Kosovo, representing thus the first real governmental change since Kosovo’s independence. The winner of the elections, the Vetevendosje (“Self-Determination”) party, has become a part of the government for the very first time, with a very narrow victory over another opposition party, the Democratic League of Kosovo (LDK). So far, the new government seems to be good news for Kosovo, possibly leading to turning things around, especially with regard to the fight against corruption and crime, economic issues and services for citizens. ​ The new political elites inherited from their predecessors plenty of not only internal but also external challenges, most urgently the stalled dialogue with Serbia on normalization of relations between the two countries.​

The example of the dissolution of Czechoslovakia referred to also as the “Velvet Divorce”, in the early 1990s, often serves as a model of peaceful dissolution of a joint state. While the context of the joint Czechoslovak state and its split as well as the shared history of Czechs and Slovaks is very different from that of the Western Balkan countries, due to its peaceful, well-managed preparation as well as the implementation and establishment of “above-standard” friendly relations after the dissolution, for which is Czechoslovakia studied as a model example and compared to other states’ dissolutions, it would be impossible not to include it among the cases studied in this project.

Abstract:
In 2017, the Polish Ministry of Foreign Affairs established the “Reconciliation and Remembrance” seminar, which aims to share the experience of Polish-German reconciliation as an inspiration for improving relations between the Western Balkan nations and overcoming historical barriers. The project is implemented in cooperation with the Krzyżowa Foundation and the German Embassy. Certainly, Polish-German reconciliation may serve to a certain degree as a source of inspiration for the similar processes taking place in the Western Balkans.

Slovak-Hungarian relations have constantly been the most sensitive in the V4. The relationship between Slovakia and Hungary was problematic already in the 1990s even though the fall of communist regimes in Central Europe and the prospects of integration in Euro-Atlantic structures promised the possibility of a new era of reconciliation. It became evident that membership on multi-lateral platforms - like the EU or V4 - alone could not be the panacea solving all problematic issues between Slovakia and Hungary as tensions continued to be exacerbated after the EU accession while V4 cooperation deliberately avoided sensitive bilateral issues.

3930. Albania – Serbia relations: Bridging over troubled waters

Abstract:
The relations between Albania and Serbia have been marked over past decades by the absence of political dialogue and the presence of diplomatic friction. This weakness has been reflected in the relations between respective peoples. Despite being the two major ethnicities in the region, the mutual relations are still far from being considered mature and demand for the presence and intermediation of third parties in order to smooth down long-lasting prejudices, intolerance and distrust. In the aftermath of the Kosovo war, both countries resumed the bilateral relations as of January 2001 through an exchange of diplomatic notes. However, the mutual relations did not break through until November 2014, when Prime Minister Rama visited Belgrade - the first official visit of an Albanian leader in Serbia in 68 years. This symbolic and historical act created a fresh political momentum and imprinted a hopeful beginning of a new cycle of political and societal rapprochement.
