Abstract:
A region long-tested by both extreme weather events and illicit economic activity, the Caribbean has developed abundant expertise in climate science and disaster resilience. It also has many underlying governance and security challenges which may amplify each other as climate impacts intensify. In this policy brief authors Shiloh Fetzek and Lt. Commander US Navy (ret.) Oliver Leighton-Barrett identify the key regional security risks exacerbated by climate change, which include: 1. economic contraction, violence and criminal activity; 2. disaster impacts and political repercussions; 3. food and water insecurity, damage to livelihoods and social unrest; and 4. Central and South American security deterioration impacting on the Caribbean. Anticipating and addressing these challenges by integrating security cooperation and climate resilience initiatives could support existing risk management structures and advance long-term economic and socio-political stability in the Caribbean.

Abstract:
National politicians and international actors cannot ignore the resilience of premodern tribalism in Libya. Libyan governance structures have historically relied on the top-down distribution of favours to selected tribal allies, rather than on inclusive and representative governance. Such arrangements took the shape of cyclical processes of selective co-optation, exclusion, rebellion and, again, new forms of selective co-optation. Even the uprisings of 2011, which symbolise the appearance of a national Libyan polity, was mobilised and organised along tribal lines. Accordingly, efforts to build a new Libyan state today should take into account the strong tribal character of Libya and should look into integrating tribal forces into the state in a manner that favours the central state project while simultaneously allowing for true representation and inclusion of all local and tribal entities. In this policy brief authors Al-Hamzeh Al-Shadeedi and Nancy Ezzedine provide recommendations on how to realistically and effectively engage with tribal actors and traditional authorities for the benefit of the current central state-building process while avoiding past mistakes.

Abstract:
This policy brief analyses the official discourse and actual practices of Turkish control and reconstruction in northwestern Syria. It finds that Turkey pursues a strategy that seeks to achieve control and influence through a mix of military occupation and fullscale reconstruction based on the logic of Turkification and the deployment abroad of the domestic apparatus of the Turkish state. The main objective of this strategy is to contain and undo the politico-territorial gains of the Syrian Kurds. In the process, Turkey largely bypasses the Syrian National Coalition. While this ‘reconstruct-the-buffer-zone’ strategy has been comparatively successful in the Al-Bab-Azaz-Jarablus area, it is running into trouble in the Kurdish-dominated Afrin area due to heavy-handed Turkish tactics of repression and the insurgency campaign that was launched by the Syrian Kurds. Yet, the nature of Turkish reconstruction engagement suggest it is there to stay, which in turn is likely to prolong the Syrian conflict. It will also create several problems from an EU policy perspective, including repression of Syria’s Kurds, an uncertain future of Syrian refugees in Turkey and violation of international law.

3774. Incoherent Agendas: Do European Union migration policies threaten regional integration in West Africa?

European Union (EU) policies towards Africa have in the past years experienced a shift away from forging relations based on trade and development, to cooperation based on and measured by the successes of joint migration management. This shift has been producing often controversial outcomes for the EU, African countries and migrants themselves. Just under four years since the pivotal Valetta Summit on migration, the evidence base of these policies’ poor human rights record is growing, as is the evidence base on their localised adverse economic and societal impact. The impact of EU policies on the regional integration processes in Africa – once a pillar of the EU’s Africa strategy – has, however, not yet been sufficiently documented. But the emerging evidence and policy analysis strongly suggest that the EU policies in West Africa have the power to create incentives and even localised policy outcomes that could in the medium term challenge ECOWAS commitments to freedom of movement, and in that way also likely slow down the processes of regional economic and political integration. Paradoxically, the EU policies aimed at curbing migration may thus also end up slowing down the development processes in West Africa that the EU perceives as one of the key approaches to tackling the root causes of migration.4 It may also lead to a weakening of the existing economic coping mechanisms within these countries, and thereby potentially also to increased migratory pressures. This policy brief, by Ana Uzelac, looks at the emerging patchwork of evidence around the impact of EU migration policies on regional integration in West Africa, with a view to offering initial advice to policy-makers on how to prevent the outcomes that could slow down the economic development of the countries of West Africa, further weaken the EU’s human rights record abroad and undermine the long-term goal of sustainable managing migratory pressures on the continent. 3775. The Warning Signs are Flashing Red: The interplay between climate change and violent extremism in the Western Sahel

Abstract:
Development and security cannot do without the other. It is not enough to counter violent extremism by addressing the symptoms; understanding and focusing on root causes, in regions such as the Western Sahel, is essential to countering violent extremism. Countries in the Western Sahel suffer from the consequences of climate change: increasing droughts and water shortages make it harder for 50 million people – who depend on agriculture and livestock for their survival – to support their families. Joining a non-state armed group, for income and food, becomes ‘a tempting, or sometimes even the only, alternative.’ To address these challenges, the authors propose five recommendations: 1. Routinise and institutionalise attention to climate change in security institutions 2. Factor in (counter)violent extremism and counterterrorism into climate change efforts 3. Create a comprehensive early warning mechanism 4. Ensure comprehensive engagements: terrorist threats are not only a military issue, addressing economic and financial sources, online recruitment, supply chains, and climate change is essential for strong stabilisation efforts 5. Improve regional cooperation

Abstract:
Climate-related events left no region unaffected in 2018. These events demonstrate how climate change impacts are worsening. Despite increased geopolitical tensions that seem to undermine the Agenda 2030 or the Paris Agreement, global and regional organisations have been able to achieve some progress in addressing and mitigating climate-related security risks. This report, prepared for the Planetary Security Conference taking place in The Hague on 19-20 February 2019, feeds into the conversation by sketching the past year’s trends in relation to climate and security. Assisted by Rickard Söder and Mikaela Wang, authors Dan Smith, Malin Mobjörk, Florian Krampe and Karolina Eklöw review the progress made in global and regional organisations on addressing and mitigating climate-related security risks despite the turmoil in global politics at large. It builds on the two previous progress reports for the Planetary Security Initiative (PSI). The report focuses on progress in the UN and in regional intergovernmental organisations, both showcasing achievements and highlighting new challenges.

3777. Assessing China’s Influence in Europe through Investments in Technology and Infrastructure. Four Cases.

China’s role as a global investor and financier has grown rapidly in recent decades, nowhere more so than in Europe. In 2017, a full quarter of China’s outbound foreign direct investment was destined for Europe. China has stepped up promotion of its signature Belt and Road Initiative (BRI), with Europe as its final destination, ever greater flows of investment in Eurasian connectivity are on offer. However, in recent years scepticism about rising flows of Chinese investment into the EU has grown. This report aims to carefully scrutinize the linkage between Chinese investment in Europe and China’s influence in the region and provides a nuanced and careful analysis that goes beyond the alarmism and polarization that dominates so much of the recent discussion about China’s role in Europe. It is based on a series of case studies examining a Chinese port investment in Greece, a Chinese-financed rail project in Hungary and Serbia, and two Chinese acquisition deals in the Netherlands. Thus, the authors shed light on the motives behind these individual Chinese investments and financial packages, including the interests of both the Chinese and the host governments and firms involved, evaluating what, if any, Chinese “influence” can be linked to the deals. According to the findings, the specific terms of each investment or loan package are dependent on the individual circumstances of the countries and firms involved. In each case there is an identifiable commercial basis for the Chinese investment, but economic and political viability of each deal varies.

3778. The US–China trade–tech stand-off and the need for EU action on export control

Abstract:
As the great power rivalry and (technological) trade conflict between the United States (US) and China intensifies, calls for an export control regime tailored to so-called emerging technologies are growing. In August 2018 the US government announced the Export Control Reform Act (ECRA), seeking to limit the release of emerging technologies to end uses, end users and destinations of concern. The contest is on for the leader in the development and use of emerging technologies, but also for shaping norms and writing the rules for their use. This requires the Netherlands and other EU member states – in coordination with key stakeholders from business and academia – also to redouble their efforts to recraft their own approach to export controls of so-called ‘omni-use’ emerging technologies. This Clingendael Report outlines four levels of action in the field of export control for the Dutch government to pursue in parallel: bilaterally with the US; European Union cooperation; ‘Wassenaar’ and beyond; and trusted communities.

3779. The Status Quo Defied: The legitimacy of traditional authorities in areas of limited statehood in Mali, Niger and Libya

Abstract:
The legitimacy of traditional authorities in areas of limited statehood in Mali, Niger and Libya In many countries in the Sahel and northern Africa, the state lacks an effective presence in border regions. This has dire consequences for communities that reside there, as the state is generally unable or unwilling to provide them with basic security and services. State absence has become a particularly pressing concern since the 2011 fall of Gaddafi in Libya, which set in motion a chain reaction of armed group formation and the spread of violent extremist organisations that now threaten the stability of the region. By capitalising on both the absence of state security and local populations’ grievances about central state neglect, these groups have been able to cement their presence throughout the Sahel, in Mali and Niger for example. This report explores whether traditional authorities in Mali, Niger and Libya could play a role in addressing these dynamics. Since pre-colonial times, traditional authorities such as tribal chiefs and religious leaders have performed governance tasks, such as the administration of justice and conflict mediation. They also play ‘an important symbolic role as representatives of community identity, unity, continuity, and stability. This has earned them a high degree of legitimacy among the public. In areas of state absence, traditional authorities could therefore provide pivotal entry points for local dispute resolution and mediation initiatives. Yet, as this report shows, traditional authorities have always been part of the political context, and are thus liable to be drawn into political – and sometimes violent – conflict. To assess whether traditional authorities can contribute to governance and stability, this report aims to provide a better understanding of how traditional authorities come to power, the extent to which their communities regard them as legitimate authorities, and the extent to which communities feel that traditional leaders are best-placed to address their concerns. The application of this multidimensional perspective to legitimacy, as advanced by Beetham (2013), leads to the following central research questions: How do the traditional authorities engaged in local governance in fragile settings, such as areas of limited statehood, build and maintain legitimacy? And what consequences does this have for (inter)national interventions that aim to foster (formal) local government and stability?

Abstract:
Extremist groups rely upon women to gain strategic advantage, recruiting them as facilitators and martyrs while also benefiting from their subjugation. Yet U.S. policymakers overlook the roles that women play in violent extremism—including as perpetrators, mitigators, and victims—and rarely enlist their participation in efforts to combat radicalization. This omission puts the United States at a disadvantage in its efforts to prevent terrorism globally and within its borders. Women fuel extremists’ continued influence by advancing their ideology online and by indoctrinating their families. New technology allows for more sophisticated outreach, directly targeting messages to radicalize and recruit women. It also provides a platform on which female extremists thrive by expanding their recruitment reach and taking on greater operational roles in the virtual sphere. The failure of counterterrorist efforts to understand the ways in which women radicalize, support, and perpetrate violence cedes the benefit of their involvement to extremist groups.
