The goal at this meeting was to set the context for further discussion at the next meeting. Participants stressed that this is an important topic and a timely project. Please note that this summarizes the main points and imposes a certain order on what was in reality a wide-ranging discussion.

Abstract:
On Monday, July 13, 1998 the International Migration Policy Program of the Carnegie Endowment for International Peace and the Georgetown University Law Center co-sponsored a Conference on Immigrants and Race at the Law Center's moot court amphitheater. This event was organized in an effort to contribute to the dialogue begun by President Clinton's Initiative on Race. Twenty-six scholars, policy makers and community leaders gathered to discuss the challenges of incorporating newcomers effectively into a multiethnic society and the effects and implications of this process on Black Americans and, more generally, on race relations. Seeking to move beyond the black/white paradigm that has dominated discussions on U.S. race relations and the deliberations of the Initiative, the Conference proved to be a thought-provoking exchange on the importance of and process for including immigrants more squarely within Clinton's notion of “One America.” Among those in attendance were the Chair of the President's Advisory Board, John Hope Franklin, and Board Members Linda Chavez-Thompson, Angela Oh, and William F.Winter.

The conference on “Comparative Citizenship,” held at the Airlie Center in Warrenton, Virginia on June 4–7, 1998, was sponsored by the International Migration Policy Program of the Carnegie Endowment for International Peace. Twenty-five experts from around the world gathered to present and discuss citizenship policies as they relate to rights, access and participation in different non-Western European liberal-democratic states and the supranational European Union.

The devaluation of the Russian ruble this year was predictable, especially considering Russia's poor monetary history. State-manipulated money has been a Russian hallmark since the time of Peter the Great and shows that the country's money problems are endemic and do not depend on who controls the central bank. Czarist, Soviet, and post-Soviet governments have used the central bank printing press to finance deficit spending, resulting in high inflation, confiscation of savings, capital controls, or a combination of the three.

36567. Time to Terminate the ESF and the IMF

Abstract:
The International Monetary Fund and the U.S. Treasury Department's Exchange Stabilization Fund are undemocratic institutions unaccountable for their actions. Their current functions have little to do with their original missions. The ESF is used by the executive branch to circumvent Congress in the provision of foreign aid. Its foreign exchange interventions have, in any event, always been wasteful and ineffective at controlling the relative price of the U.S. dollar. The IMF has also been used to provide massive bailouts in the cases of Mexico in 1995 and of Asian countries since 1997. Defenders of the IMF as an international lender of last resort are misinformed since the IMF does not and cannot serve that purpose. Both institutions should be abolished, not reformed, because they are not needed to resolve currency crises and they preclude superior solutions.

On January 13, 1998, Stephen Golub, professor of economics at Swarthmore College, led the sixteenth seminar in AEI's series Understanding Economic Inequality. Mr. Golub's presentation sought to dispel fallacious but widespread views concerning the effects of competition from low–wage countries in international trade, including the view that such competition has significantly increased wage inequality in the United States.
