3451. Examining Alternative Livelihoods for Improved Resilience and Transformation in Afar

Abstract:
Traditional pastoral livelihoods have continued sustainably for generations using flexible adaptive responses to the climatic variability in Ethiopia’s Afar region. Recently, however, multifaceted driving forces such as demographic and policy changes, more extreme climate events, market changes have affected the capacity of the pastoral system to adapt. The study established that the traditional pastoral system has evolved into three major livelihood pathways, depending on the wealth status of the household: (1) pastoralism with commercialization of livestock; (2) livestock keeping along with income diversification; and (3) non-livestock alternative livelihoods. The report reviews the different types of alternative livelihoods in the region and makes recommendations for interventions.

3452. ‘She told me that life here is so easy’: Urban migration of Acholi youth, Uganda

Abstract:
This working paper presents findings on the migration of youth (aged 15–35) from Acholi, Uganda to the urban areas of Gulu and Pabbo in northern Uganda, and to the Acholi Quarter neighborhood in Kampala. Key findings include: Acholi youth migrate into urban areas for a diverse range of reasons; top among these are the lack of economic opportunities in rural areas, inadequate land access, and family disputes. Female migrants in particular also cited being pushed off land and physical and sexual abuse as reasons for migrating, in addition to economic reasons. Many migrants maintain strong economic, livelihood, social, and emotional ties to their rural places of origin, with split-household models being extremely common. Those who did not maintain such ties—mostly women— were among the most vulnerable. The findings of this report have important implications for national and international programming and interventions, especially given the expanding role urbanization plays in Uganda and across the developing world. The provision of urban services, especially education, must meet the needs of the continuing influx of migrants, many of whom prioritize education. Decision making about migration involves not only concerns for the migrant, but also their family, whether or not family members also move.

3453. The state of the war-wounded in northern Uganda

Abstract:
Few large-scale, structured surveys have been conducted on the prevalence of alleged war crimes or crimes against humanity committed by warring parties against civilians and how this relates to disability. Using data from a panel survey carried out in 2013, 2015, and 2018 that is representative of all of Acholi and Lango sub-regions in northern Uganda, this working paper reports the prevalence of alleged war crimes or crimes against humanity for individuals and households; their association with disability; and the resulting effects over time on people’s lives in terms of food security, wealth, access to basic services, and healthcare. The study contributes to an understanding of people who have experienced alleged war crimes or crimes against humanity that affect them physically and psychologically; the relationship between experience of these alleged crimes and their experience of disability; the effects of these crimes on their wealth, food security, and access to livelihood and social protection services; the effects of these crimes on their access to basic and therapeutic healthcare; and a better understanding of the key obstacles faced by victims of these alleged crimes when they are unable to receive basic and therapeutic healthcare.

3454. Transforming Pastoralist Mobility in West Darfur: Understanding Continuity and Change

Abstract:
Earlier studies have shown that pastoralist mobility offers significant advantages in drylands by enabling herds to access the best-quality grazing over the course of a year. These patterns of mobility face many challenges and are changing. This study focuses on livestock movement in West Darfur, Sudan. It uses GPS tracking to illustrate mobility during the hot dry season and the rainy season. We find that compared with the past, grazing zones are retracting closer to home areas. The report proposes a typology of livestock movements and describes the ways in which herders are responding to challenges related to pasture, water, and conflict and also to livelihood activities. We present provisional recommendations to serve as the basis for further discussion.

Abstract:
The purpose of this report is to give aid actors insights into localized social protection and support systems in South Sudan and the ways in which humanitarian aid, including cash transfer programming, can both complement and disrupt these systems. In protracted crises in which formal governance structures are weak to nonexistent, people depend heavily on local systems—both social and economic—to get by, often more than they depend on external aid. Households and economic actors may rely on their friends, neighbors and extended families for food, access to economic opportunities, and negotiation of safe passage when fleeing from conflict. In addition to social support networks, markets have been shown to play a critical role in enabling crisis-affected populations to cope with and recover from conflict, displacement and disasters. This report describes variations in households’ social connectedness and their related abilities to benefit from local support systems. Additionally, it considers the different obligations that households and economic actors have to support others in their communities and whether such support is reciprocal. Findings are based on 67 qualitative semi-structured interviews conducted in October 2018 in Panyijar County (southern Unity State). Respondents included a diverse sample of households, economic actors and key informants.

Abstract:
This report provides insights into building a gender sensitive climate smart agriculture while reducing the vulnerability of women, youth and refugees to the adversity impacted by climate change. It shows that successful mainstreaming of climate change in the agricultural sector and implementation of gender sensitive climate resilient agricultural policies, programmes and practices require strong and reliable climate information services and early warning systems, enhanced technical and institutional capacities, enabling legal framework, and strong monitoring and reporting mechanisms. A strong commitment to innovative climate financing and increasing budget allocation for climate change to the sectors especially Local Governments (LGs) is also essential.

Abstract:
This publication draws from the literature on contract transparency as well as interviews with key experts in Uganda's extractives sector. It concludes that while legal frameworks on transparency and disclosure provisions exist, they have not been effective in ensuring that citizens gain access to information on the details of the contracts; and the level of contract transparency and disclosure in the oil and gas sector is higher than in the mining sector. While information on mining licenses is provided on the Ministry of Energy and Mineral Development website and the mining cadastre is publicly available, vital information on actual deposits and revenue sharing is not publicly available. Uganda is party to several transparency initiatives and publicly committed to joining the Extractives Industries Transparency Initiative (EITI). Despite the membership to these initiatives, the level of transparency and disclosure of extractives contracts is still low. In order to ensure that contract transparency contributes to increased accountability in the sector, this publication makes several recommendations.

3458. Decentralisation; Trends, Achievements and the Way-forward for Local Governments in Uganda: Conference Report

Abstract:
This report presents the proceedings of the National Conference on Decentralisation held at Hotel Africana in Kampala, Uganda, on August 13, 2019. The theme of the conference was: Decentralisation: Trends, Gains, Challenges and the Future of Local Governments in Uganda. It was collaboratively held by the Ministry of Local Government (MoLG), Advocates Coalition for Development and Environment (ACODE), and the Governance, Accountability, Participation and Performance (GAPP) Program with support from USAID and UKAID. The Conference assessed the impact of decentralisation policies and trends on financing for local governments, and highlighted measures [that can be] put in place by relevant stakeholders to support and strengthen decentralisation as per Article 176 of Uganda’s 1995 Constitution. Uganda’s decentralisation experiment was hailed as exceptional in the developing world. Its scale, scope of transfer of powers (devolution), responsibilities given to subnational units, and powers granted to citizens, were unprecedented. However, challenges of limited capacity of local government authorities, financing gaps, inter-governmental relations, and new problems of maintaining sub-national cohesion, continue to hamper the effectiveness of this governance reform. Accordingly, the August 2019 Conference was informed by the findings of two recent studies that took stock of trends and progress and also examined financing challenges to local governments under Uganda’s devolution form of decentralisation. It attracted different stakeholders including: national legislators/ members of parliament and policy makers, local government political and technical leaders, researchers and academia, civil society, media and development partners. It was also broadcast live on television and channeled through social media, which created space for the public to interact and appreciate the proceedings.

Abstract:
The study examined the approach used to integrate gender issues in the budgeting process in Uganda. It focused on the agriculture sector and specifically analysed the Ministerial Policy Statements (MPS) of four institutions: Ministry of Agriculture, Animal Industry and Fisheries (MAAIF); National Agricultural Advisory Services (NAADS); National Agricultural Research Organisation (NARO); and Uganda Coffee Development Authority (UCDA). The analysis obtained data from relevant documents and primary data collected from key informants in the mentioned organisations along with oversight organisations such as: the Ministry of Finance, Planning and Economic Development (MFPED); Ministry of Gender, Labour and Social Development (MGLSD) and the Equal Opportunities Commission (EOC). Specifically, the study sought to elicit stakeholder’s perspectives on the gender issues in the sector, the approach used to integrate gender in the budget process, the assessment method and challenges encountered by Ministries, Departments and Agencies (MDAs) in the process of integrating gender in the budget process.
