3001. Enormous Challenges: The Problems of Local Governance in Arab Conflict Zones

Abstract:
Improving the performance of local governments, local administration, village councils, and municipalities in Arab conflict zones face a set of challenges. The most prominent among these challenges are the continued internal armed conflicts with regional dimensions, strengthening the legitimacy of certain political regimes, power struggle between central and local governments, growing partisan and political disputes, severe destruction in areas controlled by terrorist organizations, and the growing fiscal deficits of local councils. On one hand, the fiscal deficits have increased amid a low level of donor support, poor development of councils’ resources, and the enduring conflict between the legitimate government and armed militias. The influx of irregular migrants have also imposed a double burden on already overstretched local bodies.

Abstract:
The decision of the supreme leader of the Islamic Republic of Iran, Ali Khamenei, to appoint Ebrahim Raisi, the head of the Imam Reza Shrine in Mashhad, as the judiciary chief, earlier this month, is not only linked to the former’s continued efforts to readjust the balance of power in the Iranian regime. It is also related to the impact of the pressures facing Tehran on Khamenei’s vision of the regime itself, especially since these pressures have not only affected the domestic situation but also spread abroad. International and regional powers have become increasingly concerned over Iran’s role in the region, its missile and nuclear programs, and its human rights violations.

3003. Shared Destiny: How Do Security Arrangements Tie the Rukban Camp to al-Tanf Base?

Abstract:
The Rukban camp on the Jordan-Syrian borders constitutes a double crisis of a humanitarian and political nature. While there are signs that the humanitarian crisis is on its way to be resolved through an understanding to alleviate the suffering of tens of thousands of the displaced persons in the camp, the political crisis remains very complex. This is primarily because of obstacles to dialogue between the concerned parties. The camp falls under the scope of the American al-Tanf base. While Russia and the Syrian regime are pushing for dismantling the largest human enclave on the road to al-Tanf, the US does not share the same desire on the grounds that there is still a need for guarantees for the return of displaced persons to their homes, which are currently under the control of the regime. This shows how far the crisis is linked to the fate of the US military presence in Syria as well as the Russian and Syrian positions.

Abstract:
Qatar and Turkey were quick to express their opposition to the US designation, on April 8, 2019, of the Islamic Revolutionary Guard Corp (IRGC) as a foreign terrorist organization. This stance cannot be separated from Doha and Ankara's perception of the repercussions that such a move could have on their position on various regional crises or the bilateral relations with Iran, which appear to be heading toward difficult challenges. The most critical of these challenge are the continuous pressures it faces at home and abroad. This could spell serious problems for Qatar and Turkey if they insist on siding with Iran in the coming period.

Abstract:
Mutual escalation has come to define the constant confrontations between the Nigerian movement Boko Haram and the Multinational Joint Task Force, formed by some West African countries, to confront its activity and weaken its ability to expand beyond the national borders, namely to Nigeria, Chad, Niger, and Cameroon. This escalation may continue over the coming period, as the movement becomes one of the main branches of ISIS, on which the latter relies to stage counter-strikes in response to the losses sustained in Syria and Iraq.

Abstract:
Iran is still anticipating the various alternatives that the United States may utilize to address the Iranian escalatory behavior, during the coming period. Such actions may not be limited to the new sanctions imposed on September 20, 2019 that included the Central Bank of Iran, National Development Fund and Etemad Tejarat Pars. Arguably, the procedural steps planned by the Donald Trump's administration will substantially determine the possible alternatives for the Iranian reciprocal behavior/ which Iran may rely on.

Abstract:
The phenomenon of displacement is increasingly evident across a wide range of human activity, but there have been few attempts to consider the connections between these movements. For several years the international community has been focused on the displacement of Syrians from their homes and the resulting flow of refugees into neighbouring countries and Europe. More recently, more than 600,000 Rohingya refugees have fled the violence in Myanmar and captured the world’s attention. Less well known, but no less significant, has been the more than one million refugees fleeing the violence in South Sudan. All this public and governmental interest in migrants is not surprising given that, in 2015, the United Nations estimated that there were 244 million migrants in the world, including about 65.3 million forcibly displaced people, of which 20 million are refugees. These numbers – and the stories of suffering and survival that accompany them – have led former United Nations Secretary General, Ban Ki Moon (2016), to declare that there exists a global “crisis of solidarity.” However, forced migration is just one case in the movement of peoples between states. An even larger migration occurs within states as rural residents pour into cities around the world, vividly captured in Mike Davis’s (2007) phrase “Planet of Slums.” Within many cities gentrification displaces local communities in favour of new residents with greater purchasing power. These events, moreover, take place in the background of earlier colonial displacements of Indigenous peoples and the legacies of those violent episodes. Displacement occurs both in the physical sense of people being moved from one place to another and in a cultural sense as in the case of the Canadian residential schools system destruction of First Nations culture. Shifting focus to human interaction with the natural world, the planet is on the verge of a historic displacement with the extinction of ecological systems and thousands of species with climate change and further industrialization (Jones 2016).

Abstract:
As we approach the third decade of the 21st century, there are numerous disturbing signs that two world-historical accomplishments that had seemed so promising are in serious trouble. The first of these is digital networks, which had promised to bring the world closer together, bringing broader popular participation and engagement and new ways of generating wealth and wellness. However, today anxieties about digital networking are proliferating, sparked by growing levels of digital surveillance, the effects of digital devices on our mental health and sociality, and the loss of jobs to artificial intelligence. The second troubled historical accomplishment is democracy, which at the end of the Cold War seemed to be expanding inexorably, but which now is challenged by growing authoritarianism and popular discontent with democratic governments. Freedom House’s 2019 report, entitled “Democracy in Retreat”, documents the 13th consecutive year of weakening democratic norms around the world (2019). These two global developments are related, due to the negative impact of “fake news” spread digitally on elections or the disruptive effects of digitization on the type of social cohesion that should be an important precondition for and effect of democracy. However, the relationships between digitization and democracy are multidimensional and complex, and much work remains to identify and analyze them. This working paper contributes to addressing this need by bringing together a set of interdisciplinary contributions, exploring different facets of the relationship between digitization and democracy in a variety of settings, from the local through to the global. This introduction to the working paper provides an overview of some key issues and literatures relevant to the relationship between digitization and democracy, including the historical shift in assessments of this relationship from optimism to concern; analysis of more specific ways that digitization and democracy interact; and the increasingly global aspects of the problem and the challenges this poses to governance. The final section of this introduction provides a summary of the individual contributions that follow. These short papers were presented at a workshop at McMaster University in September 2018 and then revised for this set of working papers to bring out their common themes more consistently. This final section of the introduction emphasizes the inter-relatedness of digitization and democracy in various settings. This type of global and multidimensional mapping of the problem is crucial if these problems, and the fears about our global futures that accompany them, can be diagnosed, treated, and overcome.

3009. The evolution of China’s Asian Infrastructure Investment Bank: from a revisionist to status-seeking agenda

Abstract:
China’s Asian Infrastructure Investment Bank (AIIB) is a controversial addition to both the global and Asian economic architectures. Western critics have alleged it is a vehicle designed to achieve China’s geostrategic goals, while scholars have argued it marks China’s adoption of a ‘revisionist’ foreign policy strategy. This article argues that such interpretations are incorrect, as they fail to account for the evolution of China’s AIIB agenda. To secure a broad membership and international legitimacy for the AIIB, China compromised with partners during governance negotiations in 2015. Western country demands saw several controversial initial proposals dropped, the governance practices of existing multilateral development banks were adopted, and cooperative partnerships were developed with the World Bank and Asian Development Bank. This transition from a revisionist to status-seeking AIIB agenda reveals the flexibility of Chinese economic statecraft, and its willingness to compromise strategic goals to boost the legitimacy of its international leadership claims.

3010. The quest for recognition: Taiwan’s military and trade agreements with Singapore under the one-China policy

Abstract:
This article examines the evolution of Taiwan’s relationship with Singapore since the 1960s as a unique case study in the Asia-Pacific. The theoretical concept of recognition in international relations (IR) and its nexus with international law are used to analyze the conclusion of the bilateral military and trade agreements absent diplomatic relations. The article argues that beyond security dimensions, the two states’ struggles for recognition exhibit the formation of national identities, which invigorate the claims for sovereign state status in global politics. First, this article explores the emerging notion of recognition in IR and sheds light on the significance of Taiwan’s presidential visit to Singapore under its one-China policy. Second, it explains Singapore’s pursuit of external sovereignty that led to substantive defense cooperation with Taiwan, as well as the role of Lee Kuan Yew in facilitating Beijing–Taipei negotiations. Finally, it assesses contemporary developments such as the inking of the Taiwan–Singapore free trade agreement and the first-ever summit between the presidents of China and Taiwan in Singapore. Hence, the political and legal analysis of Singapore–Taiwan relations enriches the study of IR and contributes to the understanding of the foreign policy of China and the Association of Southeast Asian Nations.
