Abstract:
The need for higher levels of economic growth and development – in both developing and developed countries – has only served to increase the world's appetite for energy. The persistent dependence on traditional sources of energy in the form of fossil fuels such as oil and coal relegates the plan to develop renewable sources of energy to a long-term goal despite the desire for sustainable development and a low-carbon economy. Such dependency on these energy sources has sometimes come with a degree of complacency. Complacency sets in when profit-driven firms fail to take into account the socioeconomic and environmental implications of the development of traditional energy sources; these could indirectly affect production and operational processes as well as the firms' overall image. This complacency is reflected in ineffective management which can and has posed threats to human security.

La crise qu'il subit depuis l'assassinat en 2005 de l'an- cien premier ministre Rafic Hariri, connaît en effet une nouvelle mutation particulièrement dangereuse, à mesure que les perspectives de mises en accusation décidées par le tribunal international chargé d'enquêter sur ce meurtre se font plus précises. L'implication attendue de membres du Hizbollah a replongé la scène politique dans une lutte féroce, où se jouent tout à la fois les relations intercommu- nautaires, la légitimité de la résistance que ce mouvement incarne, la crédibilité du tribunal, la survie de l'actuel gouvernement d'unité nationale, la solidité du récent rap- prochement syro-saoudien et, plus généralement, la stabi- lité bien fragile du pays. Le soutien international offert au tribunal, son rejet catégorique par le Hizbollah, et la diffi- culté qu'il y a pour Saad Hariri, premier ministre et fils de Rafic, à le désavouer risque de conduire rapidement à une impasse, dont les effets se re porteront rapidement au ni- veau de la rue.

As Secretary of Defense Robert Gates noted in a recent speech, paraphrasing President Dwight D. Abstract:
A core principle of the United States is that a free and independent press is vital to the formation and maintenance of democracies. During the Cold War, the State Department's media outreach into the former Soviet Union and other Communist- leaning nations was largely limited to the broadcasts of the U.S. Information Agency (USIA). With the fall of the Berlin Wall, the effort broadened: USAID began to encourage and develop independent media in the former Soviet Union and Eastern Europe. In the early 1990s, when the Balkans erupted in conflict, that region became the focus of assistance for media development.

20965. Complementarity After Kampala: Capacity Building and the ICC's Legal Tools

Twelve years after the creation of the first permanent International Criminal Court and eight years since the entry into force of its Statute, the first ever Review Conference took place in Kampala, Uganda. Besides successfully introducing aggression as one of the crimes under the Court's jurisdiction and expanding the coverage for war crimes, the Review Conference provided a timely opportunity to reflect on some of the key aspects of the Court's regime. An integral part of the Review Conference was the “stocktaking exercise”. The exercise provided a platform for the participants at the Review Conference to reflect on the successes and the failings of the ICC following the first few years of its operation and to consider measures that could be taken to enhance and strengthen the Court's functions in the years to come. The stocktaking exercise focused on four themes: complementarity, cooperation, victims and affected communities and peace and justice. These themes represent major aspects of the ICC's operation which will continue to warrant consideration as the Court matures as an institution. The theme of complementarity is of particular importance because of its uniqueness to the ICC. The ICC's complementarity regime places a primary obligation on States to investigate and prosecute international crimes. It does so by limiting the jurisdiction of the ICC to situations where States are shown to be unwilling or unable genuinely to investigate and prosecute, in respect of cases of sufficient gravity to justify action by the Court. The principle of complementarity was an innovation, specifically tailored for the ICC. The Review Conference therefore provided an important opportunity to reflect on the effectiveness of the principle and steps that could be taken to strengthen it. This piece will consider the tenor of the debate concerning complementarity during the Review Conference and the emphasis that was placed on strengthening national capacity for the investigation and prosecution of core international crimes. In particular, it will highlight a significant shift in the use of the term “positive complementarity”. The term, which had originally been used to refer to the ICC's role in the construction of national capacity, was used throughout the Review Conference to refer to the involvement of States, international organisations and civil society in strengthening justice at the national level. It will also draw attention to the efforts that were made during the Conference to identify means to put positive complementarity into practice with the hope of overcoming some of the problems that States had faced in the investigation and prosecution of serious international crimes within their national systems. The article will go on to discuss the relevance of the ICC Legal Tools Project, a unique collection of legal databases, digests and applications designed to facilitate the application of international criminal law, to the discussions that took place in Kampala. It will be concluded that the ICC's Legal Tools provide an important means of supporting the principle of complementarity, positive or otherwise.

20966. External democracy promotion in Ukraine and Moldova: The impact of the European Union

After the European Union's eastward enlargement, the new eastern neighbours are now among others, Ukraine and Moldova. They have been torn between adopting a pro-Western course and staying loyal to the traditional alliance with Russia. This dilemma has shaped the path to domestic socio-political reforms in these countries. This Working Paper by Maria Ruxandra Lupu looks at the role of the EU in supporting the political transformation of Moldova and Ukraine after independence in 1991 and at the domestic context which is of crucial importance if democracy promotion efforts are to be successful. It argues that, so far, the EU has failed to tailor its offerings to fit into the prevailing Ukrainian and Moldovan context and that an agreement with more specific advantages but also more specific demands would probably stimulate more reforms. The unstable domestic developments in the two countries has also had an important role concerning the impact of the EU's neighbourhood policy.

This synthesis provides the main findings of the Food Security Expert Group Meeting which was convened by the RSIS Centre for Non-Traditional Security (NTS) Studies in Singapore on 4–5 August 2010. The Meeting brought together experts from multilateral and bilateral agencies, international and regional organisations, universities, agribusiness firms and relevant Singapore government agencies. The Meeting aimed to examine the context of urban food security relative to global food security and rural food security; explore the development of an ASEAN (Association of Southeast Asian Nations) Food Security Management Information System; assist in developing a research agenda on urban food security; and identify possible roles for Singapore in the global food system.

Abstract:
This paper focuses on how budgetary scorekeeping systems affect governments' ability or willingness to support innovative development finance initiatives and explores several options to overcome the restrictions the systems often impose. As a starting point, it assumes that donor governments, such as the United States, will not reform their budgetary system regulations to accommodate innovative development finance commitments due to political and budget policy concerns. In general, each option outlined entails important financial, political, and bureaucratic challenges and tradeoffs. In other words, there are no silver bullets. However, there are possible approaches that may merit further exploration by donor governments that want to support specific innovative development finance initiatives but are constrained by existing budgetary systems.

20969. When Does Rigorous Impact Evaluation Make a Difference? The Case of the Millennium Villages

Abstract:
When is the rigorous impact evaluation of development projects a luxury, and when a necessity? We study one high-profile case: the Millennium Villages Project (MVP), an experimental and intensive package intervention to spark sustained local economic development in rural Africa. We illustrate the benefits of rigorous impact evaluation in this setting by showing that estimates of the project's effects depend heavily on the evaluation method. Comparing trends at the MVP intervention sites in Kenya, Ghana, and Nigeria to trends in the surrounding areas yields much more modest estimates of the project's effects than the before-versus-after comparisons published thus far by the MVP. Neither approach constitutes a rigorous impact evaluation of the MVP, which is impossible to perform due to weaknesses in the evaluation design of the project's initial phase. These weaknesses include the subjective choice of intervention sites, the subjective choice of comparison sites, the lack of baseline data on comparison sites, the small sample size, and the short time horizon. We describe how the next wave of the intervention could be designed to allow proper evaluation of the MVP's impact at little additional cost.

Abstract:
It is a great honor to present the fifth annual Richard H. Sabot lecture at the Center for Global Development. In this talk, I will take up a relatively narrow but absolutely fundamental question in the international monetary system, particularly in developing countries: Is the International Monetary fund (the IMF) guilty of bringing excessive austerity to the countries that turn to it for bailout funding? Should the IMF instead put much more weight on encouraging countercyclical fiscal policy, as it does in rich countries? Extremely difficult and complex issues underlie these seemingly straightforward questions. My modest aim in this lecture is to help clarify the issues so as to promote rational dialogue.
