Abstract:
The relationship between al-Qa`ida and the Afghan Taliban is of critical concern to the U.S. foreign policy community. It has repeatedly been cited by the current administration as the central justification for U.S. military engagement in Afghanistan. Yet the precise nature of this relationship remains a matter of debate among specialists. While some argue that al-Qa`ida and the Afghan Taliban have effectively merged, others point to signs that their respective global and nationalist goals have increasingly put them at odds. Behind this debate is the fear that if the Taliban were to regain control of Afghanistan, it would renew the close relationship that it had with al-Qa`ida prior to 9/11 and thus increase al-Qa`ida's capacity to threaten the United States.

Abstract:
The failed attempt by Nigerian bomber Umar Farouk Abdulmutallab to destroy a Northwest Airlines commercial aircraft on Christmas Day has re-focused Western attention on al-Qa`ida in the Arabian Peninsula (AQAP) and the potential dangers emanating from Yemen. The importance of this event drove British Prime Minister Gordon Brown to announce shortly after the botched attack that London would host a conference devoted to combating al-Qa`ida in Yemen. U.S. Secretary of State Hillary Clinton echoed Brown's concerns days later, calling the situation in Yemen a threat to the entire world. But Yemen's problems are neither new nor unknown.

Abstract:
For the past quarter-century the Tamil diaspora has shaped the Sri Lankan political landscape through its financial and ideological support to the military struggle for an independent Tamil state. Although the May 2009 defeat of the Liberation Tigers of Tamil Eelam (LTTE) has dramatically reduced the diaspora\'s influence, the majority of Tamils outside Sri Lanka continue to support a separate state, and the diaspora\'s money can ensure it plays a role in the country\'s future. The nature of that role, however, depends largely on how Colombo deals with its Tamil citizens in the coming months and on how strongly the international community presses the government to enact constitutional reforms to share power with and protect the rights of Tamils and other minorities. While the million-strong diaspora cannot regenerate an insurgency in Sri Lanka on its own, its money and organisation could turn up the volume on any violence that might eventually re-emerge.

20566. An Undisciplined Defense: Understanding the $2 Trillion Surge in US Defense Spending

Abstract:
The rise in US defense spending since 1998 has no precedent in all the years since the Korean war. It most readily compares with two earlier, but lesser spending surges: the 1958-1968 surge of 43% and the 1975-1985 surge of 57%. The post-Cold War retrenchment of the US military reached its limit in 1998 with DoD's budget settling at an ebb point of $361.5 billion (2010 USD). If we treat the 1998 budget level as a “baseline” and project it forward to 2010 (adjusting for inflation), we find that the total amount of funds that have been given to DoD above this level during the years 1999-2010 is $2.15 trillion (in 2010 dollars). This figure constitutes what we call the post-1998 spending surge. (All told, DoD budget authority for the period was $6.5 trillion in 2010 dollars).

The revelation in 2009 of nuclear facilities near Qom intensified international criticism of Iran's opaque nuclear development. As Western countries prepare to pursue tougher sanctions at the UN, China's acquiescence as a permanent Security Council member is vital but will be difficult to obtain. Beijing is reluctant to pursue further sanctions, insisting that a solution to the nuclear impasse must be sought first and foremost through diplomacy. It emphasises that as long as Iran honours its Nuclear Non-proliferation Treaty (NPT) commitments not to use nuclear technology for military purposes, it should not be obliged to forgo its rights, including enrichment, under that accord.

Abstract:
Recent development cooperation with Guinea-Bissau, focusing on good governance, state-building and conflict prevention, did not contribute to democratization nor to the stabilization of volatile political, military and economic structures. The portrayal of Guinea-Bissau as a failed “narco-state”, as we ll as Western aid meant to stabilize this state, are both based on dubious concepts. Certainly, the impact of drug trafficking could endanger democratization and state-building if continued unchecked. However, the most pressing need is not state-building facilitated by external aid that is poorly rooted in the social and political fabric of the country. Rather, it is grassroots nation-building that is a pre-condition for the creation of viable state institutions.

Abstract:
Decades of mismanagement, political manipulation and corruption have rendered Pakistan's civil service incapable of providing effective governance and basic public services. In public perceptions, the country's 2.4 million civil servants are widely seen as unresponsive and corrupt, and bureaucratic procedures cumbersome and exploitative. Bureaucratic dysfunction and low capacity undermine governance, providing opportunities to the military to subvert the democratic transition and to extremists to destabilise the state. The civilian government should prioritise reforms that transform this key institution into a leaner, more effective and accountable body.
