19031. Actors of Columbian drug trade: development and transformation

Abstract:
The aim of this article is to portray the main shifts which have been taking place in Colombian drug scene since the 70's up to the present especially in relation to actors of this business and form of their activity. At first the development of Colombian drug trade till the 80's when two big cartels centered in Medellín and Cali arose will be briefly outlined. These cartels were able to control a great part of domestic drug trade and due to their enormous power represented serious threat to Colombian state. Thus the cartels declared open warfare with the state in the 80's. After the cartels' elimination in the middle of 90's new actors represented by small drug organizations arose in Colombian drug scene. These small groups were dependent upon cooperation with foreign partners, especially with Mexican cartels. Ever more important role in drug business is played by Colombian left-wing guerilla groups which will be described in the next part of the article. The problem of right-wing paramilitary groups and their participation in Colombian drug trade will be mentioned as well.

Abstract:
The article is focused at the most important elements of the US foreign policy towards the Middle East during the administration of George W. Bush (2001 – 2009). The text has two parts. The first part shows three important influences on creation and formulation of the US foreign policy towards the region. At the first place it was an effort to preserve unipolar character of the international system, hegemonic possition of the USA and its dominance in all regions. The second source was specific decision-making process set up by president Bush and the third source of the Bush strategy was a partial transformation of the US longtime policy towards the Middle East. The second part of the article discuss results of the Bush doctrine in the region. The text is focused at five most important consequences of the US foreign policy, which are the fight against proliferation of weapons of mass destruction, the pursuit of the democratization throughout the region, the Israel-Palestinian conflict, regional “cold war” between Iran and Saudi Arabia and finally the struggle to stabilize the post-conflict Iraq.

Abstract:
This study deals with NATO New Strategic Concept approved in Lisbon on 19th November 2010. It attempts to examine an implication of the Concept for the capabilities of the Czech Armed Forces. In the first part, the study describes a way that led to the New Concept with special regard to the years 1999-2010. It then analyses the key features of the New Concept, both from the political and military point of view. It is followed by a brief evaluation of relevant Czech strategic documents that are, unfortunately, not up to date. The study is concluded with an identification of the main areas, which Czech Armed Forces should focus on to meet the challenge of NATO New Strategic Concept.

Abstract:
The article familiarizes readers with author´s perspective on status of the operational Art in the Armed Forces of the Czech Republic (AF CR). He argues that the AF CR community of military “thinkers” has for a long time fallen behind of conceptual developments and discussion regarding operational art that have occurred in other NATO member´s countries. Although the “tactical experience” is vital, there exists “operational inexperience”. A recovery of Czech operational art is necessary because if the AF CR is faced by a parallel requirement to be a global 'security contributor' and a possible regional 'security leader'. Future operational art must seek to reflect a conceptual framework and to integrate both emerging functions. With the view of developing a appropriate construct of 21st century operational art, the AF CR must take a number of reforms. Such reforms include adopting a functional approach to operational concept development, improving doctrines, developing comprehensive operation planning and establishing significant reforms into the professional military education system.

Abstract:
Events in Yemen are moving at a rapid pace. Economic, environmental and political crises that have long limited Yemen's attempts at developing a strong centralized state now threaten to overwhelm the country. Protest movements similar to those that pushed out autocratic regimes in Tunisia and Egypt have plunged Yemen into deeper instability, and multiple competing factions are currently fighting for control of the government. Reports of rising Islamist militancy and a stream of terror attacks by al-Qa'ida in the Arabian Peninsula (AQAP) have raised fears that soon large parts of the country may be overrun by jihadists intent on striking the United State.

On May 25, 2011, US Secretary of State Hillary Clinton joined ministers from members of the Organisation of Economic Co-operation and Development (OECD) and developing economies to celebrate the Organisation\'s 50th anniversary and agree on an update of the OECD Guidelines for Multinational Enterprises, the fifth revision since their adoption in 1976. This marked the culmination of an intense one-year negotiating process involving a large number of stakeholders, international organizations and emerging economies.

Abstract:
In his jobs address to a joint session of Congress last week, President Obama returned to a familiar theme: a call for nontraditional infrastructure investment as a generator of economic growth and, ultimately, jobs. The President's frequent references to “private investment” and “fully paid” infrastructure are encouraging, yet there is no assurance that domestic private capital investment alone is sufficient to reverse the degradation of the nation's infrastructure. As host to the largest flows of inward foreign direct investment (FDI), it is time that the United States employs this critical source of capital in tackling the nation's infrastructure deficit.

Abstract:
Egypt, starting from the second half of the first decade of the 21st century, has begun to realize its potential as an important recipient of foreign direct investment (FDI) among developing economies. Having received only US$ 500 million of inward FDI (IFDI), amounting to 0.5% of GDP in 2001, Egypt attracted US$ 9.4 billion (approximately 5.7% of GDP), in 2008. While investment in oil and gas accounted for a large share of IFDI (over half in 2006-2009), the remainder is fairly well diversified. Developed economies account for three-quarters of Egypt's IFDI, but the share of emerging markets has risen recently. Largely because of the global financial crisis, inflows dropped in 2009, by 30%. IFDI is likely to be adversely affected in 2011 following the political turbulence associated with the January 25 Revolution. However, this democratic transformation carries the seeds of genuine political stability based on effective institutions and the rule of law, which would encourage long-term domestic and foreign investment.

19039. Outward FDI from Colombia and its policy context

Abstract:
Outward foreign direct investment (OFDI) from Colombia has increased considerably in the past decade, with its stock growing from US$ 3 billion in 2000 to US$ 23 billion in 2010. This growth reflects the internationalization of the Colombian economy following policy reforms and economic liberalization in the 1990s. The 2000s were characterized by enhanced national security and reforms to the investment framework that have attracted unprecedented levels of inward FDI and facilitated the growth of small and medium-sized enterprises (SMEs). A considerable rise in domestic mergers and acquisitions (M) in the past decade has contributed to the development of Colombian multinational enterprises (MNEs) and to increased OFDI from Colombia. In 2010, outflows showed a twenty-fold increase from their value in 2000, including an increase in OFDI to export markets, helped by greater government support for OFDI, for example by the conclusion of more international investment agreements. The rise of Colombian MNEs, or "translatinas" (i.e. Latin American MNEs whose OFDI is primarily within Latin America), reflects Colombia's nascent structural transformation into a knowledge-based economy. Together with Chile and Peru, Colombia has recently created the first regionallyintegrated stock exchange in the region, the Mercado Integrado Latinoamericano (MILA), which is likely to facilitate FDI flows.

19040. Outward FDI from Germany and its policy context: update 2011

Abstract:
In 2010, German companies strongly increased their investments in foreign affiliates, with outward foreign direct investment (OFDI) flows having reached their third highest value on record (US$ 105 billion). Flows were driven by rising exports and growing profits of the German corporate sector. In 2010, the German economy made a robust recovery from the worldwide economic and financial crisis and became a growth engine among European Union (EU) countries. A further increase of OFDI is expected in 2011, as German companies are seeking to strengthen their strategic position in their main markets, although the pre-crisis level of OFDI flows of US$ 171 billion in 2007 will be hard to achieve. The German Government has continued to support the internationalization process of the German corporate sector by expanding its network of bilateral investment treaties and providing financial support and information services.
