Abstract:
On 11 September 2010, the United States commemorated the ninth anniversary of the 9/11 attacks. In those nine years, British forces have been engaged in military operations of unexpected location, intensity, scale and duration. While the performance of British troops has been repeatedly praised on these operations, there has been growing disquiet among commentators and, indeed, among the military establishment itself about the conduct of these campaigns. Specifically, the issue of British military command has come under increasing scrutiny. This article examines command frictions at the strategic and operational levels and seeks to provide a sociological explanation of these difficulties. It claims that British commanders have failed to identify a coherent strategy over the past decade while in-theatre operational command has often been characterized by an ad hoc-ery, incoherence and inconsistency. The article suggests that a 'laissez faire' command culture has been evident at strategic and operational levels. While individual mistakes may not be irrelevant, the article explores the way in which this command culture may be a product of institutional pressures within defence and, above all, a product of inter-service rivalry. However, the laissez faire system of command in the armed forces may also be a reflection of much deeper cultural presumptions and preferences within British professional society itself which has always had a strong tendency towards pragmatism, decentralization and shorttermism. The article concludes by offering some suggestions as to how military command might be reformed in light of its potentially profound cultural origins.

18642. The German politics of war: Kunduz and the war in Afghanistan

Abstract:
This article analyses the way in which Germany's participation in the international intervention in Afghanistan has shaped and transformed the country's politics of defence and deriving policies. It argues that in the wake of operational challenges posed by the insurgency in northern Afghanistan since 2007, and in particular the increasing rate of German combat fatalities, established post-Cold War dogmas of German politics are becoming subject to erosion. Developments in the Kunduz region of northern Afghanistan, with the tanker bombing of 4 September 2009 as its apex, have had a catalyst function in this process. In particular, strategic, operational and tactical requirements for counterinsurgency operations have had significant politico-strategic repercussions for the country's defence and security policy more generally. As a result, in recent years the Bundeswehr has begun to undergo a far-reaching structural process of military adaptation and innovation. The article explains and analyses this phenomenon of political change and military learning in the context of political paralysis.

18643. Britain's coalition government and EU defence cooperation: undermining British interests

The formation of a coalition government by the Conservatives and Liberal Democrats, combined with the need for important cuts to Britain's armed forces has raised significant uncertainties about Britain's attitude to defence cooperation within the European Union. Since taking office the coalition, while grappling with the implications of Britain's fiscal challenges, has shown an unprecedented interest in strengthening bilateral defence collaborations with certain European partners, not least France. However, budgetary constraints have not induced stronger support for defence cooperation at the EU level. On the contrary, under the new government, Britain has accelerated its withdrawal from the EU's Common Security and Defence Policy (CSDP). This article assesses the approach of the coalition to the CSDP. It argues that, from the perspective of British interests, the need for EU defence cooperation has increased over the last decade and that the UK's further withdrawal from EU efforts is having a negative impact. The coalition is undermining a framework which has demonstrated the ability to improve, albeit modestly, the military capabilities of other European countries. In addition, by sidelining the EU at a time when the UK is forced to resort more extensively to cost-saving synergies in developing and maintaining its own armed forces, David Cameron's government is depriving itself of the use of potentially helpful EU agencies and initiatives—which the UK itself helped set up. Against the background of deteriorating European military capabilities and shifts in US priorities, the article considers what drove Britain to support EU defence cooperation over a decade ago and how those pressures have since strengthened. It traces Britain's increasing neglect of the CSDP across the same period, the underlying reasons for this, and how the coalition's current stance of disengagement is damaging Britain's interests.

This article reviews the fruits of a sustained collaboration between the writer and reporter Sebastian Junger and the photographer and filmmaker Tim Hetherington, embedded with the US Army in Afghanistan: Junger's meditation, War; Hetherington's photographs, Infidel; and the documentary film they co-directed, Restrepo. Taken together, these works offer perhaps the most significant insight into the nature of combat, and combat effectiveness, yet to emerge in the era of the 'war on terror'. Remarkably enough, their fundamental theme is love.

The numerical and functional prominence of armed and unarmed contractors on deployed operations has attracted analysis from a range of perspectives, as this collection of works illustrates. In addition to studies which seek to explain the growth in private security contractors' activities in terms of governmental needs, the books examined here consider the possible regulation of this sector and implications for the fundamentals of both national and international political systems. There are also works that throw light on the supply side, looking at the driving personalities behind the growth of Blackwater and the backgrounds of individual contractors. The review also includes an analytical framework for classifying different areas of contractor activities. The books include a range of research approaches and it is clear that the evolving political and managerial reasoning behind the outsourcing of security functions in general means that debate in this area will continue.

Troubled times often gives rise to great art that reflects those troubles. So too with political theory. The greatest work of twentieth century political theory, John Rawls's A theory of justice, was inspired in various respects by extreme social and economic inequality, racialized slavery and racial segregation in the United States. Arguably the most influential work of political theory since Rawls—Michael Walzer's Just and unjust wars—a sustained and historically informed reflection on the morality of interstate armed conflict—was written in the midst of the Vietnam War. It should be no surprise, then, that the bellicose period of the past 20 years should give rise to a robust new literature in political theory on the morality of armed conflict. It has been of uneven quality, and to some extent episodic, responding to particular challenges—the increased prevalence of asymmetric warfare and the permissibility of preventive or preemptive war—that have arisen as a result of specific events. In the past decade, however, a group of philosophers has begun to pose more fundamental questions about the reigning theory of the morality of armed conflict warfare—just war theory—as formulated by Walzer and others. Jeff McMahan's concise, inventive and tightly argued work Killing in war is without doubt the most important of these challenges to the reigning theory of the just war. This review article discusses McMahan's work, some of the critical attention it has received, and its potential implications for practice.

China has recently been criticized for not being a 'responsible stakeholder', not being a good citizen of the international community and not contributing to global public goods. China 'is refusing to be a responsible stakeholder in the international political system, cultivating, as it has been, good relations with some of the world's most odious regimes', according to Robert Kaplan, writing in The Atlantic. An editorial in the Wall Street Journal asserts that 'China won't be a responsible stakeholder' and acts as a 'free-rider'. Observing China's growing assertiveness in foreign policy and purported attempts to undermine the current liberal world order, Elizabeth Economy writes in Foreign Affairs that 'China is transforming the world as it transforms itself. Never mind notions of a responsible stakeholder; China has become a revolutionary power.'

The geography of power is at present being dramatically transformed, notably by the rapid economic rise of China. What makes international order legitimate in a world in which political and economic foundations are rapidly shifting? This article examines analogies and lessons from a previous transition, from a world order centered on Britain, to a US dominated global order. The article looks at two interpretations of the transition, one by E. H. Carr, the other by Charles Kindleberger. China is beginning to behave in the way expected of a Kindleberger hegemon, but also sees the possibilities of asserting power in a world that in the aftermath of 2008 looks much more like the chaotic and crisis-ridden interwar period as interpreted by E. H. Carr. The challenge for the management of the new international order will lie in the ability of China to embrace the universalistic vision that underpinned previous eras of stability, in the nineteenth century and in the late twentieth century.

This article examines the rising prominence of strategic nuclear deterrence in Sino-US relations. China is the only major nuclear power that has been actively expanding its offensive capabilities. Its nuclear modernization has inevitably caused concerns in the United States. The article suggests that China's nuclear programme is driven significantly by US missile defence, which has fundamentally altered the incentive structures for Chinese nuclear deterrence. The article also assesses the latest Chinese perception of US strategic adjustment under the Obama administration and its potential impact on arms control. It reveals that recent measures by the United States to restrain its missile defense could be conducive for achieving a strategic nuclear understanding between the two countries. The article then suggests a number of concrete actions for China and the United States to realize such an understanding.

This article explores the prospects for civilian governance over Pakistan's military in the policy-relevant future. After reviewing the Pakistan army's past interference in the country's judicial and political affairs, it turns to the ongoing political maneuvering of the current Chief of Army Staff, General Ashfaq Parvez Kayani, despite Pakistan's ostensible democratic dispensation. The article dilates on the impact of US engagement on the robustness of the Pakistan army's dominance and questions the newfound US commitment to promoting democratization and civilian control. The article argues that while conventional wisdom places the onus disproportionately upon the military's penchant for interventionism, the army has intervened only with the active assistance of civilian institutions, which are subsequently further eroded with every military takeover. It concludes with a consideration of whether or not genuine civilian control would result in a significant change in Pakistan's foreign and domestic policies, particularly Pakistan's well-known utilization of Islamist militants in India and Afghanistan.
