Abstract:
The orientation of U.S. public diplomacy is changing from telling America's story to direct dialogue in an interconnected world. With this shift has come a need to revitalize a core pillar of public diplomacy strategy: international exchanges. Although traditional exchange programs have been effective in expanding access to cross-cultural educational opportunities beyond those that study-abroad programs reach, participation remains limited. Developing the next generation of Exchange 2.0 initiatives—that is, technology-enabled programs embedded in curricula and with a cross-cultural educational purpose—will improve the number, diversity, and experience of international exchange participants.

Abstract:
Desperate to survive at all costs, Syria's regime appears to be digging its grave. It did not have to be so. The protest movement is strong and getting stronger but yet to reach critical mass. Unlike toppled Arab leaders, President Bashar Assad enjoyed some genuine popularity. Many Syrians dread chaos and their nation's fragmentation. But whatever opportunity the regime once possessed is being jeopardised by its actions. Brutal repression has overshadowed belated, half-hearted reform suggestions; Bashar has squandered credibility; his regime has lost much of the legitimacy derived from its foreign policy. The international community, largely from fear of the alternative to the status quo, waits and watches, eschewing for now direct involvement. That is the right policy, as there is little to gain and much to lose from a more interventionist approach, but not necessarily for the right reasons. The Syrian people have proved remarkably resistant to sectarian or divisive tendencies, defying regime prophecies of confessional strife and Islamisation. That does not guarantee a stable, democratic future. But is a good start that deserves recognition and support.

18543. Who Drives Change? Comparing the Evolution of Domestic Climate Governance in India and South Africa

Abstract:
This paper compares and contrasts the nature and scope of change in the domestic climate governance of India and South Africa between 2007 and 2010. It uses an actor-centered approach to analyze the drivers of change. An exploratory test of fit shows that the concept of "communities of practice" captures the trends and actor relations well for the South African case, while more simple networks could be identified in India. Using data from an expert survey and from semi-structured interviews, this paper finds that both countries have generally not yet surpassed the level of second-order change, or double-loop learning. Differences exist for more specific parts of climate governance. Three resulting hypotheses give conditions for the development of either communities of practice or of networks, as conceptualized in formal network analysis. They target (1) the number of participating actors, (2) the size of the scientific landscape and the degree of competition among scientists, and (3) the centrality of a governmental actor with a certain knowledge and attitude within a network.

Abstract:
Global demographic and health trends affect a wide range of vital U.S. foreign policy interests. These interests include the desire to promote healthy, productive families and communities, more prosperous and stable societies, resource and food security, and environmental sustainability. International family planning is one intervention that can advance all these interests in a cost-effective manner. Investments in international family planning can significantly improve maternal, infant, and child health and avert unintended pregnancies and abortions. Studies have shown that meeting the unmet need for family planning could reduce maternal deaths by approximately 35 percent, reduce abortion in developing countries by 70 percent, and reduce infant mortality by 10 to 20 percent.

The emergence of a multipolar world gives Western democracy advocates cause for both optimism and anxiety. China's success sparks fears of the spread of an autocratic development model. Yet democratic states such as Brazil, Indonesia, India, South Africa, and Turkey are also gaining ground. These countries serve as powerful examples of the universal appeal of democracy and possess unique experiences with democratization. The United States and Europe understandably hope that rising democracies will use their growing prominence to defend democratic values abroad, potentially revitalizing international democracy support.

Abstract:
A combination of two critical problems threatens to undermine the mission of the United States-led coalition in Afghanistan: the failure of the counterinsurgency strategy and a disconnect between political objectives and military operations. If anything, the current strategy is making a political solution less likely, notably because it is antagonizing Pakistan without containing the rise of the armed opposition. That has put the coalition in a paradoxical situation, in which it is being weakened militarily by a non-negotiated and inevitable withdrawal while at the same time alienating potential negotiating partners.

The new democracies of Central and Eastern Europe are increasingly engaging in international democracy support, especially in the former Soviet Union and the Western Balkans. They have leveraged their membership in a number of Euro-Atlantic international organizations and used their bilateral diplomatic ties with democratization laggards to motivate and pressure them to observe democratic norms and practices. They are also been supplying small but growing amounts of democracy assistance.
