Abstract:
Port projects and other outreach may help President Sisi check off some of his policy goals, but giving China such a foothold could threaten a number of U.S. interests in the region. On August 5, Egypt signed a memorandum of understanding with the Chinese company Hutchison Ports to establish a Mediterranean container terminal in Abu Qir. President Abdul Fattah al-Sisi himself attended the signing ceremony, where he praised the company’s global reputation in the field and emphasized the importance of executing the project in accordance with the highest international standards. The project is in line with Sisi’s track record of seeking Chinese help to fulfill his ambitious domestic and foreign agenda. Hutchison is one of the world’s leading port networks, operating terminals in twenty-seven countries; in Egypt, it operates the country’s two main commercial ports, Alexandria and El Dekheila. The company’s representatives commended the opportunity for direct investment in Abu Qir and announced that they will be training more than 1,500 Egyptian engineers and other workers for jobs at the terminal. According to them, the facility will be able to handle up to 1 million containers annually once completed.

1842. Kurdish Reactions to Their Abandonment in Syria

Abstract:
The U.S. withdrawal of troops from northeast Syria has placed Kurdish fighters in a near-impossible situation, while alarming Kurdish communities in other countries, but Washington can still take steps to mitigate the damage. On October 21, footage of Kurdish civilians heckling withdrawing U.S. troops in both Iraq and Syria offered a rare and disturbing sight. This scene was facilitated by President Trump’s October 6 decision to unilaterally withdraw U.S. forces from Syria, in effect paving the way for the Turkish military to cross the Syrian border three days later and attack the Kurdish-led Syrian Democratic Forces (SDF). Thereafter, a safe haven quickly became a war zone. According to the UN Office for the Coordination of Humanitarian Affairs, 180,000 people have now been forced from their homes. James Jeffrey, the U.S. administration’s envoy to Syria, told Congress on October 22 that the fighting has resulted in hundreds of SDF deaths, a likely war crime by a pro-Turkish militia, and the escape from prison of more than a hundred Islamic State (IS) fighters. The U.S. action has unsurprisingly left the Syrian Kurds feeling abandoned and exposed against the militarily superior Turkish army and its Arab militias. On a deeper level, America appears to have entirely lost Kurdish sympathy and trust, while at the same time failing to either deter or appease Turkey. Rather than ameliorate matters, President Trump has poured salt on the wound. He responded to backlash against his policy by claiming the Kurds were “no angels” and that they had failed to contribute to the Allied cause in World War II, while characterizing their Syrian military campaign as a fight over “long-bloodstained sand.”

1843. Hezbollah Prioritizes Its Own Interests, Putting Lebanon at Risk

Abstract:
As demonstrators rail against economic problems, corruption, and sectarianism, the group’s role in undermining the public’s financial and physical security is coming under greater scrutiny. Lebanese citizens took to the streets this weekend to protest the country’s acute financial crisis, which has been marked by one of the highest debt ratios in the world, a new currency crisis, and fears that a strike will close gas stations indefinitely. Many believe that deep-rooted corruption and sectarianism got them into this mess, and may now complicate efforts to get them out. Against this backdrop, more criticism is being directed at Hezbollah, the widely designated terrorist organization that is simultaneously the most powerful party in Lebanon’s government and an aggressively sectarian movement that keeps its activities and weapons outside the government’s control. As the Treasury Department recently noted, developments over the past few weeks have underscored the extent to which the group’s actions “prioritize its interests, and those of its chief sponsor, Iran, over the welfare of Lebanese citizens and Lebanon’s economy.”

1844. New Gaza Crossing Raises Questions About Blockade Policies

Abstract:
The items being moved from Egypt through Salah al-Din Gate underline the contradictions and long-term unsustainability of the current stalemate regarding Gaza assistance. The Gaza Strip has been blockaded for more than a decade now, owing primarily to the violent takeover and continued militant rejectionism of the territory’s Hamas rulers. Even after certain restrictions were eased after the 2014 Gaza war, Israel and Egypt maintained tight limits on the entry of goods into the coastal enclave. This policy began to fray in early 2018 as conditions inside Gaza further deteriorated, culminating in the “Great March of Return” border demonstrations and short-lived rounds of escalation between Israel and Hamas. Indirect negotiations over a long-term truce have since provided some relief, yet the impact of one of the most noteworthy concessions has been under-examined—namely, the opening in 2018 of Salah al-Din Gate, a commercial border crossing between Gaza and Egypt. This crossing puts the lie to the narrative of a “besieged” Gaza, yet also raises questions about Israel’s continuing blockade policy and Hamas’s pretensions to be a responsible ruling entity.

Abstract:
The Washington Institute has been sponsoring a series of discussions about sudden succession in the Middle East. Each session focuses on scenarios that might unfold if a specific ruler or leader departed the scene tomorrow. Questions include these: Would the sudden change lead to different policies? Would it affect the stability of the respective countries involved, or the region as a whole? What would be the impact on U.S. interests? Would the manner of a leader's departure make a difference? The discussions also probe how the U.S. government might adjust to the new situation or influence outcomes. This essay, seventh in the series, discusses Kuwait, a small, oil-rich country surrounded by big neighbors with which relations have often been uneasy. Its leader, Emir Sabah al-Ahmad al-Sabah, is ninety years old and apparently in fragile health. His immediate heir, half-brother Nawaf, is not much younger at eighty-two. More important, perhaps, Nawaf lacks the current emir's adeptness as a diplomat. In a Gulf region experiencing sharp tensions, Sabah's exit will remove a much-needed node of stability. Whoever ultimately takes the helm will have a substantial legacy to uphold.

1846. Knocking NATO: Strategic and institutional challenges risk the future of Europe’s seven-decade cold peace

Abstract:
Despite providing European stability through collective defence and crisis management in an exclusive club, NATO faces persistent challenges from strategic insecurities complicated by recent institutional uncertainties. The club’s structure permits several goods-producing schemes, depending on how individual contributions combine, the qualities associated with a good’s publicness (i.e., its possible substitutes or how it excludes benefits from non-members) and partner differences in capacity and willingness. NATO faces challenges from Russia ranging from cybersecurity and media manipulation to overt and covert military pressures. Recent deployments sink costs and tie hands, reassuring commitment credibility, and are essential given the uncertainty generated from U.S. President Donald Trump’s ambiguous commitment to Article 5, compounded with the effects of Brexit on alliance politics and burden-sharing. Given the conjunction of strategic insecurities and institutional uncertainties, it is convenient to knock NATO, but rational institutionalist theory (RIT) is optimistic. RIT argues that the club’s design permits strategic adaptation to new contexts and insecurities, but partners must signal commitment credibly to prevent uncertainties about cohesion. RIT favoured enlargement to shift burdens, and data confirm that the Americans, British and Germans shifted burdens to others, including Canada. Moreover, any alternative to NATO is costly for less-endowed partners facing direct defence pressures. Canada’s role as a broker of compromise and its willingness to make its commitments credible places it in future missions, regardless. Canadian leadership in reassuring and socializing new partners in Operation Reassurance offers an opportunity to retain its objective and subjective position as a key partner.

Abstract:
Canada has built on the findings of the Netherlands’ report, Lessons Learned from Commitment of Reservists in Operations (LLRO), and provided an overview of NATO ability for the international deployment of reservists by specifically examining the pre-deployment phase of operations. Through both national questionnaires and research, Canada has collected, analyzed and communicated key observations and lessons from NATO NRFC member and partner nations to address the institutional support and structures required to set the conditions for the force generation and successful deployment of capable, multi-purpose, integrated reserve forces. This has resulted in a comparative analysis of the triad of military, family and employer support that enhances the deployment of NATO reservists prior to operations.

1848. Does Canada Need a Foreign Policy Review

Abstract:
Canada’s contemporary foreign policy has been shaped by deep integration with, and dependence on, the United States, offset by multilateral support for a rules-based international order. The Trump administration’s confrontational nationalism, combined with other global events and trends, has now disrupted Canada’s position and assumptions. This raises the question of whether or not it’s time for a Canadian foreign policy review. While the Trudeau government deserves credit for several initiatives, a series of discontinuities in Canada’s domestic and foreign policies suggests that our interests could be better served. The Canadian government has two main options: it can follow its current path of adjusting its policies in an ad hoc fashion, while waiting out the Trump administration and hoping for more favourable successors, or it can attempt to set Canada on a new path, in which case a foreign policy review would be warranted. The review option would only be useful if everything were on the table, including what to do about bilateral relations with the U.S., the future of our multilateral commitments, and domestic policies on such critical global issues as energy and the environment. The ultimate goal should be to advance Canada’s national interests through better aligned domestic and foreign policies.

1849. EU-Turkey Policies in Iraq & Syria: Challenges & Opportunities

Abstract:
Turkey is in every way ideally placed to bridge the EU with its southern neighbours and together tackle their common challenges and myriad business opportunities. The question is, can they align priorities and policies to make the most of the opportunities? The answer is: not easily. Given the complexity of and uncertainty in Turkey and Iraq, as well as Syria’s security dynamics, sustained EU-Turkey convergence in all areas of common interest is unlikely in the foreseeable future. Although both Turkey and the EU have adopted multifaceted foreign policies vis-a-vis the Middle Eastern countries, yet they have converged only on specific issues, such as dealing with the Iran nuclear deal. Both sides consider the US withdrawal from the deal as a “matter of concern”, believing that maintaining the deal and keeping Iran engaged through diplomatic and economic means instead of sanctions or military threats is crucial even after the US withdrawal. Otherwise, Turkey and the EU diverge on the overall approach to the most troubled neighbours, namely Iraq and Syria, which have been sources of grave concern to all. Iraq continues to be a fragile country, struggling to keep its integrity. The country was at the brink of failure between 2014-2017 after the emergence of the so called Islamic State (IS), and further threatened by the Kurdish referendum for independence in 2017. Iraq was pulled back to survival, mainly by international assistance. Interestingly, in 2018 Iraq saw two transformative general elections, one for the Federal and the other for the Kurdistan Region’s Parliament. The outcome of these elections brought about a degree of change in the political landscape, a sense of optimism for future recovery and a clear promise for creating new business opportunities for international partners. However, in keeping with the past, the formation of government in both Baghdad and Erbil became protracted and problematic. These features indicate that the Iraqi leaders remain ill focused on the country’s priorities in terms of state-building and provision of services or addressing the root causes of its fragility. Turkey and the EU share the objectives of accessing Iraq’s market and energy supply, and prevent onward migration of the displaced populations. Of course, the EU is to a large extent dependent on Turkey to achieve its goals. Therefore, it would make sense for the two sides to converge and cooperate on these issues. However, Turkey’s foreign policies in the southern neighbourhood are driven primarily by its own domestic and border security considerations and – importantly – Turkey sees the economic, political and security issues as inextricable. While Iraq has lost its state monopoly over legitimate violence and is incapable of securing its borders, Turkey often takes matters into its own hands by invading or intervening in Iraq, both directly and indirectly (through proxies). Of course, the Iraqi government considers Turkey’s interventions as acts of aggression and violations of its borders, but is unwilling to take measures against them. For Iraq, Turkey is a regional power and an indispensable neighbour. It has control over part of Iraq’s oil exports, water supply and trade routes. The EU, on the other hand, considers Turkey’s interventions as acts of self-defence but frowns upon them as destabilising factors, adding to the fragility of Iraq. In Syria, the political landscape and security dynamics are very different from Iraq, but the EU-Turkish policies follow similar patterns. Syria remains a failed state with its regime struggling to secure survival and regain control over its territories. Meanwhile, Turkey has become increasingly interventionist in Syria via direct military invasion and through proxies, culminating in the occupation of a significant area west of Euphrates, and threatening to occupy the Eastern side too. Turkey has put extreme pressure on the USA for permission to remove the Syrian Democratic Front (SDF) and its lead organisation (Democratic Union Party, PYD) from governing North East Syria (also referred to as Rojava). However, the EU and USA consider the SDF and PYD indispensable in the fight against IS and fear the Turkish interventions may have grave consequences. Federica Mogherini, the EU High Representative and Vice-President of the European Commission recently emphasised that “Turkey is a key partner of the EU”, and that the EU expect the “Turkish authorities to refrain from any unilateral action likely to undermine the efforts of the Counter-IS Coalition”. Therefore, EU-Turkey divergence or even conflict with some EU Member States is possible over Syria.

1850. Reconstructing Iraq: Where Do We Stand

Abstract:
This month last year, the Kuwaiti government hosted a ‘Conference for the Reconstruction of Iraq’. It was attended by the United Nations Secretary General, António Guterres, along with dozens of foreign ministers and large numbers of other government and business representatives. The timing was perfect for Iraq. The country had recently announced the military defeat of the Islamic State (IS) and was enjoying an unprecedented level of optimism and all-round international good will. Until then, Iraq had for a number of years been suffering from a severe economic crisis, precipitated largely by decades of poor management of state resources, never-ending wars and crises, and the drop in oil prices. Hence, the country needed help and, luckily for the Iraqis, its neighbours were willing to help because failure to address reconstruction needs would add to the country’s fragility and chronic instability.
