Abstract:
Failing and collapsed states are a common marketplace for the private military industry, which has grown significantly in size and scope over the last decade. Today the private sector supplies a broad spectrum of military and security services to governments facing a lack of territorial control and law enforcement capacities. These services range from combat support to training for military and policing units, logistics and the protection of individuals and property. Yet a quantifiable picture of the extent to which these private security services are being used by failing or weak governments and the implications this use might have for the security environment has not been properly painted.

Abstract:
Achieving local ownership is crucial for the success of justice reform programmes as part of international rule of law assistance and security sector reform (SSR) activities. In his 2004 report on the rule of law and transitional justice, the UN Secretary-General emphasized that 'Ultimately, no rule of law reform, justice reconstruction, or transitional justice initiative imposed from the outside can hope to be successful or sustainable.' He claimed that the United Nations 'must learn better how to respect and support local ownership, local leadership and a local constituency of reform, while at the same time remaining faithful to the United Nations norms and standards.'

Al Qaeda rose and fell between 1989 and 2011. Ten years after it conducted its most lethal operation in New York and Washington on 11 September 2001, it had mutated into a movement that no longer resembled what it started as. From a hierarchical and centralised group, led by the bicephalous leadership of Osama Bin Laden and Ayman al Dhawahiri, it had become a regionalised and decentralised organisation with several competing leaders following the death of Bin Laden in May 2011.

The 2010 Non-proliferation Treaty (NPT) Review Conference reaffirmed “the importance of the Resolution on the Middle East adopted by the 1995 Review and Extension Conference”, which had been “an essential element of […] the basis on which the Treaty was indefinitely extended”. Indeed, Arab countries had joined consensus in exchange for a call on “all States in the Middle East” (including Israel) “to take practical steps […] aimed at making progress towards […] an effectively verifiable Middle East zone free of [WMD] and their delivery systems”, and on “all States party to the [NPT], and in particular the nuclear-weapon States […] with a view to ensuring the early establishment by regional parties of [such a zone]”. Fifteen years later, the 2010 Review Conference could understandably “regre[t] that little progress ha[d] been achieved”.

Abstract:
Post-conflict peacebuilding efforts have largely focused on policy prescriptions for peacebuilding rather than the leadership qualities required for success. This paper by contrast looks at the leadership dimension of peacebuilding based largely on the author's experiences over the last decade in four, conflict-ridden African states: Sierra Leone, Cote d'Ivoire, Liberia and the Democratic Republic of the Congo (DRC). It offers some insights into the role played by the national leaders of these four coun-tries in adapting and shaping the peacebuilding environment and draws some conclusions about the context and the personal qualities – and failings – that may contribute to success or failure in peacebuilding. The paper also considers leadership within the international community and makes some suggestions on what kind of international leadership can best help the peacebuilding process.

Free markets have many virtues. Arguably, the most recognized is the expansion of individual choice—and thus freedom—through mutually beneficial exchange (see Bauer's definition of economic development in Dorn 2002: 356). This proposition is at the heart of the enduring impact of Adam Smith's Wealth of Nations ([1776] 1937) which aptly spells out the benefits of the Invisible Hand for citizens and societies.

Generally, the crises are attributed to government budget deficits in excess of the values stated in the Stability and Growth Pact (SGP), as part of the Maastricht treaty. Abstract:
Markets, tort law, and regulation are alternative methods of achieving safety. Of these, the market is the most powerful, but it is often ignored in policy discussions. I show that both for the United States over time and for the world as a whole, higher incomes are associated with lower accidental death rates, and I discuss some examples of markets creating safety. Markets may fail if there are third-party effects or if there are information problems. Classic tort law is a reasonable (although expensive) way to handle third-party effects for strangers, as in the case of auto accidents. In theory, regulation could solve information problems, but in practice many regulations overreach because of different information problems—consumers are unaware of unapproved alternatives. A particularly difficult information problem arises in the case of what I call “ambiguous goods”— goods that reduce some risks but increase others (for example, medical care and malpractice.) Product liability focuses on these goods; over half of the litigation groups of the American Association for Justice are for ambiguous goods.

But is there a link between greater freedom and greater happiness across countries?
