Abstract:
Reform of the international monetary system was placed on the agenda of the Group of 20 (G-20) a year ago at the initiative of the incoming French leadership of the G-20. On November 4, 2011 in Cannes, France, the G-20 leaders will announce their conclusions and agreements after a year and half of intense dialogue and debate. This policy brief summarizes my preliminary rating of the expected results based on the evidence to date: a barely passing grade on substance but an A for effort. Neither final grade is locked in stone, however.

The puzzle about the Doha Round of multilateral trade negotiations in the World Trade Organization (WTO) is not why it is on life support now but how it has survived as a viable multilateral initiative for so long. From the very beginning, it was clear that the Round suffered from a lack of private-sector interest, the engine that had driven previous rounds of successful trade negotiations. At most, Doha promised to deliver some security of access for unilateral liberalization previously undertaken by countries and some modest incremental market opening (Martin and Mattoo 2009; Hufbauer, Schott, and Wong 2010). That the Round had much to be modest about was reflected in the failure of even antiglobalization protesters to show up for the more recent meetings of the Doha Round.

In his State of the Union address, President Barack Obama stressed four ingredients of American prosperity: faster innovation, better education, less deficit, and more jobs. As the president recognized in his address, the US free enterprise system drives the private sector to innovate, invest, and create jobs. This policy brief concentrates on how reforming the corporate tax system can strengthen the private sector, thereby spurring both innovation and job.

Abstract:
The world has witnessed two distinct attempts to build a multilateral mechanism to discipline surplus countries that declined to adjust their surpluses, and several proposals are currently on the table to do the same. On the two previous occasions the major surplus country of the day defeated attempts to create such a mechanism, and today China (not to mention Japan or Germany) exhibits no enthusiasm for the idea. Despite the importance of the issue, there has been remarkably little discussion of these proposals.

Abstract:
The Indonesian military remains one of the most crucial institutions in a democratising Indonesia and continues to be a key factor in any discussion regarding the future of the country. Forced to withdraw from formal politics at the end of the New Order regime, the military leadership has been embarking on a series of reforms to "professionalise" the armed forces, while maintaining their standing within Indonesian society. This paper attempts to provide an assessment of the military reform process during the last 12 years in Indonesia. To this end, it will provide an overview regarding the role of the Indonesian military during the Suharto era; analyse to what extent the process of democratisation has shaped the role and mission of the military; explore the perceptions and motivations of the actors involved in the reform process; review what has been achieved; and highlight the outstanding issues that remain unaddressed. With regard to the final point, this paper discerns three major strategic gaps that undermine the processes of military reform in Indonesia, namely: the "regulation loophole", the "defence-economic gap" and the "shortcomings of democratic civilian control". Considering these problems, this paper concludes that while the military officers' interest in day-to-day politics will gradually diminish, the military professionalism will ebb and flow depending more on the behaviour of political elites and their attempts to address the major strategic gaps in the next stage of the country's military reform.

Abstract:
This paper provides a brief history of the evolution of the Group of Seven (G7) from its origins in the aftermath of the 1971 breakdown of the Bretton Woods system of exchange rates and the oil crisis in 1973. It then discusses Russia's participation at summits after the fall of the Berlin Wall, formally joining the group in 1997, thus becoming the Group of Eight (G8). The paper gives a concise account of the formation of the Group of Twenty (G20) finance ministers and central bank governors in the late 1990s, in the wake of financial crises in Asia and Latin America, which was elevated to a leaders' summit forum at the outbreak of the global financial crisis in 2008. The paper wraps up with a discussion of the differences in the G8 and G20 models, concluding that the G20 process is still the best option for meeting the challenges of complex global governance issues.

Abstract:
Southern Sudan's vote for secession in January 2011 effectively terminates the 2005 Comprehensive Peace Agreement (CPA) between northern and Southern Sudan. A principal objective of the CPA, which ended the civil war between the north and south, was to maintain the government's Sudanese Armed Forces (SAF) and the Sudan People's Liberation Army (SPLA) based in the south, as two independent armies. The CPA also set out the provisions to form jointly managed and integrated armed units that would become the foundation of a new national army — the Joint Integrated Units (JIUs).

18170. Security Sector Reform in Haiti One Year After the Earthquake

Abstract:
When the January 12, 2010 earthquake hit Haiti, the country was in the midst of a second round of security and justice system reforms supported by the international community. The quake killed hundreds of thousands of people, including some who played a critical role in implementing these reforms. Damaged infrastructure and casualties in key justice and security positions hindered the existing security institutions' ability to respond to the problems caused by the destruction. This paper examines how the security and justice reforms were affected by the earthquake, and the new security challenges faced by the population in the post-earthquake period. The disaster provides an opportunity to consider security justice matters through a new lens. Security and justice reform is the responsibility of everyone - the public, businesses, the police, judges and civil society organizations. Cooperation between all of these groups is needed to establish the accountability mechanisms required to effectively steer Haiti's transformation process.
